The recent thaw in bilateral Greek–Turkish relations is promising, yet insufficient for future stability and cooperation in and around the Aegean Sea. The main reason lies in the prevalence of instrumental‐strategic thinking on the part of both states. Neither Greece nor Turkey has approached the settlement of their disputes from a perspective that would imply an eagerness to build a collective identity based on the institutional norms of European international society as represented by the European Union. On the contrary, Europeanisation has not been an end in itself but a means for the materialisation of their preconceived national interests. The underlying motivation behind their attempts to reach a solution appears to have arisen from instrumental concerns vis‐à‐vis both the EU and each other. The dynamics of their independent relations with the European Union seem to have compelled them to come to a modus vivendi over these issues, since otherwise their relative status vis‐à‐vis the EU would likely deteriorate. This article will discuss the main aspects of the latest Turkish–Greek cooperation process within the framework of rationalist instrumentalist and sociological institutionalist debate in international relations theory. It will be contended that a lasting and long‐term cooperation between the two countries can only follow the formation of collective identities and common national foreign policy interests, particularly as they relate to the European Union framework.  相似文献

The European Union's (EU) area of Freedom, Security and Justice (AFSJ) portfolio comprises policy areas such as immigration and asylum, and police and judicial cooperation. Steps were taken to bring this field into the mandate of the EU first by the Maastricht Treaty, followed by changes implemented by the Amsterdam and Lisbon Treaties, the last one ‘normalizing’ the EU's erstwhile Third Pillar. As the emergent EU regime continues to consolidate in this field, NGOs of various kinds continue to seek to influence policy-making and implementation, with varying success. This article seeks to establish the context in which NGOs carry out their work and argues that the EU-NGO interface is impacted both by the institutional realities of the European Union and the capacities of EU-oriented NGOs to seize and expand opportunities for access and input into the policy cycle. Using EU instruments representing three different policy bundles in AFSJ (immigration, asylum and judicial cooperation in criminal matters), the article seeks to map out NGO strategies in engaging and oftentimes resisting European Union policy instruments.  相似文献

The article investigates the way in which asylum reception hasbeen organized in Italy in response to Kurdish refugees. Theanalysis suggests that Italy, as compared to northern Europeancountries, has failed to develop a public system of reception,which has been counterbalanced by the parallel development ofa private one. The abandonment of the vast majority of asylumseekers to their own survival strategies should read as an institutionalfailure to develop adequate reception policies and serious protectionplans. The ‘Kurdish crisis’ has exposed the importanceof state intervention in providing reception, which could nolonger be left to local NGOs, self-help strategies and migrants'networks. In particular, the article looks at the way in whichItaly, during the 1990s, has organized refugee reception; the(non) reception system in the municipality of Rome; and finallysome private survival strategies that Kurdish asylum seekershave resorted to once no public help was made available to them.  相似文献

EU migration and asylum policy is facing tough challenges at the southern borders of the Union as migration and asylum pressures rise, fuelled by political instability and poverty in several regions of Asia and Africa. Current European border control practices create three spaces of control: externalised borders, through readmission and return agreements which enrol third countries in border control; the EU borders themselves through the work of Frontex and the development of a whole arsenal of technology tools for controlling mobility to and from the EU; and the Schengen area, whose regulations tend to reinforce deterrence at the borders through the Smart Border System. As a result, the EU’s balancing act between irregular migration control and protection of refugees and human life clearly tips towards the former, even if it pays lip service to the latter. More options for mobility across the Mediterranean and more cooperation for growth are essential ingredients of a sustainable migration management policy on the EU’s southern borders. In addition asylum management could benefit from EU level humanitarian visas issued at countries of origin.  相似文献

Recently the psycho-social health of refugees has rightly receivedemphasis, but the physical health of long-term refugees warrantssimilar attention. This paper uses qualitative and quantitativedata on informant-reported health outcomes for two Greek Cypriotvillage cohorts, one displaced, the other not displaced. Supplementarydata from a national diabetes prevalence study confirmed a possiblelink between refugee status and greater probability of cardiovascularillness. Depressive illness also seemed higher among the refugeevillage cohort. But it is not only the illness of some of theserefugees, but their surviving this, and the comparative wellnessof others which is important, compared with the ‘demographicshock’ victims of post-socialist Europe, 1989–1995.The paper suggests why the Greek Cypriots have done rather betterin health terms than the post-socialists of Eastern Europe,1989–1995, but argues that refugees in failing statesmay have much worse health outcomes.  相似文献

In March 2016, the European Union and Turkey reached an agreement seeking to end the refugee flows from Turkey to Greece. This agreement is the outcome of a bargaining process in which Turkey gained considerable leverage from its position as a ‘gatekeeper’ situated between Syria and an increasingly ‘immigration-averse’ and securitised EU. More importantly, this bargaining process might have broader implications for the EU and its relations with its periphery, since Turkey has progressively reversed the asymmetries of power by demonstrating the indispensability of its continued commitment to act as gatekeeper vis-à-vis an increasingly fragmented and anxious EU.  相似文献

