新形势下高校招投标工作的实践与探索

目前,高校招投标工作取得了一些成效,内部招投标机构的设置日益合理,招投标管理制度和工作机制不断完善,招投标实践科学管理得到进一步加强。但信息化时代的到来以及高等教育内涵式发展对高校招投标工作提出了更高的要求。在总结现阶段工作经验的基础上,需要针对招投标工作实际运行中存在的诸如机构独立性、评标规范性、监督有效性等问题,结合高校采购工作的特点,从管理模式、程序规范、制度优化以及招标工作信息化建设等方面进行不断探索和提升,以进一步发挥招投标工作节约资金、控制风险的作用。

Practice and Exploration of the Work of Bid in Universities Under the New Situation

At present, some progress has been achieved in the work of bid in universities, which can be shown in being gradu- ally reasonable in the establishment of the internal bid institutes, continual perfection of its administrative system and working mechanism, and the further enforcement of its scientific practice management. However, with the arrival of the information age and the connotative development of higher education, we shoukt put forward a higher requirement of the work of bid. Based on summarizing the present work experience, we need to pay attention to some problems in its actual operation, which involve the independence of institutes, the normalization of the bid evaluation, and the effectiveness of the supervision. To solve the prob- lems, we must combine the features of purchase and make a further improvement in the management model, procedure specifi- cation, system optimization and information construction. In this way, we can bring into play the function of bid to save the fund and control the danger.
