In the course of national elections held in EU member states in the past five years (since the elections for the European Parliament in 1999), a shift in governments' composition, political style and public sensitivities denotes the emergence of novel political cultures in Europe. By way of articulating similarities in the electoral dynamics in EU member-states at the turn of the new century, this study discerns the signs of this transformation in European political cultures. As a result of this change, the left-right alignment along economic policies is being obliterated by a new fault-line: one that is dictated by the security- risk dilemma of the 'new economy'.  相似文献

What explains variation in local government policy responses to urban violence? Existing research on the politics of urban violence overlooks the pivotal role that private sector interests play in shaping the public provision of security in major developing world cities faced with conditions of intense violence. I argue that business is a pivotal political actor that mobilizes through powerful private sector institutions to shape policy responses to urban violence in ways that advance its economic interests and preserve its privileged status in local political arenas. The security policy preferences of business vary across economic sectors due to variation in relations to urban space and violence. This cross-sectoral variation in security policy preferences generates both opportunities and challenges for political and societal actors that seek to stem and prevent urban violence. Analysis of puzzling variation in policy responses across Colombia's three principal cities—Medellin, Cali, and Bogota—and over time within each shows that a focus on business can strengthen our understanding of the politics of urban violence and, more broadly, its implications for development.  相似文献

Although the existing literature on Algeria's civil conflict recognizes the role of religious and ethnic violence in the crisis, it does not sufficiently explain the various reasons behind it. The main aim of this article is to fill in this gap to some extent by examining the main factors determining the emergence of armed religious and ethnic groups in this country. The basic conclusion to emerge from the analysis is that, although such factors as the closure of the country's political space, state repression, and the growth of atavistic sentiments remain important in explaining Algeria's religious and ethnic violence, economic collapse, religious spending, and diversionary politics are variables that should not be ignored when addressing the sources and sustainability of such violence.  相似文献

Abstract

The long‐standing and pervasive patterns of political violence in Turkey, which were only abated by the military coup of September 1980, are examined in terms of their historical and sociopolitical antecedents. The paper concludes that political violence in Turkey is the result on the one hand of the specific forms of Kemalist modernization to which the country was subjected from 1920 to 1945. Kemalism led to modern political and legal institutions, but left much of Turkey's cultural and economic life subject to traditional values. In addition, Kemalism bequeathed a legacy of political parties that saw the national good identified solely with each political organization's success, which in turn subjectively legitimized violence against political opponents as acceptable in the struggle for the national welfare. After 1945 the legacy of Kemalism was joined by severe developmental problems in the area of economics and social welfare, a resurgence of hyper‐nationalism over the Cyprus issue, and an anti‐modernist backlash through a revival of Islamic traditions. The results were conflicts in a society already strained by the symptoms of second stage modernization that could not be compromised within the parameters of the Turkish political system.  相似文献

This paper presents a critique of the essentialist notions of any community as a pacifist or militant community by examining the long history of the cycles of violence and non-violence in the evolution of the Sikh community in the Indian subcontinent. The theoretical premise of the paper is that communities' resort to violence and non-violence is determined by their strategic perspectives to achieve their politico-economic goals and not from any doctrinal adherence to violence or non-violence. The paper attempts a panoramic view of over 500 years of Sikh history (1469 – 2006) and offers a reinterpretation of that history by locating cycles of violence and non-violence in their historical context. It then provides a politico-economic perspective on violence and non-violence in their struggle for identity and political power. It focuses more on an analysis of the recent political conflict between Sikh militants and the Indian state, and concludes by drawing out the policy implications of that analysis for the politics of the modern Indian state regarding the Sikhs of Punjab. It identifies federal arrangements and human rights as issues of key importance in the political economy of this relationship.  相似文献

Although armed groups and political violence referring to Islam have attracted increasing attention since the start of the global war against terror, one particular religion can hardly be described as the main source of inspiration of what is commonly referred to as “terrorist acts of violence.” Faith-based violence occurs in different parts of the world and its perpetrators adhere to all major world faiths including Christianity. As such, this article treats three cases of non-state armed actors that explain their actions as being motivated by Christian beliefs and aimed at the creation of a new local society that is guided by religion: the National Liberation Front of Tripura, the Lord's Resistance Army, and the Ambonese Christian militias. It analyzes the way by which they instrumentalized religion against respective backgrounds of conflict rooted in social change, the erosion of traditional identities, imbalances of power, and widening communautarian faultlines.  相似文献

