| 摘 要： | 主权在民既是民主区别于专制的重要标志,也是人们孜孜不倦追求的美好政治价值.在实际政治运作中,主权在民的实现机制具体表现为“权为民所赋”、“权为民所用”和“权为民所控”三个方面.而以公众参与到与自身利益密切相关的公共决策中来为形式的参与式民主,可以为主权在民及其三个方面的实现提供必需的前提条件、体制保障和有效途径.

| Abstract: | The idea of popular sovereignty is not only a key sign to differentiate democracy from dictatorship but a fine political value that people are after.In actual political operation,the mechanism to achieve it can be shown by the following three aspects: government of the people,government for the people and government by the people.The participatory democracy,which gets the public involved in those public policy-makings closely related to their interests,can provide premises,effective ways and systems to safeguard popular sovereignty and the achievement of the three aspects. |
