Disaggregated approaches to conflict research have led to new insights into the patterns and processes of political violence in developing countries. This article uses the most comprehensive subnational political violence data (ACLED) to observe where and when violence against civilians occurs within civil wars. Several new conclusions are evident from an event-based analysis of civilian violence: retribution or collateral damage are poor explanations for attacks on the unarmed. Instead, civilians are targeted because they are accessible; rebel groups kill more civilians, often in an attempt to create new frontlines for conflict. However, governments are also responsible for high rates of civilian death, yet they often “contract” this violence out to militias. This analysis confirms that there are multiple violent groups within civil war spaces, and small opposition groups commit higher levels of violence against civilians in local spaces. The strength of a violent group compared to its competition shapes how much civilian violence it commits. The results suggest that theories that emphasize civilian support and retribution as a basis for violence against civilians have overlooked the importance of how multiple violent opposition groups compete within civil wars, and how civilians suffer as a result.  相似文献

This article examines the values and attitudes present within the 2002 video game Tom Clancy’s Splinter Cell, and the methods employed to convey them. It compares the game’s message with the rhetoric contained in the Bush administration’s post-9/11 “war on terror” narrative. A qualitative content analysis of a Splinter Cell “game movie” and gameplay sessions is undertaken to examine the messages communicated through elements of simulation and representation. This article finds that Splinter Cell and the “war on terror” narrative express similar perspectives of terrorism and counterterrorism. First, both exaggerate the physical and normative threat of terrorism, and portray it as overwhelmingly powerful. Second, both sources justify violent counterterrorism action through claims of necessity, urgency and self-defence. Third, violence is consistently portrayed as effective for achieving the desired objective. Finally, violence and military action are represented as simple solutions that ultimately lead to victory over terrorism. The parallels between the messages within Splinter Cell and the “war on terror” rhetoric indicate that the game was shaped by the post-9/11 culture in which it was developed. More significantly, however, Splinter Cell perpetuates and legitimises the “war on terror” narrative by conveying its message through an immersive interactive environment.  相似文献

The “fringe”—rejected and marginalized ideas and beliefs—has historically been clearly divided from the cultural and political mainstream. However, recent technological developments have weakened the boundary separating them. The Internet and social media have made it possible for fringe ideas to move much more readily into the mainstream. The Trump campaign was accompanied by the massive infusion of fringe motifs including the denigration of ethnic and religious groups; the support of political extremists; and the acceptance of conspiracy theories. As the fringe becomes legitimated by this mainstreaming, the possibilities for violence increase.  相似文献

Research on war, conflict, and terrorism has traditionally focused on the motivations of male combatants to participate in political violence. Such a focus has largely ignored the role of women who wield political violence. This article revisits one of feminist International Relations (IR) most basic questions, “Where are the women?” and encourages an expanded view of security and conflict resolution that asks how combatant women might contribute to current scholarly understanding of conflict and conflict resolution processes. I argue that the thirty-year conflict remained intractable in part because of the exclusion of those Loyalist women who wielded political violence, seriously limiting the British and Irish governments' ability to understand and resolve the conflict. Included in the analysis is interview data collected in an eight-month empirical study conducted by the author in 2006 with thirty women who identify as past or present members or supporters of Loyalist paramilitary organizations in Northern Ireland. The unique perceptions of Loyalist women combatants of four cross-border agreements between 1974 and 2006 are used to illustrate how a feminist approach to conflict resolution can serve as an innovating starting point in theorizing about and attempting to resolve conflict.  相似文献

The present study applies Social Learning (Differential Association) Theory to the explanation of political violence, focusing on exposure to extremist content through new social media (NSM) and controlling for key variables derived from rival theories. Data are gathered using (a) a paper-and-pencil study among high school students, and (b) a web survey targeting youths between 16 and 24 years old. A total of 6020 respondents form the dataset. Binary logistic regression is used to analyze the data. Results show that even when controlling for background variables, strain variables, personality characteristics, moral values, and peer influences, the statistical association between measures of extremism through NSM (ENSM) and self-reported political violence remains significant and fairly constant. The most persistent effects are found for those measures where individuals actively seek out extremist content on the Internet, as opposed to passive and accidental encounters using NSM. Furthermore, offline differential associations with racist and delinquent peers are also strongly and directly related to self-reported political violence, as are some mechanisms from rival perspectives. This indicates that political violence can only partially be explained by social learning and suggests that the impact of ENSM is mediated by real-world associations and that the offline world has to be taken into account.  相似文献