The 1989 Comprehensive Plan of Action (CPA) has recently beendescribed as a successful example of how to manage large protractedrefugee flows. However, this article revisits the circumstancessurrounding the CPA used to resolve the prolonged Indo-Chineserefugee crisis to highlight that part of its development waslinked to the fact that Southeast Asian states refused to engagewith proposed solutions, which did not include repatriationfor the majority of the Indo-Chinese asylum seekers who weredeemed to be ‘non-genuine’1 (UNGA, 1989a) refugees.This resulted in the CPA often forcibly repatriating ‘non-genuine’refugees, particularly near the end of its program. The multifaceted engagement between India and the European Union (EU) has grown exponentially in recent years, leading to a strategic partnership, which is one of the three that the EU has in Asia. Based on a content analysis of three prominent Indian newspapers, which were monitored on a daily basis for a period of 6 months (1 July–31 December 2009), and interviews conducted with political, business, media, and civil society “elites,” this article seeks to analyze and assess the perceptions of the EU in India.  相似文献

Since the adoption of a new Russian Law on Refugees in 1997,the number of recognized refugees has dropped drastically. TheLaw has a definition of the term ‘refugee’ almostidentical to that of the 1951 Convention. But many provisionsof the Law are contradictory to Russia's international obligations.After a short look at the background to the issue, the Law onRefugees is examined. Then the implementation of the Law iscompared with the situation before its entry into force. Thedifficult life conditions of refugees and asylum seekers areconsidered to be partly a result of the legal provisions andtheir realization. The factors that contribute to the presentsituation are discussed. While certain provisions of the existingLaw need to be amended, it has to be implemented in order toprovide international protection to asylum seekers.  相似文献

This essay questions the soundness of a scholarly shift awayfrom ‘refugee studies’ in favour of ‘forcedmigration studies’. It contends, first, that subsumingrefugee studies into the broader framework of forced migrationstudies may result in a failure to take account of the specificityof the refugee's circumstances which are defined not just bymovement to avoid the risk of harm, but by underlying socialdisfranchisement coupled with the unqualified ability of theinternational community to respond to their needs. Second, itargues that forced ‘migration’ (rather than, forexample, forced ‘migrant’) studies encourages afocus on a phenomenon rather than on the personal predicaments,needs, challenges, and rights of refugees themselves. It maythus contribute to a lack of criticality in relation to policieswhich subordinate refugee autonomy to the pursuit of more systemicconcerns. The first concern is illustrated by reference to theemergence of the ‘internally displaced persons’category, the second by reference to the determination to findand mandate ‘durable solutions’ to forced migration,including to the movement of refugees.  相似文献

The question of how Asia is perceived by the European Union is becoming increasingly relevant for European as well as for Asian policy makers. The more successful Asia and emerging countries like China and India become, the more vulnerable the European public and all involved stakeholders are to fall victim to old and new stereotypes. A lack of knowledge may result in the EU becoming more vulnerable to developing prejudice towards Asia. The new research project “Asia in the Eyes of Europe” aims to identify, measure and compare public awareness and perceptions of Asia within the European Union. The research is to deliver an analysis of Europe’s cognitive outlook towards Asia. It tracks the existing landscape of perceptions of Asia within the EU and seeks to contribute to, deepen and enhance European–Asian understanding. A study of Asia’s image in Europe can thus help Europeans and Asians to understand in how far their interaction impacts on the shaping of institutions of regional governance that can complement structures of global governance.  相似文献

This is one of few known studies on poverty and poverty relatedissues among Palestinian refugees in Jordan. The camp refugeehouseholds identified in this research represent concrete manifestationsof the ways in which the political and historical legacy translatesinto economic hardship today. Poverty among the refugees inJordan represents a legacy of the refugees’ inabilityto generate sufficient income in order to provide for themselvesthe ‘minimum basic needs’. Therefore, poverty shouldbe understood not only in terms of the social and economic circumstancesof Palestinian camp refugees but also as a particular consequenceof various policies pursued by the state over the past fivedecades, including the Jordanization of public and militarysectors of employment, the provision of public services, andwage determination policy. In this context, the paper examinesthe causes of poverty and considers how various ‘implicit’policies contribute towards luring and ‘locking’a large number of camp refugees in poverty.  相似文献

This paper investigates the issue of trust, or mistrust, specificallyin relation to single adult asylum seekers and asylum seekerfamilies compulsorily dispersed across England. It draws upondoctoral research on the social exclusion of asylum seekersas a result of dispersal and their separation from mainstreamwelfare provision due to the creation of the National AsylumSupport Service (NASS) following the Immigration and AsylumAct 1999. Trust is an ambiguous term and four forms of trustare delineated to assist conceptualizing the experience of forcedmigration: social, political, institutional and restorativetrust. This paper provides an overview of the aims and eachphase of the implementation of dispersal. It is argued thatthe dispersal system leaves little room for political or institutionaltrust to be restored and hinders the restoration of social trust.It is suggested that this lack of space for the restorationof trust has negative implications for the longer term resettlementprocess of asylum seekers who obtain refugee status. It is alsosuggested that trust is an essential component of UK governmentpolicies promoting social or community cohesion, community engagementand initiatives to combat trafficking, forced marriage and ‘honour’based violence and that mistrust of asylum seekers as a groupdirectly contradicts such policies and initiatives.  相似文献

