梳理中国—东盟区域、次区域合作机制与合作模式,可以发现中国—东盟合作机制与合作模式创新具有以下特点:发展导向与规则创立相结合;软硬结合、灵活有效;智库探索与政府决策相结合;互学互鉴与取长补短相结合;地方探索与顶层设计相结合;现有机制与创新机制相结合。但也存在诸多问题:理论层面研究不够,缺乏理论指导;制度化建设不够,有效性不足;机制叠床架屋,协调性不够;政治互信欠缺,发展动力不足等。中国需要加强区域秩序与区域治理的理论研究,提出中国—东盟区域、次区域合作机制的理论建构;承担提供区域与次区域"公共产品"的主要责任;促进中国—东盟区域合作机制的整合与升级,提升制度化水平;充分发挥智库和地方政府构建次区域合作机制的积极性与主动性;积极探索中国—东盟次区域合作发展模式,实现效益最大化。  相似文献

中国-东盟区域经济合作在双方的努力推动下,合作机制和制度基础不断得到完善.2004年签署的<中国-东盟货物贸易协议>和<中国-东盟争端解决机制协议>,标志着双方在推进区域经济合作的进程中又取得了实质性的新进展.本文在总结中国-东盟区域经济合作的历史进程与新进展的基础上,分析了区域经济合作的薄弱之处和问题所在.  相似文献

经济走廊建设是推进大湄公河次区域经济合作(GMS)的重要发展战略,其核心是将次区域交通走廊的建设与经济发展相结合,把交通走廊转变为经济走廊。2008年6月,大湄公河次区域经济走廊论坛在昆明正式成立,标志着GMS交通走廊将逐步发展成为全面成熟的经济走廊。本文认为,经济走廊建设是新形势下进一步深化大湄公河次区域合作的重要路径和突破口,同时也是中国参与大湄公河次区域合作的重要形式,并将对中国与东盟的经贸合作产生深远的影响。  相似文献

在市场力量和各国政府的推动下,亚洲的区域合作与经济一体化正在蓬勃开展,不仅是东亚地区,南亚、中亚、西亚地区的经济一体化也出现良好的发展势头,同时还出现了跨次区域经济一体化趋势。本文论述了亚洲经济一体化的发展现状,着重分析了东盟、中国、日本、韩国和印度的区域经济一体化战略,并勾画了“泛亚洲经济共同体”蓝图。目前,亚洲经济一体化的显著特点是各种形式、各种范围的区域合作机制并存,这一局面仍将继续。  相似文献

自20世纪90年代初以来,东盟次区域经济合作非常活跃,先后出现了新加坡、马来西亚柔佛和印尼的廖内群岛等组成的"新柔廖增长三角",又被称为"东盟南增长三角";印尼、马来西亚、泰国相邻部分组成的"东盟北增长三角";文莱、印尼、马来西亚和菲律宾相邻部分组成的"东盟东部经济增长区(简称东盟东增长区)"等.这些由东盟各国自愿组成的各种增长三角已成为东盟进行合作的重要形式,促进了东盟各国间经济联系和相互合作,带动了贸易和投资的发展.本文选取东盟区域内最大的、最年轻的东盟东增长区,分析其带动资本流动的效果,探讨其发展成效.  相似文献

东亚一体化的原动力之一是东南亚地区的一体化,最近几年蓬勃发展的中国-东盟合作则为东亚一体化进程增添了新的动力.冷战结束后,中国-东盟经济合作的步伐逐步加快,从发展双边的经济贸易关系开始到中国-东盟自由贸易区计划的提出和启动,为更大范围的东亚区域经济合作和一体化起到了加速器的作用.中国-东盟合作有可能成为推动整个东亚一体化进程的发动机.  相似文献

以经济外交为主要手段,日本重视并积极推动对东南亚地区的全方位外交。菅义伟组阁不到一个月即把外交首秀选定越南和印度尼西亚,使安倍二次内阁以来日本重视对东盟外交、通过越南、印尼等重点国家对东盟施加影响的趋势更加明确。越南担任2020年度东盟轮值主席国,同时也是该年度安理会非常任理事国,希望通过其在东盟内部以及东盟与地区相关国家间发挥协调作用,树立在地区乃至国际上的形象。推行"革新开放"政策的越南,对日本的资金、技术及市场寄予厚望,也明确表示欢迎日本在安保领域发挥作用。日本则伺机在经济、政治及安保领域全面介入,在助力越南经济社会发展的同时,牵制中国日益增长的地区影响力。2020年末RCEP成功签署,给东亚合作带来新契机,东亚经济合作将进一步深化。以东盟为核心,推进包括中国、日本、东盟多边、湄公河次区域以及日越、中越、中日等双边形式的区域经济合作已是大势所趋。  相似文献

当前印度学界对印度与东盟关系的研究,重点集中在冷战后印度参加东盟一体化进程和双方政治经济合作两大方面。以"东向政策"为先导,印度通过次区域合作、印太战略等政策,逐渐嵌入到东南亚的地区一体化进程中。印度与东盟的政治经济合作成效明显,但是中国因素的影响也较为突出。总体来看,现有印度—东盟关系研究存在较强的地缘政治色彩,政策实务描述居多,问题意识明显,但是理论分析较少,研究方法单一,研究范围和深度有待拓展。大国博弈、中国因素、东盟中心地位等,将成为未来印度—东盟关系研究的重要方向。  相似文献

