Texas's approach to juvenile capital offenders has been profoundly lacking any balance of the interests of accountability and rehabilitation. Texas has employed adult transfer for juvenile capital offenders with potential life imprisonment and possible parole in 40 years and determinate sentencing to adjudicate capital offenders in juvenile court, yielding a maximum sentence of 40 years in prison. Legislative initiatives in the 1990s to curtail parole have led to only 22 percent of violent offenders receiving early release while serving an average of 61 percent of their sentence. Aggravated offenders, including youth capital offenders, serve at least 80 percent of their total incarceration time. Notably the Texas framework does not effectively allow for offenders whose acts were the product of either an undeveloped or disabled mental capability to be punished appropriately and distinctly from those who possess psychotic or antisocial tendencies—or adult offenders. This deficiency is worsened as a result of the recently passed legislation SB.60, which establishes that juvenile capital offenders must receive the sentence of life without the possibility of parole upon conviction. Texas can create a more precise approach with three modifications: (1) centralize all youth capital adjudications to a criminal court, (2) effectuate separate imprisonment and enhanced educational programs for the first ten years of incarceration, (3) implement a “soft-ten” sentence where after the initial ten years of imprisonment the presumption for release favors the offender unless the state establishes that additional time is needed; this determination is primarily based on a complete psychological assessment of the offender.  相似文献

Due to its versatility within the criminal justice system, home confinement has broad appeal as a sentencing option. This meta-analysis examines the effectiveness of house arrest and electronic monitoring on the recidivism of adult offenders. Fourteen effect sizes (from 11 studies) that present recidivistic outcomes were quantitatively pooled, and separate meta-analyses were conducted on varying categories of recidivism severity to assess the differing impact of home confinement. The findings suggest that home confinement helps adult offenders successfully reintegrate into the community upon release from closed custody and deters future offending. Implications for correctional policies and practices toward home confinement as a community-based prevention strategy to supervise offenders are discussed.  相似文献

Abstract

The Internet has been widely acknowledged as facilitating many forms of youth offending. Existing research has identified important drivers of young people’s involvement in online crime, yet this has overwhelmingly relied on school or college samples. As such, it tells us little about those young people that have left the formal education system—a group who are more likely perpetrators of juvenile crime more generally. Focusing on young people’s involvement in online piracy offenses, our analysis draws on data from a nationally representative survey of England and Wales to better understand the dynamics of involvement in online crime across the population. We assess the potential overlaps between online and offline offending, the role of differential association and deviancy neutralization techniques in shaping offending behavior, as well as the protective effect of strong family support networks in reducing involvement in piracy. We find that illegal downloaders tend to be young, male, and have a higher number of delinquent friends. We also find that many of these offenders do not confine their offending to online spaces, with involvement in offline property offenses also high among this group.  相似文献

This study examines the relationships between the bonding style of an incarcerated adolescent with parents and his/her current feelings of self-esteem, hopelessness, and suicidal thoughts and attempts. It also investigates differences between bonding to mother and bonding to father. Some 296 incarcerated adolescents were interviewed using the Parental Bonding Instrument. Significant relationships were found between youths' self-esteem, hoplessness, and suicidal behavior and their bonding style. Youths whose parent(s) had a parental bonding style of affectionless control reported the greatest distress, and youths whose parent(s) had an optimal bonding style reported the least distress. Differences were found between bonding styles with the mother and with the father. Attachment theory may be useful in targeting incarcerated youths who have affectionless control bonding with parent(s) for special interventions since these youths are most at risk for psychosocial problems.  相似文献

This paper studies the determinants of educational outcomes in the Republic of Tatarstan, Russia. Using principle component analysis, least squares with robust standard errors, and probit models, I found that family resources, including socioeconomic status, cultural and social capital, show a statistically significant effect on educational achievements and plans about educational trajectories. However, little of the variation in the dependent variables can be explained by variation in family resources. In Tatarstan, as in developed countries, family resources have a low influence on educational outcomes. Moreover, school quality, gender, nationality, peers, health, plans about future work, and other physical and psychological factors play important roles in influencing educational outcomes. Girls obtain better results than boys, and Tatar speakers show higher educational achievements than Russian speakers.  相似文献