The proposed bilateral free trade agreement (FTA) between India and the European Union has thrown up many contentious issues among which public procurement is an important one. While India is reluctant to include public procurement in FTA, the European Union (EU) has been insisting that FTA without liberalisation of public procurement is not on the negotiating table. What makes India particularly attractive to the EU is not only the size of its public procurement market but also its rapidly growing economy and demand for infrastructure which presents EU firms with an opportunity to gain market access into this sector under the FTA setting. The EU is insisting on national treatment and non-discrimination as also transparency in Indian procurement system. Indian companies aspire to crack open public procurement market in the EU by entering it through the services sector. However, they are finding EU procedures for ‘data adequacy’ and policies relating to work visa difficult. India’s reluctance to negotiate government procurement under the FTA framework is also attributed partly to administrative costs required for making changes to existing framework and for establishing institutions to implement bilateral obligations. Though several deadlines have been missed, an agreement that could bring mutual benefit for both the EU and India is not out of reach.  相似文献

This article reflects upon UNHCR's Convention Plus initiative,a multi-lateral process established in order to contribute tothe development of a normative framework for global burden-sharing.Although the substantive achievements of the initiative havebeen limited, the article argues that Convention Plus has helpedto develop significant new ideas relating to UNHCR's potentialrole in norm-creation within the refugee regime. Based on aregime theoretical perspective, and drawing on the wider literaturerelating to the role of norms in the refugee regime, the paperexamines the procedural and conceptual innovations of ConventionPlus, and how these might be adapted in future in light of theinitiative's shortcomings. In particular, the article sets outtwo models for UNHCR's role in facilitating norm-creation, bothdeveloped in the context of the Convention Plus experience:firstly, a ‘top-down’ institutional bargaining modeland, secondly, a ‘bottom-up’ good practice model.The former model emerges from the interests–linkages–normsapproach implicit to the so-called ‘generic’ workof the initiative; the latter, from the situational work ofthe initiative, developed through the revival of ‘comprehensiveplans of action’ and the use of pilot projects. The modelsare argued to be mutually supportive. The paper suggests thatadapting these ideal-type models in light of the ConventionPlus experience has implications for UNHCR's role in norm-creation,with regard both to developing a normative framework for globalburden-sharing and also to developing other norms in responseto other emerging challenges.  相似文献

This paper argues that the complexity of recent debates about‘illegal’ refugee arrivals in Australia, held sincethe prominent MV Tampa incident of August 2001, might be betterunderstood by placing them in a comparative historical context.Towards this end, an investigation of previous debates on thesubject of Jewish refugees in Australia prior to the SecondWorld War is suggested. Such an exploration reveals a seeminglyidiosyncratic ‘Australian’ slant towards refugeesthat demonstrates a subtle process of marginalization and exclusionbased on notions of ‘good’ and ‘bad’refugees. Such an approach further demonstrates the contradictoryattitudes of immigrant societies towards refugees notwithstandingthe cultural pluralism supposedly inherent in their outlooks.  相似文献

There is a profound disconnect between the practice and scholarly study of security in Europe. The 2010 Internal Security Strategy added disasters such as forest fires, earthquakes, and floods to the list of European Union (EU) internal security concerns, expanding on the more traditional anxieties over militaries, border protection, and the effects of poverty. This article explores how evolving practices of disaster response, a policy area once separate from EU security discourse, have become part of the EU's wider security provision and with what implications. Based on interviews conducted at the Directorate-General (DG) for Humanitarian Aid and Civil Protection (ECHO), it provides a detailed study of three EU disaster response practices – monitoring, training, and information co-ordinating – and their circulation to the wider field of EU internal security provision. It uses this case to outline that new understandings of what it means to “voluntarily co-operate” in European security projects have been radically under-theorized.  相似文献

ABSTRACT

The Arab uprisings of 2011 put into question previously held understandings about the stability of authoritarian regimes in North Africa as well as the European Union’s (EU’s) relations with countries in its southern neighbourhood. Despite early calls on behalf of the EU to change its policies, the Union’s responses in the early stages seemed mostly characterised by continuity. This article claims that certain dispositions and background knowledge developed over several decades vis-à-vis EU’s Mediterranean policies served as a baseline from which EU officials and diplomats acted. Drawing on insights from practice approaches, the article argues that the practical understandings on what the EU can (and cannot) do vis-à-vis partner countries in North Africa create a kind of power politics of practical dispositions. The article focuses on the European Neighbourhood Policy - the EU’s flagship initiative - and builds on a unique set of data that combine policy documents and interviews with about 30 EU officials and national diplomats from before and after the Arab uprisings. In this way, it illustrates how practice relates to change in that even though the EU’s responses drew on an established repertoire of practice, enacting it in a new context opened up new possibilities for action.  相似文献
