| 摘 要： | 治安调解是公安机关对特定治安案件,利用调解方式代替治安处罚的一种特殊手段,是解决民间纠纷、化解人民内部矛盾的有效方式。不过民警在具体调解过程中却遇到一些难题,解决这些问题必须找到有效途径和可行办法。
