地方立法的地方特色及其实现之道

地方特色是地方立法的生命，是衡量地方立法质量的主要标志。“有特色”的地方立法就是在不与宪法、法律相抵触的前提下，能充分体现地方的个性、差异性和特殊性，从而反映地方需求，解决地方的实际问题。当前，地方立法存在着无特色或特色不够鲜明等诸多问题，而要实现地方立法，反映地方特色，必须更新立法理念，将立法的民主性、科学性和程序性结合起来。
