| 摘 要： | 在金融危机下，社会各领域不稳定因素增多，特别是当前形势下的政治、经济、公安队伍自身建设及大学生和农民工就业等问题凸显。社会治安管理面临新的问题，形势不容乐观。应强化公安机关职能。维护社会政治和经济稳定，推广附条件不起诉制度，加强治安防控体系建设．改进和完善社会管理和服务工作。

| Abstract: | In current financial crisis, the unstable factors are increasing in every social field. The social order administration faces new problems, such as economic problems, political problems, construction of police troops and employment problems of college graduates and rural migrant workers. The situation is not optimistic. We should strengthen the function of police organs, maintain the stability of politics and economy, extend the system of non- prosecution with preconditions, enhance the construction of order prevention and control, and improve and perfect the social management and service. |
