政府决策机制的内涵及其完善

从政策制定过程和我国确立的改革目标来看,政府决策机制主要包括察觉机制、沟通机 制、公众参与机制、专家参与机制、制约机制和协调机制。目前,我国这些政府决策机制或多或少都存 在一些不足之处,下一步的政府改革必须针对这些不足采取相应的措施。

Policymaking Mechanisms:Framework Sketching and Their Improvement

In light of public policy making process and the target of government reform, this paper sketches out a framework of policymaking mechanisms, which include problem identification mechanism, communication mechanism, public participation mechanism, expert participation mechanism, policymaking conditioning mechanism , and coordinating mechanism. Based on the identification and analysis of problems with and drawbacks of existing policymaking mechanisms of the Chinese government, policy measures to improve these mechanisms are discussed and recommended accordingly.
