试论利益群体对公共政策制定的影响及对策分析

在政策制定过程中，利益群体利益博弈不可避免，如何协调群体之间的矛盾和冲突，制定出更符合人民大众利益的政策，是摆在政府面前的关键任务。在各种各样的利益群体面前，政府首先要整合和消解利益群体矛盾，提升政府能力建设，同时，政府需要提供利益表达机制的制度框架，让不同利益群体的利益能够得到更好的表达。

How Different Interests Groups Influence Public-Policy-Making and Corresponding Measures

In public-policy-making,it is necessary to consider equilibrium of different interests groups.It is the government's duty to take into consideration interests between different groups so as to make out policies more preferable to most of the people.Firstly,the government should improve its capability to coordinate and solve the contradictions between different groups;and secondly the government should establish proper system to ensure that different interests groups can well express their wills.