The 2014 Israel–Gaza war was the third of a string of conflicts to erupt between the State of Israel and Hamas in neighbouring Gaza and quickly became the deadliest for both sides. Even with the extensive media attention this crisis received, calls for more objective reporting were widespread, as locating sources that were not clearly influenced or reflective of political biases seemed near impossible. This paper seeks to explore the role “cultural proximity” plays in informing casualty count reporting in times of conflict. Qualitative content analysis is conducted on news coverage of the 2014 Israel–Gaza conflict in the American daily newspaper, The New York Times, and the Israeli daily newspaper, Haaretz, to assess whether significant differences exist in the way casualty figures are addressed across varying degrees of political and cultural involvement. This research reveals that variations in casualty count reporting do indeed exist across cultural and national contexts, and deems this subject worthy of further research.  相似文献

In the early morning of July 31, 2015, masked attackers threw firebombs into two Palestinian homes in the West Bank village of Duma, south of Nablus, killing three Palestinian civilians. Contrary to claims by Israeli and Palestinian politicians, this attack was neither an isolated anomaly nor just another incident of settler violence. Instead, it was the latest attack in an important but largely unknown phenomenon called “price-tag,” in which a loosely connected group of young Israelis called “hilltop youth” burn Palestinian mosques and destroy property in hundreds of attacks accompanied by threatening graffiti that references Israeli settlers, outposts, and anti-Arab slogans. Using an original dataset of price-tag incidents and interviews with key actors, we demonstrate that the perpetrators, targets, and strategies of price-tag are different than previous patterns of settler violence. Whereas previous settlers saw the Israeli state as legitimate and largely decided to cooperate with it, the hilltop youth have decided to confront it by using price-tag attacks to deter settlement withdrawals and chain-gang the state into a conflict with the Palestinians. This analysis of the strategic logic of price-tag reveals its potential to shift the political landscape within and between Israelis and Palestinians.  相似文献

This article conceptualizes political radicalization as a dimension of increasing extremity of beliefs, feelings, and behaviors in support of intergroup conflict and violence. Across individuals, groups, and mass publics, twelve mechanisms of radicalization are distinguished. For ten of these mechanisms, radicalization occurs in a context of group identification and reaction to perceived threat to the ingroup. The variety and strength of reactive mechanisms point to the need to understand radicalization—including the extremes of terrorism—as emerging more from the dynamics of intergroup conflict than from the vicissitudes of individual psychology.  相似文献

This study develops a day-to-day theory of political violence that predicts that rebels respond strategically to the onset of interstate conflict that is directly related to a civil war. Government-initiated interstate conflict is theorized to incentivize rebels to signal their resolve, willingness to bear costs, and vulnerability of government forces. In addition, this form of interstate conflict is predicted to decrease violence against civilian populations, as it makes it more likely that rebels will need to rely on civilians for resources in the future. This is contrary to interstate conflict initiated by an external state, as this signal of third-party support makes civilian support more dispensable from the perspective of a rebel movement. Using a country-day data set constructed from event data, evidence is presented that is consistent with this theoretical logic. Interstate conflict, therefore, is shown to play a significant role in explaining the variation of violent events that occur on a day-to-day basis during a civil conflict.  相似文献

During the run-up to the 2015 general elections in nigeria, there was widespread trepidation within and outside the nation that the increasing cases of electoral violence and political intimidation ravaging the country would snowball into full-blown violence, and possibly plunge it into civil war. this fear was largely instigated by the 2011 election, which was marred by pre- and post-election violence. Human rights Watch (2011) estimated that the violence led to over 800 deaths in three days of rioting which engulfed parts of northern nigeria. since the First republic elections in the early 1960s, the nigerian media have been very involved in the political process. the diverse nature of the media makes its ideological inclination easy to decipher, because of reportage that is often tilted along ethnic and religious lines. using data obtained through participatory action research involving 40 purposively selected participant journalists, this article proposes an alternative method of news reportage using the peace-journalism model. developed by lynch and mcGoldrick (2005), the model encourages journalists to report social issues in ways that create opportunities for society to consider and value non-violent responses to conflict, using insights from conflict analysis and transformation to update concepts of balance, fairness and accuracy in reporting. it also provides a new route map which traces the connections between journalists, their sources, the stories they cover and the consequences of their reportage.  相似文献