Suicide rates in prisons in England and Wales are high, including those in juvenile detention centers. Previous deliberate self-harm (DSH) is the strongest predictor of suicide in the general population. There is limited information on how many juvenile offenders (15 to 18 year-olds) have a history of DSH at the time of entering custody, or on factors associated with previous DSH. We aimed to determine the prevalence of previous DSH and suicidal ideation in a population of juvenile offenders in custody and to identify factors associated with DSH and suicidal ideation. Seven out of 45 subjects (15.6%) reported an act of DSH in the past. Twelve (26.6%) reported past suicidal ideation. Peer relationship difficulties and sexual abuse were significantly associated with DSH (p < 0.05). Other factors showed a trend toward being more common among those with DSH, but the premature ending of the project by the juvenile detention center prevented full investigation of the extent of DSH and associated factors. Nevertheless, the results indicated a much higher rate of DSH in this population than in young males in the community. A larger joint project with juvenile detention centers is required to confirm the extent of previous DSH at the time young offenders are admitted, and the associated risk factors, in order to assist prevention and intervention strategies.  相似文献

The benfits of establishing family planning through collective bargaining to both labor and management are discussed. Until workers can be convinced that their children will receive health care, education and employment, and that they will be economically secure in old age, it is difficult to convince them of the many benefits of child spacing and small family size. In 1953, it was calculated by management in a Japanese steel factory that about 70% of all acidents could be attributable to difficulties in the private lives of employees. In order to ease problems in the home, collective agreements were initiated by management in the Nippon Express Company to provide family planning services. Labor agreed as long as the workers were to share in the economic awards which came from participation. Costs of implementing the family planning programs were fully offset by the decrease in expenditure on family allowances, confinement, nursing, and so on. In India some ten estates began a program in which a certain amount of money is paid into an account for every month that a woman does not become pregnant. If the woman becomes pregnant, she forfeits a substantial amount of the fund. This money comes directly from the funds which would normally have to be set aside to provide for maternity and child support programs. Certain guidelines are presented in the paper to outline the areas of responsibility of labor and management in the provision of family planning services. Among the many possibilities mentioned is the idea that both labor and management could look into the conceivability of plowing back a portion of whatever savings are accrued by management into a pension scheme to compensate workers for the loss of labor caused by having fewer children than were previously anticipated.  相似文献

The vast majority of tests of major criminological theories have been conducted on youths in school settings. Following Hagan and McCarthy’s (1997) admonition to engage in “street criminology,” the current study surveyed 254 juveniles drawn mainly from impoverished neighborhoods in Uruguay, who were either confined or in an alternative justice program. Due to limited literacy skills, all youths were interviewed regarding theoretical measures and their delinquent involvement. The results revealed that self-control was unrelated to delinquency in this sample. By contrast, social learning factors and stressful life events were found to increase delinquent participation. The results suggest that the effects of the field’s core theories are general, accounting for as much or more variation in the sample of street youths as among youths attending conventional U.S. schools. The policy implications of the findings are explored.  相似文献

Every state copes with the question of which level of government should bear responsibility for social services such as health care and education. Tanzania is no exception. The current government infrastructure of Tanzania is based on the principle of Decentralization by Devolution (DbyD) and can be seen as a reaction to previous structures based on centralized de-concentration. This article reviews the decentralization as designed in the DbyD policy and its application in planning decisions by assessing the involvement of local communities in decision making, based on a case study in two primary facilities. The conclusion is that even though policy states a strong decentralized government, in reality central preferences dominate the decision-making. Wishes expressed in local plans are ignored in the planning procedure. The article identifies the factors that contribute to this central influence and concludes with reviewing the value of decentralization policy in Tanzania and other developing countries.  相似文献

One of the major dimensions of public budgeting relates to the generation of growth, employment, and more favorable income redistribution in the economy. This dimension had come to acquire a good deal of importance during the last seventy years. The use of public budgeting for purposes of promoting economic growth, employment, income distribution, has so far been considered as a part of development economics in general, and more specifically, as a part of economic planning. Indeed, such use has been so extensive that it is difficult to consider budgeting for economic development without a consideration of organized economic planning and associated formulation of medium term and annual plans. Planning itself has gone through several vicissitudes during these decades. As an extension, budgeting too has gone through several phases. By 1985, nearly 300 plans were formulated by developing countries. During the same period, the approaches in industrial countries of the west incorporated some elements of organized planning into their budgetary systems. By early 1990s, however, there was a noticeable sense of fatigue with planning. The state which was seen thus far as a solution to market failure, came to be viewed as a major problem in itself, standing between the legitimate aspirations of the community and their realization. Countries, particularly those belonging to the Soviet block, moved away from planning for economic development and came to adopt market friendly policies. In the process, several countries have abandoned formulation of economic development plans. In these countries, there has been a revival, and, therefore, strengthening of public budget as the one and only instrument of economic development conceived, sponsored, funded, and to a significant extent, implemented by the government. Plans, which at one stage had generated the illusion of permanence, proved after all, to be as transient as many other things in the world.  相似文献