2004年10月中越两国领导人就“两廊一圈”合作达成共识,并开始启动。本文分析了“两廊一圈”合作的背景、内容、目标,并从区域经济学的视角论述了“两廊一圈”在中国与东盟经贸合作中的定位和功能。本文认为,“两廊一圈”建设不仅有利于促进中越合作,而且将成为促进中国与东盟各国经济合作的重要纽带和桥梁,是经济全球化与区域一体化背景下中越两国区域分工与合作的一项创新,前景广阔,潜力巨大。  相似文献

Arab hopes of an emerging multipolar international system after the Cold War were immediately dashed by the second Gulf War. The US proved to be the indispensable guarantor of security, especially for the Gulf Cooperation Council (GCC). Nevertheless, the EU and the GCC had engaged in a successful relationship since their formal cooperation agreement in 1988. The following article gives an insight into the priorities of both. Furthermore, it asks whether the numerous political declarations of the EU‐GCC Joint Council are more compensation for stalemate in the free trade negotiations than the expression of real political ambition, with the GCC mainly interested in using the EU as an element of counterbalance and the EU primarily concerned with safe energy supplies. Finally, the article examines the probability of continuing European junior partnership with the US or a more equal role in the Gulf area—either through European initiative or an increasing American reluctance to make sacrifices in order to secure the oil flow to European economic competitors.  相似文献

The Pacific Basin Economic Council (PBEC) was established in 1968 through the initiatives taken by the Japanese and Australian business leaders. This article focuses on the ideas and activities of the Japanese and Australian business leaders in the establishment of PBEC, especially those of Nagano Shigeo and W.R.C. Anderson, both of whom devoted themselves to the establishment of PBEC, while cooperating with each other. The central questions posed are: how and why Nagano and Anderson came to consider it desirable to establish an economic institution in the Asia Pacific region in the mid-1960s; how and why those ideas were refined and transformed into the establishment of PBEC; what approaches business leaders in other countries took towards Pacific cooperation and how the Japanese and Australians adjusted different interests of people in other countries in organising PBEC. Finally, the article assesses the role played by PBEC in the development of economic cooperation in Asia and the Pacific and insists that it should help set up foundations for the subsequent organisations of regional economic institutions such as the Pacific Economic Cooperation Council (PECC) and the Asia Pacific Economic Cooperation (APEC) forum.  相似文献

This article attempts to study the rationales and strategies of China's involvement in sub-regional economic co-operation projects with the countries of the Association of South East Asian Nations (ASEAN), using the Greater Mekong Basin Sub-region and the Pan-Beibu Gulf Area as examples. It analyses China's diplomatic and economic motivations, as well as the strengths and weaknesses of this involvement. It also examines China's involvement at the provincial level and, in particular, the motivations, strategies, strengths and limitations on the part of the Guangxi Zhuang Autonomous Region in its participation in the Pan-Beibu Gulf Area project. China considers that its involvement facilitates its articulation of its interests, enhancement of its influence and promotion of multipolarity. Further, it would allow China to maintain a relatively low profile while seeking leadership and reducing external pressures. There are also the considerations of reducing China's aid commitments and accelerating the development of China's central and western provinces.  相似文献

The merging of the Overseas Economic Cooperation Fund (OECF) and the ExportImport Bank of Japan to form the Japan Bank for International Cooperation (JBIC) signals a new phase in Japanese economic cooperation. In this article, Akira Nishigaki, former president of the OECF , describes the role and significance of Japan's official development assistance and considers recent policy trends and issues. It is essential for the peace and prosperity of Japan and of the world as a whole, he says, that Japan maintain favorable relations of interdependence in the international community. In this spirit, he expresses his hope that in funding and implementing assistance the JBIC will continue to strengthen Japan's considerable contribution to the development of developing countries.  相似文献

Since the establishment of official diplomatic ties in 1992, bilateral economic relations between Korea and China have rapidly improved. The economic dynamism in China is expected to continue in the future. As continued economic development of China gains momentum, the economic relationship between the two countries will further be strengthened. However, future bilateral economic cooperation will take a path that differs significantly from the past. Both the quantity and quality of economic relations will increase and improve. In particular, Korea’s investment in China, which tends to be concentrated in the manufacturing sector, will broaden out to nonmanufacturing sectors, with the strategic motive of gaining access to China’s huge domestic market. Secretary of Foreign Affairs Domingo L. Siazon Jr. of the Philippines discusses the Asia‐Pacific Economic Cooperation (APEC) forum's path to the present, and charts a map for its future. Siazon sees the importance of promoting greater private‐sector involvement in APEC and enhancing economic cooperation among member economies. Siazon discusses the special significance of this year's meetings to be held at Subic Bay in the Philippines, the former home of the US Pacific Fleet and now a growing industrial and tourism center. In the globalizing world economy, the economic performance of Organization for Economic Cooperation and Development (OECD) economies is being increasingly shaped by dynamic and emerging economies in Asia and other areas. This fact makes it a priority for the OECD to chart a path for how countries—both OECD and non‐OECD—can best work together and meet the challenges of globalization, says Kumiharu Shigehara, deputy secretary‐general of the OECD. 亚太经合组织(APEC) 是区域利益的代表。作为成员利益的集中体现,APEC 的区域利益主要由贸易投资自由化和经济技术合作两大部分组成。由于发达成员和发展中成员在以上两个方面有不同的利益追求,APEC 中区域利益和成员利益一直存在着冲突。在过去的十年中,贸易投资自由化和经济技术合作的不平衡发展使这种冲突逐渐表面化。展望未来,APEC 的持续发展有赖于成员经济体享有充分灵活性的基础上,通过协商一致,处理好发达成员和发展中成员的利益分歧  相似文献
