| 摘 要： | 什么是弱势群体?什么又是劣势群体?他们人权保护的基础是什么?本文在深入探讨以上问题的基础上,对中国社会中的弱势和劣势群体的人权现状,人权保护的出发点,依据罗尔斯的“社会正义理论”构建的人权保护工程理论作一阐述。