Timor-Leste has had three rounds of major elections, all of which have been widely regarded as meeting international criteria for being free and fair. There has also been one change of government on the basis of these elections. On these grounds, some observers have suggested that Timor-Leste has met the benchmark for having consolidated its democracy. Timor-Leste can be said to meet the criteria for an expanded minimalist definition of democracy, holding regular, free and fair elections within an open competitive political environment, with relatively little violence and intimidation and general freedom of expression. This political process has, as defined by the literature, also consolidated. However, Timor-Leste continues to face future economic challenges. The literature indicates that states with high levels of poverty, unemployment and with food shortages are more prone to political instability. Given that Timor-Leste's political party system relies heavily on charismatic individuals and, apart from Fretilin, has poor party structures, loss of current political leaders will add a further destabilising effect. Expected economic problems are likely to manifest around the same time that the current generation of political leaders are no longer active. The question will be, in this increasingly challenging environment, whether Timor-Leste can sustain its democracy.  相似文献

It is increasingly apparent that the Asian economic crisis has also led to a serious ideological crisis in the West. Before the collapse there was broad agreement among Western orthodox economists that developing countries should pursue a set of economic policies, often referred to as the 'Washington consensus', which included financial sector liberalisation, privatisation of state-owned enterprises, fiscal discipline and trade, exchange rate and foreign investment deregulation. Since the collapse, however, this consensus has broken down. This paper examines the emergence of the new so-called post-Washington consensus, with its emphasis on governance and social capital. The lexicon of the new policy paradigm underlying this new consensus includes civil society, safety nets, and, especially, governance, to be added to the conventional Washington terminology of open markets, deregulation, liberalisation and structural adjustment. Our central thesis is that this new post-Washington consensus is an attempt to place more emphasis on the political and institutional foundations for programmes of structural reform. However, it is also a kind of politics of antipolitics that attempts to insulate economic institutions from the process of political bargaining.  相似文献

In Samuel Huntington's world of hostile civilisations, Tanzania would fall into the category of a torn country, a battle ground for the forces of African, Western and Islamic meta-cultures to expand their influence. On the surface, this might seem the case. Tanzania is an impoverished country where the benefits of economic liberalisation have reached only a narrow stratum and the fruits of political liberalisation are yet to be seen, placing severe strain on national social cohesion. There is certainly a possibility that pent up economic and political frustrations could be channelled into religious extremist movements. However, religion has not served as a primary fault-line for sustained political violence and conflict, although there are signs that this might be changing. In this paper we argue that uncovering and analysing these relationships elucidates how cross-cutting cleavages complicate the mobilisation of individuals and organised groups based on identity, not only in Tanzania, but in other societies as well.  相似文献

Given that minority ethno-political organizations are generally weaker than states yet seek to change their policies or remove the ruling regime from power, why would negotiation occur? States prefer to ignore or repress such organizations, which typically have little to offer in return amidst negotiations that can legitimize them while delegitimizing the state. When a challenging organization establishes governing structures and controls movement in part of a state's territory, however, it can easily inflict significant economic and political costs on the state while also possessing a valuable asset to exchange for concessions. An organization with territorial control cannot be ignored, while the state will have a strong incentive to negotiate before the state loses more face, the group gains more legitimacy, neighboring states are more likely to invade, and the international community is more likely to formally recognize any facts on the ground as a new status quo. Our analysis of 118 organizations in the Middle East and North Africa from 1980–2004 reveals that territorial control is the most important determinant of intrastate negotiation. In regards to existing scholarship, this suggests that a certain type of successful violence works—not all violence and not only nonviolence—while certain types of strong organizations—those that control territory—are more likely to reach negotiations with the state than weak ones.  相似文献

Through analysis of interviews with community leaders and newspaper reports and police data on sectarian violence, this study identifies dynamics and conditions which underscore fluctuations in ethno-political tensions and violence in Northern Ireland. Findings suggest that political provocations which promote such tensions are facilitated by the economic marginalization of communities historically susceptible to violence, ongoing community influence of paramilitary factions and disjuncture between the political priorities of upper- and lower-classes within each ethno-political community. More generally, the research highlights how a lack of investment in social and economic modes of reconstruction undermines the development of new political forms of cross-community cooperation and contributes to the reconstitution of intergroup division.  相似文献

The Asian economic crisis of 1997 highlighted the inherent instability of the new worldwide economic order being created by highly mobile capital, and also its destabilizing social and political effects, especially in the transitional societies which had proved so hospitable to the champions of globalization and to proffered capital inputs. Whether these societies are destined to be subsumed and captured by globalization processes, or whether they and their citizens have any possibility of capturing some genuine benefits from advancing globalization, may rest on whether these transitional states and societies can assert, or at least influence, the terms of their engagement with those processes. This will not be possible, however, if people, societies and states capitulate in advance to the forces and processes of globalization as irresistible. This issue is explored through the grounded investigation of four key questions: do globalization processes serve any ends beyond themselves? How might one grasp the best, and make the most, of globalization? Is the logic of the market immutable and inflexible transculturally, or is it amenable to varying forms of cultural inflection and political supervision? Can what globalization delivers be drawn upon selectively, or is it instead a 'package-deal'?  相似文献