Abstract

In this paper we empirically reexamine the debate over the conflict reducing properties of inclusive political institutions. We examine the purported violence reducing effects of proportional representation (PR) electoral systems, parliamentarism, and federalism, conditioning their effects on ethnic fractionalization and whether a country is conflict prone. In other words, are these institutions more effective in countries that have already experienced major conflict or are they more effective in preventing conflict in countries that have not experienced major conflict? Using a data set that includes a sample of 81 countries and 2488 observations from 1973 to 2018, we test the conditional effects of proportional representation electoral systems, parliamentarism and federalism conditioning these by ethnicity and whether the country has experienced a major conflict (i.e., civil war). We find that these institutions have little effect on reducing the number of riots or political deaths, but PR electoral systems reduces ethnic violence when ethnic fractionalization is high. On the other hand PR electoral systems and parliamentarism reduce ethnic violence in conflict prone countries, but federalism increases the likelihood of ethnic violence. We discuss the implications of these findings with regard to arguments regarding inclusive power sharing arrangements and violence in post conflict environments.  相似文献

The recent concurrence of violent political rhetoric and violence against political targets in the U.S. and abroad has raised public concern about the effects of language on citizens. Building from theoretical foundations in aggression research, I fielded two nationally representative survey experiments and a third local experiment preceding the 2010 midterm elections to investigate support for violence against political authority. Subjects were randomly assigned to view one of two forms of the same political advertisements. Across all three experiments, mild violent metaphors multiply support for political violence among aggressive citizens, especially among young adults. Aggressive personality traits also predict support for political violence in both national studies. This work identifies dynamic roots of violent political orientations and reveals for the first time surprising interactions between this elite discourse and personality traits in citizens.  相似文献

This article uses a constructivist analysis to consider the social construction of identity and the Israeli military action in Lebanon in 2006. Strands of meaning, constructive of a collective sense of self, emerged out of historical continuities, interacted and were made meaningful in relation to each other around the issue of the Hezbollah threat in 2006. They framed, contextualised and constituted that policy issue to form a situated and contingent identity of the possible, within which the policy decisions that produced the second Lebanon War were taken. Whilst a body of work has resulted from engagement with this conflict, and a well established literature discusses Israeli identity, little has been done to bring the two together and consider in detail the role of identity in constructing the 2006 war as possible and desirable for Israel. This is the focus and contribution of this article. Domestically, the institutional context of the 2006 Knesset elections revealed a national identity in which the multi-faceted vulnerability identity and Fighting Jew identity were salient, interacting strands. The narratives of ordeal, existential threat, and self-reliance acted to increase the power of the Fighting Jew identity, predicated on a faith in military solutions to threats. These ideas came up against and were rearticulated in the context of the global “War on Terror” to make the war in 2006 both possible and desirable.  相似文献

This article explores what political science literature has to say about the promises and perils of expanding democratic governance. International relations literature and comparative politics literature both deal with the claim that stable democracies do not fight each other. However, these two strands of literature only to a minor extent exchange research findings on the causes of war. International relations scholars are well aware of the fact that the early stages of democratization in particular may trigger conflict, and they explain that they are referring to the size of a country's power and the distribution of capabilities among the major powers, among other factors. In contrast, comparativists focus on the opening of domestic political space. In a transitional state, open political space fosters elite competition, which cannot be regulated by weak political institutions and therefore may cause civil war. They are less aware of the fact that these internal dynamics may even enhance the risk of political violence beyond territorial borders. Both of these approaches must be used to focus on the consequences of democratization on a regional scale. In ‘bad neighbourhoods’, including the Balkans, the Caucasus, the Middle East and the Great Lakes in Africa, democratization can trigger conflict beyond state frontiers by altering the incentives and opportunities of political actors.  相似文献

