群众至上——论邓小平群众观及其发展

群众至上是马克思主义群众观的核心。邓小平的群众观源于马克思主义群众观,与毛泽东的群众观一脉相承。邓小平把马克思主义群众观与党的思想路线、社会主义的本质、社会主义的根本任务、改革开放的实践、党的建设伟大工程紧密结合,开辟了马克思主义群众观的新境界。面向新世纪,以江泽民为主要代表的中国共产党人把握时代的要求和人民的愿望,对邓小平的群众观进行了多方面的重申和发展,不仅从人民群众的主体地位展示着党的群众观的时代特征,而且从党对人民群众的从属地位、服务作用进一步揭示了党与群众的关系。在新的历史阶段,以胡锦涛为总书记的党中央在全面建设小康社会的实践中,把落实党的群众观与树立科学的发展观、正确的政绩观和人才观有机地统一起来,把全党对马克思主义群众观的认识和实践提升到一个新的高度。

Mass Paramountcy--On Deng Xiaoping''''s Mass Notion and Its Development

The mass paramountcy is the core of the mass notion of Marxism.The Deng Xiaoping's mass notion originated from that of Marxism,and came down in one continuous line with that of Mao Zedong. Deng Xiaoping combined with the mass notion of Marxism together with Party's ideological line,the na- ture and fundamental mission of socialism,the practice of reform and opening up,and the great project of Party building,hence pioneer the new realm of the mass notion of Maxism.Looking on the new cen- tury,the CPC takes Jiang Zemin as the main representative hold the demand of the people,reaffirms and develops Deng Xiaoping's mass notion in many sides.Not only does it lay out its time feature from the status of people as main body,also it opens out the relation between the Party and mass from the Party' s subordinate status and service function to the mass.In the new phase of the history,the Party's Cen- tral Committee leading by Hu Jintao as general secretary is unifying organically the implementation of Party's mass notion with building up the notions of scientific development,right political performance and talent selection.As a result,the cognition and practice of the whole Party regarding the mass notion of Marxism will be upgraded to the new altitude.
