| 摘 要： | 如同对“借壳上市”公司意义重大的“壳” ,中国古代行政法中蕴涵着许多对今天仍有价值的“壳资源” ,如文官考试制度、职官编制法、行政法典的制定方法等。它曾经被西方世界所利用 ,也可以对中国的现代行政法制建设有所贡献。
