| 摘 要： | 在强调法治建设的新时期 ,不能忽视法律并不是社会控制的惟一手段 ,国家秩序并不能涵盖社会生活每个方面 ,必须努力建设一个与之相衔接的民间秩序。而乡约或者称之为乡规民约 ,无论从历史还是现实 ,从内在价值和外在形式上 ,都不失为建立民间秩序的一种优先选择。
