统一刑事案件数据结构——公安情报数据系统的实战化探讨

目前,各类警务信息化工具在刑事侦查与治安实战中的运用却往往达不到预期的效果。究其原因,警务数据结构本身的内在缺陷是一个具有关键影响力却往往在相关讨论中被忽视了的因素。数据结构的短板对警务信息化建设的制约是全局性和中枢性的,它一方面并不会因为硬件条件、人员素质或者运作机制等其他方面的改善而自然消融。另一方面．即使在现有各方面条件保持不变的前提下,单纯对数据结构进行优化也可以在相当程度上改善警务情报工作的运作效率。结合我国警务信息化现实需求,在借鉴美国警务情报数据体系建设成功经验的基础上,可以提出一个具有实战价值的统一警用数据结构设想。

On Data Structure of Unified Criminal Cases

At present, it could be failure to achieve the expected effects in the criminal investigation and the practical application with all kinds of methods in the policing information. The reasons are： the inadequacy of the data structure, which is a key influential factor but often neglected in the discussion. The restriction made by shortages of data structure in the information construction is overall and central. In one hand, these shortages cannot be vanished because of the improvement and natural combination of the hardware condition, personnel quality and the improvement of operation mechanism; in another band, the simple data structure optimization can improve the operational efficiency in the existing unchanged condition. For the demands of the policing information and in reference to the United States intelligence data system construction, we can have an assumption to unit police data structure with actual combat values.
