国际环境法视野下可持续发展原则的实现

随着全球经济发展与环境问题的矛盾日益显著,可持续发展原则已成为一项发展中的国际环境法基本原则。但是,该原则在国际层面的落实仍困难重重。加强国际合作,发达国家与发展中国家承担＂共同但有区别的责任＂以及将跨界污染损害的国家责任与可持续发展相结合将是在国际环境法领域实现该原则的有效途径。

With the contradiction between global economic development and environmental problems becoming more and more obvious, sustainable development has become a basic principle in the development of international environmental law. However, there are difficulties to implement the principle.It is an effective way to realize the principle through strengthening international cooperation, making the developed countries and the developing countries undertake ＂the common but differentiated responsibilities＂, and combining the national responsibility of cross-border pollution with sustainable development.
