摘    要:警察执法违反程序的不规范规定容易引发群众不满意,甚至导致引发社会舆论风波的产生,损害警察形象和公安机关的执法权威。良好的公安行政实训教学体系,能够强化学员的程序法意识,为今后的执法工作规范化奠定基础。要改变当前《公安行政法学》实训教学不适应程序法意识培育的现状,既需要公安院校改善实训教学体系,也需要公安机关在实训场所和业务指导方面给与大力支持。

Abstract:Non-standard enforcement procedures may easily trigger dissatisfaction of the masses, even lead to public disturbance, and damage law enforcement authority of public security organs. The better practice teaching system of public security administrative law can enhance students' process consciousness, and lay a foundation for the standardization of law enforcement. To change the current situation of cultivation about process consciousness, public security colleges must improve the practical system in teaching, and the public security organs must give strong support in training and professional guidance.
