摘    要:公务员退出机制是公务员制度的重要组成部分,是在“出口”环节搞活对公务员的管理,增强公务员队伍生机与活力、提高行政效率的必要手段与制度构造。公务员退出机制应包括退休、辞职与辞退、辞聘与解聘、引咎辞职与责令辞职以及开除等多种类型,通过这些形式的有效运用,激活对公务员的管理。随着我国人事体制改革深入进行和人事行政法治进程的不断推进,公务员退出机制的缺陷日益凸现出来。健全公务员的退出机制,促进公务员队伍的新陈代谢,保证公务员队伍的优化与精干,是我国深化行政管理体制改革的重要内容,也是公务员制度创新的重点。

Abstract:The withdrawal system of the public servants is an important element of the orderly system, and is a necessary measure and systematic construction of activating the management of the public servants, empowering the orderly staff, and improving the administrative effect at the outlet link. This system should include various forms such as retiring, resigning, dismissing, discharging an appointment, resigning by taking the blame, as well as ordering to resign, etc.
