社会排斥与社会整合--城市青少年弱势群体现状与社会保护政策研究

青少年弱势群体在家庭、学校、工作等方面面临程度和类型不同的“社会排斥”,生存与发展状况堪忧。尽管社会政策在整合城市弱势群体方面取得了一定成绩,但目前的社会保护政策和司法保护制度还存在观念误区、“缺位”现象等问题,必须在社会政策的制定中特别重视社会公平,完善青少年法律政策,从根本上改变弱势青少年的困境。

Social exclusion and social integration-- A study in the current situation of the vulnerable groups of youth in the urban regions and the socially protective policies for them

The vulnerable groups of youth are facing different types and various degrees of social exclusion in regard to family,school,work and so on,and the condition of their existence and development deplorable as well.In spite of some outcomes achieved by means of social policies in integrating the urban vulnerable groups,the problems such as notional misunderstanding and the phenomenon of failing positioning can still be found in today's socially protective policies and in the system of jurisdictional protection.We therefore ought to pay attention to the principle of social equality in drafting the social policies concerned with,and to consummate the laws and policies on youth,and as a key target to improve the difficult situation of these groups.
