WTO的框架协议谈判现状分析

WTO制度的建立有效地推动了国际经济的发展,多年来的国际经济实践证明,WTO制度已形成了一整套比较完备的法律和原则。但是,国际经济不断发展和变化的形势迫使WTO制度进行调整,根据WTO的基本职能规定,组织多边贸易谈判,制定新一轮协议,是WTO要达到的目的。2001年以后,WTO组织的谈判议题不断增多,涉及的事项有:非农产品关税、知识产权、农业、服务业、贸易与环境、电子商务、贸易便利化、争端解决、补贴和反倾销等。这些谈判议题都是国际经济法律中被密切关注的重点。新一轮谈判要达到的目的是有利于多边贸易体制的完善,有利于公平、公正和合理的国际经济新秩序的建立,有利于世界经济的发展。

The Present Analysis of Framework Agreement Negotiation of WTO

The establishment of WTO system has effectively enhanced the development of international economy.Proven by the practice of years of international economy,WTO system has boasted a relatively complete set of laws and regulations.However,the continuous development and changes of international economy force WTO system to make adjustment.According to WTO fundamental functions regulated,to organize multi-lateral trade negotiations and formulate new rounds of agreements are purposes to be reached by WTO.Since 2001,issues of WTO negotiations are on the increase and touching upon fields such as non-agricultural products tariffs,intellectual property,agriculture,service industry,trade and environment,e-commerce,trade facilitation,dispute resolution,subsidy and anti-dumping.All of those issues of negotiations are focus of attention in the law of international economy.The goal of new rounds of negotiations is to help improve multi-lateral trade mechanism,to be conductive to the establishment of a fair,justified and equitable new international economic order as well as to be beneficial to the development of world economy.
