中国高投资率引发的代际公平问题探讨

中国改革开放后的经济高速增长在很大程度上建筑于高投资率的基础上。高投资率一方面因高投入、高能耗、高污染而引发较为严重的资源环境问题,从而导致代际公平问题;另一方面因对消费的挤压降低了当代人的消费,从而引发逆代际公平问题。高投资率问题与我国经济发展不平衡、社会保障发展滞后、较为严重的政绩观偏差有关。针对存在问题,采取有效措施,及时实现投资转型以重塑代际公平是我们必须面对的严峻挑战。

Intergenerational Equity Issues Caused by High Rate of Investment

The rapid economic growth since China adopted the reform and open-up policy has been largely based on high investment rate.Such high rate of investment,on the one hand,due to high input,high energy consumption,and high pollution,has led to serious problems related to resources and environment,hence caused inter-generational equity issues;on the other hand,due to the squeezing effect on consumption,the consumer behavior of the contemporary generation has been inhibited,which caused inverse intergenerational equity issues.The problem of high rate of investment is also related to China’s unbalanced economic development,underdeveloped social security system,and relatively negative emphasis on nominal achievements of government.In response to these existing problems,we shall take effective measures,make timely transition in investment patterns,so as to restore intergenerational equity,which is a tough challenge we must face.
