| 摘 要： | 新农村建设的的提出赋予了乡镇政府新的职能和要求,也促使乡镇政府进行相应的改革以适应新农村建设的需要。无论是"取消论"还是"虚化论"在目前都不适合乡镇改革的发展方向,而"保留论"有其存在的理论和现实基础。乡镇政府改革要在乡镇合并规模适度的基础上进行体制创新,以推动新农村建设的顺利进行。

| Abstract: | The township government has new functions & requirements under the background for new rural area's construction,and it has to accelerate reform to adapt to the construction.It's inadvisable to adopt the canceling or nominal concept,but the reser-vation concept has its theoretic and realistic basis.the township government must take system innovation's reform to promote the new rural area's construction. |