To many scholars, the Bush administration's ability to convince a majority of the public to favor war with Iraq represents a dangerous failure of the marketplace of ideas. A healthy marketplace, they argue, would have produced a more robust debate over the administration's justifications for war, revealing their weakness. In this paper I argue that these scholars have based their arguments on a poorly specified model of the marketplace of ideas and that Iraq does not represent a failure of the marketplace. Contrary to conventional wisdom, the strength of the marketplace lies not in its ability to move the nation toward truth via debate and deliberation, but in its tendency to divide the public into countervailing factions based on competing sets of values and competing frames of the issues at hand. I develop this argument first by elaborating a model of the “marketplace of values” and redefining threat inflation as a process of efforts to frame security issues for the public. I test my model first against public opinion data regarding American threat perceptions and then use it to explain the Bush administration's successes and failures in building and maintaining public support for the war in Iraq.  相似文献

ABSTRACT

This article provides a study of how the Malaysian state defines and redefines “terror” as the nature of militancy changes from the Communist insurgency to present day’s Islamist jihadism. Tracing such definitional changes, the article demonstrates how the portrait of a terrorist not only is inherently political (and at certain junctures, politicised), but also reflects the changing nature of the state. While able to ethnicise and externalise the Communist Terrorists (CTs), the rise of Islamist militancy forced the Malaysian state to shelve the term “terrorist” in favour of religious “deviancy” until the advent of the “war on terror”. Advancing along a state-driven Islamisation project, the discursive ideal that is the “Islamic state”, was securitised (1980–2001), normalised (2001–2013), and resecuritised (2014–2016) as a balancing act not only to neutralise the security threat but also to augment the state’s “Islamic” credentials for domestic political gains. Following the emergence of the Islamic State (IS), I argue that the Malaysian state is now embroiled in an “Islamic state versus Islamic State” dilemma, where in the face of a far enemy it cannot decisively eliminate, the state has no choice but to defend itself as a sovereign nation-state as well as an “Islamic” one, further problematising Islam in discourses of security and violence.  相似文献

This article examines how Turkey was affected by the conflict spillover effects of the Syrian civil war and its escalation in the last two years with the rise of the Islamic State in Iraq and Syria (ISIS) threat and the changing nature of the Kurdish insurgency. It seeks to assess the degree of the transnationalization of the Syrian civil war and its spread to Turkey by employing a theoretical framework borrowed from the conflict clustering literature. The first part will introduce the dual-embedded theoretical framework with its division of conflict spillover effects as “intentional” and “unintentional”. The second part tries to apply this dual-track framework to the Turkish case and, thus, seeks to test the conflict spillover factors on Turkey. The third part focuses on the two specific and major spillovers of the Syrian civil war, the ISIS threat and the rise of an embedded Kurdish insurgency, namely Democratic Union Party (PYD or Partiya Yekîtiya Demokrat)-Peoples Protection Units (Yekîneyên Parastina Gel or YPG)/Kurdistan Workers Party (Partiya Karkerên Kurdistanê or PKK), and explains the conflict spillover processes of these two case studies under a triple framework, origin, diffusion and escalation and with reference to the division between intentional and unintentional spillover effects.  相似文献

ABSTRACT

This article shows how the existence of a community of European practitioners in the Jerusalem area gives substance to the European stance on the Israeli–Palestinian conflict. The often-stated European Union (EU) support for a two-state solution could appear meaningless in the absence of peace negotiations. However, European diplomats (i.e. diplomats of EU member states and EU officials) in the East Jerusalem–Ramallah area are committed to specific practices of political resistance to Israeli occupation and recognition of Palestinian institutions. These practices have led not only to a specific political geography of diplomacy, but also to a community of practice, composed of European diplomats and based on their daily experience of resisting occupation and bestowing recognition. It is this group of officials who represent and actively “do” Europe’s position and under occupation.  相似文献

The analysis of “total war” as systemic, ubiquitous and unrelenting has increased the analytical and political urgency of understanding resistance. Drawing on Foucault’s elaboration of biopolitics and “making strange”, this article theorises “total resistance” through a study of the Afro-Brazilian art of capoeira. It explores how capoeira adepts in the early 20th century resisted the “total war” of state repression of capoeira and the heritage that it embodied. This article argues that, by engaging with, and protecting themselves against, the state, capoeira practitioners demonstrated resilience through adaptation and diversification. The corporeality of capoeira provided a holistic response to the biopolitical power of the state, and capoeira players “made strange” (in Foucauldian terms) the normalcy of power, rescuing themselves and their way of life. In answer to the “total war” that makes patterns of violence apparently inevitable, the “total resistance” of capoeira evaded obliteration, and maintained the possibility of other outcomes.  相似文献
