| 摘 要： | 创新，特别是自主创新已成为我国当前经济领域里最热门的词语，要想继续维持我国改革，开放30年的高速发展之势，实现又好又快的发展目标，坚持自主创新就必然成为国家的战略选择，要提高自主创新能力，关键是要有良好的开放环境，文化环境，行政环境和知识产权制度的保护，有了良好的环境及制度，自主创新就顺理成章，不到渠成。

| Abstract: | Innovation, especially independent innovation has been the hottest programming language in the economy of our country. To keep maintained rapid growth in our reform and opening up of in 30 years past and realize the objective of developing quickly and well, upholding independent innovation become strategic choice of the country. To improve the independent innovation capability, the key is fully open cultural and administrative environment and intellectual property rights protection system and independent innovation become undoubtedly logical. |