This article uses a comparative case study approach to relate policy outcomes in terms of family planning to the patterns of political forces observed in the 3 Maghrib states of Algeria, Morocco, and Tunisia. It is suggested that official support for a strong family planning program may be linked to recognition of the problem of low labor absorption and to concrete steps taken to counter the problem. The article discusses different vantage points for approaching the political context of family planning and distinguishes between the use of family planning as an instrument of social policy and as an instrument of economic policy. Ideological reasons for opposition to or support of family planning are then outlined. The colonial experience of the 3 states is differentiated and a chronological account of their family planning programs is provided. The political systems and leadership of the 3 countries are separately discussed in greater detail, after which the influence of elite groups on family planning programs and activities in each country is assessed. Developments in the 3 countries since 1978 are then sketched. The author concludes that the relative importance of policies toward employment and women's status in connection with support for family planning has probably varied over time, with economics playing a greater role in the 1970s. The activities of non-regime political actors were found to be very significant in formulation of population policies in Algeria and Morocco but less so in Tunisia.  相似文献

This comparative study of the determinants of family planning policy initiation and implementation focuses on four pairs of countries: Zambia/Zimbabwe, Algeria/Tunisia, Pakistan/Bangladesh, and Philippines/Thailand. The conclusion is drawn that global efforts had an influence on national policy makers and on putting family planning issues on the policy agenda. Global impacts were affected by national economic and social conditions and the broader political and economic relations with Western countries. The absolute level of economic development was found to be unrelated to the timing of initiation of family planning on national policy agendas. Stronger national family planning programs occurred in countries where policy makers linked economic development at whatever level with the need to limit population growth. Pakistan and Thailand in the 1960s illustrated this commitment to family planning programs, and Zambia and Algeria illustrated the lack of connection between development and population growth at the policy level and the lack of family planning on the policy agenda. Affiliation with the West during the 1960s meant early initiation of family planning in Pakistan/Bangladesh and Philippines/Thailand. Stronger commitment to program implementation occurred only in Thailand during the 1970s and Zimbabwe during the 1980s. Commitment lessened in the Philippines and Pakistan. Program implementation and national support of family planning were viewed as also dependent upon domestic factors, such as sufficient resources. Algeria/Tunisia and Zambia/Zimbabwe were countries that promoted family planning only after national political ideology shifted and anti-imperialist sentiments subsided. The impact of the international Cairo conference on these countries was minimal in terms of policy change. Most of the countries however desired greater support from donors. Even objections from the Vatican and internal domestic pressures were insufficient to prevent countries such as the Philippines and Pakistan from supporting the Cairo Plan of Action and a family planning and reproductive health agenda. Bangladesh and Pakistan are given as examples of countries where differences in the focus of foreign aid impacted on the national support for social services.  相似文献

ABSTRACT

The relationships between economic growth and planning strategies have been debated in different disciplines of social science. However, the emphasis has been more on structural and theoretical assumptions of planning and economics at the expense of other important non-economic and institutional factors that include social, cultural, political, and administrative dimensions. To explain the different approaches and outcomes of development planning, one needs to examine other factors that influence the nature of these plans and why they have been adopted. Using rigorous systematic and thematic review of government reports, academic publications and data from international organizations, this comparative study reveal the unique role non-economic factors play in countries’ development. It has been revealed that these factors not only influence the nature of planning strategies adopted by governments but also affect how these plans are implemented. Since South Korea and Turkey have achieved impressive economic growth over the last half a century, they have been selected as a case study to examine the role non-economic factors in their respective developments.  相似文献

The Care in the Community initiative has resulted in a renewed interest in collaboration between local and health authorities. The focus of such collaboration is commonly on the transfer of long‐stay patients from psychiatric and mental handicap hospitals that are due to close, though the extent of local authority involvement in closure programmes varies considerably.

Joint planning typically involves a number of local authority departments: social services, housing, chief executives’ offices and legal services. It sometimes also involves education, recreation and leisure departments. Joint planning can be very time‐consuming and can call for considerable effort. It frequently gives rise to a good deal of conflict between the participating agencies. The pay‐offs, on the other hand, often appear to be small. Such plans as are finally implemented tend to be small‐scale: attempts at broader strategic planning almost invariably come to grief. The question then has to be asked, whether joint planning is worth all the effort. In the end, the primary justification for such planning has to lie in its ability to produce more appropriate services for service‐users.

