| 摘 要： | 20世纪 90年代以来 ,西方公共政策学的发展进入了一个全面反思和拓展的阶段。在这一时期 ,学者们首先澄清了公共政策研究“混沌”的现实 ,致力于整合分裂的公共政策研究局面。在这个基础上 ,学者们致力于拓展政策过程理论的研究 ,提出了新的政策过程模型。而关于公共政策子系统和政策网络的系列研究 ,则致力于打破过程阶段论的窠臼 ,把行为者和网络的视角嵌入到政策过程的研究之中 ,表明近 2 0年来西方公共政策研究焦点向动态层面的转移

| Abstract: | The policy science has developed into a stage of reflection and made some obvious progress since 1990's The scholars clarified the status quo of some chaotic reality and tried to integrate the divergent study In order to do that, scholars have put forward several new model of policy process and added the study of policy network into it It shows that the emphasis of policy study has tranfered from the static analysis to the dynamic analysis |
