论当代印度选举的战略部署

印度是资本主义＂最大民主选举国家＂,其选举具有广泛性、普遍性、实用性、多样性等特点。本文从印度对选举的战略部署和安排入手,以印度建国以来,尤其是最近两次联邦下院大选为例,试图发掘印度选举稳定发展背后的制度和组织实施因素。＂简化有效、兼顾公平＂的选举制度安排,＂灵活多样、贴合实际＂的选举组织实施,＂规范、独立、有权威＂的监督体系,是印度选举的战略部署。这种部署有利于克服印度经济落后、公民文化教育水平较低、社会多元、规模巨大等困难,保障了其选举的长久稳定发展。

Election Strategy and Arrangement in India

As the largest democracy in the world,India achieves a high performance of sustaining,multiple and successful elections for more than 60 years.This thesis focuses on the strategic designs and arrangements of India’s elections,based on the recent two Lok Sabha elections,trying to find out institutional and organizational causes of the great events.The author believes that simple,effective and just institutions;flexible and practical arrangements;and a normative,independent and powerful supervision system,combine to help India in achieving a successful election.
