The "Question of the Ethnic Russians" in the Context of Ethnic Relations in the Russian Federation

The author examines the current and likely future position of the Russian ethnic group within Russia's systems of interethnic and ethnofederal relations. He also examines the meaning of the term nationalism as used in Russian politics and warns about the danger of growing imbalances in state regulation of federal and ethnic relations. He proposes a new federalism that would eliminate asymmetries in relations between ethnic Russians and other ethnic groups inhabiting the Russian Federation.     

Decree of the President of the Russian Federation No. 1377 of October 14, 2012, Moscow, "On Disciplinary Regulations for the Bodies of Internal Affairs of the Russian Federation"

Decree No. 1377 sets the standards of the service discipline, defines rights and obligations of employees and supervisors in observing the service discipline, and establishes awards and disciplinary sanctions in the bodies of internal affairs of the Russian Federation.

俄罗斯恐怖主义犯罪问题研究综述

近年来,俄罗斯恐怖主义犯罪问题的研究逐渐受到国内外学者的关注。我国学者对此问题的研究起步较晚,成果多集中在恐怖主义的根源、应对措施和相关立法等方面。俄罗斯的相关研究成果比较丰硕,为我们从多学科、多角度研究俄罗斯恐怖主义犯罪问题提供了可资借鉴的参考。     

Interaction of the Russian Financial Markets

The different segments of he Russian financial markets are studied in the paper. The market crashed on 17 August 1998. We consider the stable period of the market between May 1996 and October 1997. We study the structure of interactions between the GKO market, stock market, currency market, currency futures market, GKO futures market, interbank credit market. We study the relations between the world financial market and the Russian financial market. It was shown that, in the period under consideration, different segments of the Russian financial market became more integrated and the market as whole became more stable and more integrated in the international capital flows.     

Decree of the President of the Russian Federation No. 668, of May 23, 2011, "On Public Councils Under the Ministry of Internal Affairs of the Russian Federation and Its Territorial Bodies"

Decree No. 668 defines the composition of the public council attached to the Ministry of Internal Affairs of the Russian Federation and of public councils attached to the territorial bodies of the ministries, and sets out the rights and responsibilities of members of these public councils.     

俄罗斯刑事辩护机制变迁及其评析

首先回顾了俄罗斯历史上刑事辩护制度的变化，包括前沙皇时期和前苏联时期的刑事辩护制度，特别是对俄罗斯现行的刑事辩护机制进行了详细研究，并对俄罗斯刑事辩护制度进行了较为全面的评价。在俄罗斯刑事辩护制度的各种变化中，比较引人注目的表现在三个方面：其一，辩护人介入诉讼的时间提前，与国际通常做法接轨；其二，力图建立控辩双方平等对抗的诉讼机制；其三，辩护机制贯彻面临着诸多挑战，立法目标的实现尚需时日。考虑到前苏联刑事辩护制度曾对中国的影响，研究俄罗斯的刑事辩护制度变化对我国有关制度的变革有着重要意义。

Order No. 1065 defines procedures and responsibilities for appointing to and dismissing from the bodies of internal affairs of the Russian Federation.     

Characteristic of mortality in the Russian Federation

The objective of the present work was to estimate the overall mortality in the Russian Federation and to elucidate the structure and characteristics of violent and non-violent mortality in this country. The study is largely based on the materials of reports on the activities of local bureaus of forensic medical expertise for the period from 2003 to 2008; in addition, the data from the official demographic and statistical yearbooks issued by the Russian State Statistical Committee (Goskomstat) in 2008-2009 were used. It is shown that cardiovascular pathology appears to be currently the leading cause of general mortality in the Russian Federation. A substantial fraction in the structure of general mortality is constituted by mechanical injuries most of which are inflicted in car accidents. More than half of the fatal cases caused by external factors and around one third of the deaths from cardiovascular diseases are associated with alcohol intoxication. Statistical treatment of the results of analysis conducted in the present study provided materials for the development of recommendations designed to improve the demographic situation in the Russian Federation.     

Russian Liberalism in the Face of Crisis

The development of liberalism in Russia occurred under substantially different conditions from those in the West. The history of liberalism in the West is already a century old; not only has it acquired there a sufficiently mature theoretical form, but it has even been translated into reality as civil society and the law-governed state. Liberalism cannot be reduced to any specific moral and political movement, but it can be understood as a special type of civilization, in contrast to traditional civilization. In Russia, however, liberalism evolved always under the influence of the highest achievements of Western liberal ideas; it remained an opposition movement, opposing the dominant values of society and supporting the country's transformation into a liberal civilization.     

On the Fate of the Russian Ethnic Group

The phrase "military law" perhaps seems strange. In international law—and even in national law—there is no consensus on the recognition of such a branch. Yet over half of the operative documents of international law adopted since the creation of the Commonwealth [of Independent States; CIS] have concerned military-political relationships. There are at present almost one hundred and fifty multipage, and dozens of two-page, documents. A new phenomenon has emerged in international law and is evolving.
