| Abstract: | It is known to us all that the contemporary China is in a period of drastic social transformation in the establishment of the system of a socialist market economy, in a so-called ＂situation of change unseen over the past 3,000 years＂ that is still in existence. Today, this situation of change is in a process of taking place. Therefore, in the study of political and legal affairs in China, we need a contrast of the background of such a historical period of time.