The author looks into the chain of political violence, as well as into political discourse about past violence, experienced by ordinary Congolese from Independence up to the present. According to him, every major outburst of political violence underwent a discursive recuperation by Congolese/Zairian politicians and produced its own social memory. The Zairian state political culture of violence, blended with people’s experience of every day violence (economic and social), explains the generalisation of violence during the 1990s civil wars and lootings of all major and medium-sized cities.  相似文献

Evolutionary theory's utility for the study of political phenomena, including war and nationalism, has been demonstrated. However, these studies fail to explain substate violence, including terrorism, and rarely evaluate whether cost-benefit analyses differ for males and females. This article seeks to demonstrate that evolutionary theory provides intriguing insights into two phenomena that observers find difficult to understand: political violence, including terrorism and self-sacrifice in the form of suicide attacks, and female political violence.  相似文献

There have been discussions about how the labels “forced migrants,” related to political violence, and “voluntary migrants,” associated with economic factors, cannot be understood in categorical ways. However, there has been less focus on the specificities of the asylum-migrant nexus from the perspective of migrants. This essay discusses how such factors intersect as understood by Pakistani migrants residing in Germany. Through enacting a critical view of Pakistan, the migrants demonstrate how aspects of corruption, economic deprivation, and political violence come to intersect so that is becomes impossible to classify asylum seekers in binary/dichotomous ways.  相似文献

The collapse of Greece's premier terrorist organization, the 17 November (17N) group, back in the summer of 2002 was a truly dramatic event, considering 17N's 27-year career, but it was not such a watershed event in the country's history as it was presented at the time by the mainstream political and media establishments. 17N's dismantling and imprisonment, far from demoralizing and emasculating the armed struggle movement, led to the emergence of new urban guerrilla groups and the increase and intensification of revolutionary violence. This article reassesses Greece's persistent terrorism problem by focusing on the nature, threat, and operational evolution of a new generation of political militancy.  相似文献

This article examines the traditional political and economic factors that have been purported to explain the prevalence of insurgency. It tests the following hypotheses at the subnational level in Colombia: guerrilla violence is positively associated with exports; higher levels of insurgency are associated with low levels of GDP per capita or negative growth rates; guerrilla violence emerges in the context of weak state presence; and higher levels of state repression are associated with higher levels of insurgent violence. The analysis utilizes a zero-inflated negative binomial to capture dynamics of both intensity and onset of violence. The econometric analysis is supplemented with cartographic visualization and qualitative analysis.  相似文献

The main argument examined in this article is that the escalation of political violence in Northern Ireland between 1969–1999 resulted because of the state's reliance on repression and this had conflicting effects contributing to the rise in violence. Perhaps the most important finding reached by this research was that a state's reliance on repression is positively associated with more insurgent violence. This research suggests that variations in outcomes to the use of force by a democratic state may result because one may assume a linear model exists when in reality the true relationship maybe curvilinear.  相似文献

The study explores the phenomenon of popular violence in the first months and years after the end of World War I on the basis of a comparison between the Bohemian lands, forming the central part of the newly established Czechoslovakia, and Austria, as another successor state to the former Habsburg monarchy. Aside from the continuities, new forms of violence increasingly emerged in the first years after the end of the war, and also the “language” of violence was transformed. While in Czechoslovakia, the framework within which people were learning to understand the new world was shaped by the national and republican discourse oriented to the future, in Austria the collective identities and mentalities were being formed along the lines of particular party political blocks. In both cases, the nationalization and politicization of violence respectively contributed to the emergence of new forms of popular violence; but at the same time they could also be used for its de-escalation, necessary for the re-integration of society disrupted by the wartime experience. However, even if both countries went out from the war on different paths, the violence stayed part of their political culture and it could be mobilized again.  相似文献

In contrast to Russian studies, the study of crime and corruption in Ukraine is limited to a small number of scholarly studies while there is no analysis of the nexus between crime and new business and political elites with law enforcement (Kuzio, 2003a, Kuzio, 2003b). This is the first analysis of how these links emerged in the 1990s with a focus on the Donbas (Donetsk and Luhansk oblasts) and the Crimea, two regions that experienced the greatest degree of violence during Ukraine's transition to a market economy. Donetsk gave birth to the Party of Regions in 2001 which has become Ukraine's only political machine winning first place plurality in three elections since 2006 and former Donetsk Governor and party leader Viktor Yanukovych was elected president in 2010 (Zimmer, 2005, Kudelia and Kuzio, 2014). Therefore, an analysis of the nexus that emerged in the 1990s in Donetsk provides the background to the political culture of the country's political machine that, as events have shown since 2010 and during the Euro-Maydan, is also the party most willing in Ukraine to use violence to achieve its objectives.  相似文献