This paper examines one local authority's experience of joint planning in relation to the closure of a large psychiatric hospital. Despite several setbacks, joint plans were eventually agreed and a number of former long‐stay patients were able to move into the community. The paper considers both the achievements and the shortcomings of the authority's collaboration with the health service.  相似文献

Research examining correctional officer perceptions about the sexual victimization of inmates is rare. This research offers a first glimpse of what personal, job-related, and attitudinal factors influence blaming incarcerated sexual assault victims among a sample of 376 jail correctional officers in one state. Surveys are utilized to elicit understanding about officer perceptions of incarcerated victims. Findings indicate that jail correctional officer blaming of incarcerated sexual assault victims is highly correlated with perceptions about rape myths and homosexuality. Specifically, officers who adhere to rape myths and disapprove of homosexuality are more likely to blame incarcerated victims of sexual assault. This study is a first to examine factors correlated with jail correctional officer blaming of incarcerated sexual assault victims. The results are useful in understanding the perspectives of jail correctional officers and experiences of victims incarcerated in jails. Implications for correctional institutions and authorities include attending to the issue of sexual assault in correctional facilities, understanding staff perceptions that are related to this issue, training of staff, and classification of inmates.  相似文献

This paper reviews briefly the emergence of holistic governance at the strategic and very local levels in rural England before reporting a programme of action research designed to address the need to develop an effective ‘bridge’ between planning activity at those two levels. Attention is focused particularly upon the recent wave of parish and market town plans on the one hand and local strategic partnerships and community strategies on the other. Taking cognisance of relevant contextual literature relating to representative and participative democracy and to top-down and bottom-up planning, it draws conclusions about the challenge of developing a synergistic relationship between strategic and very local planning and about the prospects for reconciling some of the tensions pointed up in those theoretical debates.  相似文献

A series of related studies (Freedman and Berelson, 1976; Mauldin and Berelson, 1978; and Tsui and Bogue, 1978) have presented empirical findings based on multiple regression analysis which indicated that family planning program effort (FP), as measured by an index developed by Lapham and Mauldin (1972), was the single most important predictor of (or influence on) fertility reduction in less-developed countries (LDCs). The basic results have been confirmed repeatedly. A more extensive data set was used to extend the analysis to a comparison of results of corss-sectional models circa 1970 and 1980. The study builds upon the results of past studies yet differs from them in several ways. All the variables in the present study were measured at 2 points in time: circa 1970 and circa 1980, allowing a comparison between cross-sectional models for 1970 and 1980. Among the cases included in this multivariate analysis was China, a country usually excluded for lack of data. The analysis was extend to 85 countries. Cases were weighted by population, having the effect of increasing the impact of larger countries such as India and China on the outcome of the analysis. Total fertility rate (TFR) was used as an indicator of fertility. For 1970, family planning program effort had the strongest direct influence on fertility (a result consistent with previous studies). Life expectancy at birth was the other direct influence. The direct influence of life expectancy at birth was less than that of family planning, but the total influence was greater. After life expectancy and family planning, school enrollment and relative educational status of women had the strongest indirect and total influences. The other variables all had a positive influence on fertility. When the total variance attributable was considered, directly and indirectly to each of the independent variables, urbanization, carlorie supply, and per capita gross national product all accounted for less than 5% of the variance in fertility, all of it indirect. Life expectancy, family planning, and school enrollment each explained (directly plus indirectly) more than 10% of the variance in fertility. The pattern differed somewhat for 1980. Calorie supply, per capita gross national product, and relative educational status of women had no influence, direct or indirect on fertility. Also for 1980, life expectancy had a stronger direct influence on fertility than family planning. Overall, life expectancy at birth, family planning program effort, and total school enrollment emerged as the principal influences on fertility.  相似文献

Youth activism in the last decade has become increasingly associated with new media technologies. The “Arab Spring”, it can be argued, prompted much interest among academics, policymakers and others on the intersection between youth, activism and social media. Although oftentimes seen as threats to authoritarian states, youths have become agents of change in the eyes of international foreign policy developers who claim to be keen on progressive and inclusive governance. This paper reflects on the role of social media in the recent (2011–2013) activism of Sudanese youth, who have taken centre stage at demonstrations calling for regime change, and adopting mechanisms similar to their counterparts in the Middle East/North Africa. While political forms of activism may have been more prominent in the Arab Spring, this paper argues that social media plays a key role in both political and community engagements of contemporary urban Sudanese youth, perhaps pointing to future possibilities.  相似文献

To date few reports have provided direct comparison of psychosocial vulnerability and resources among youth with victimization and perpetration histories. Within a racially diverse, high-risk adolescent sample (n = 849), this study undertakes MANCOVA tests on a multidimensional set of risk and protective factors contrasting youth with histories of 1) neither violent victimization nor perpetration, 2) victimization only , 3) both perpetration only, and 4) both victimization and perpetration. All three violence-affected groups reported elevated risk and diminished protection, with perpetrating victims demonstrating the greatest psychosocial impairment. Detailed contrasts among the youth group profiles provide insights regarding overlapping and distinct developmental etiologies and implications for preventive and remedial intervention.  相似文献
