Legislators' actions are influenced by party, constituency, and their own views, each weighted differently. Our survey of state legislators finds that legislator's own views are the strongest influence. We also find that institutions are an important source of party leaders' influence. Legislators in states where members rely more on party leaders—states without term limits, with less professional legislatures, and where the majority party controls the agenda—put more weight on leaders' preferences. Beyond direct party influence, the views of party leaders are preemptively incorporated into legislators' preferences when the rules of the legislature make party leaders more powerful.  相似文献

This article investigates the impacts of democratic transition on gender outcomes in Hong Kong, which has a unique path of transition. The author studies whether democratic transition in Hong Kong since the mid-1980s has brought positive gender outcomes. Specifically, this article examines the extent to which Hong Kong’s female legislators acted for women’s interests from 1970 to 2012. The study finds that after the introduction of legislative elections, female legislators were more likely to represent women’s interests than male legislators. Apart from gender, the study also finds that political orientation of a legislator significantly affected legislator policy priorities and/or gender outcome. Liberal legislators proposed significantly more motions related to women’s interests than conservative legislators. Finally, the study highlights that as the legislature was transited from an undemocratic to a semi-democratic body, legislators were significantly more likely to propose motions related to women’s interests.  相似文献

The number of legislators elected in a single district influences many aspects of state legislative elections. However, there is a dearth of research on how district magnitude influences campaign fundraising. We theorize that the greater competition for funds in multimember districts results in candidates raising less money and encourages them to be more entrepreneurial in their fundraising efforts. Specifically, we expect multimember district candidates to raise contributions from more diverse sets of interests than candidates in single‐member districts, raise more funds out of state, and create more unique financial constituencies. Using data on candidates for Maryland's House of Delegates in 2006 and 2010, we find support for our hypotheses.  相似文献

Research indicates that voters are not particularly effective at removing corrupt politicians from office, in part because voters make decisions on the basis of many competing factors. Party leaders are much more single-minded than voters and will choose to deselect implicated legislators if it means maintaining a positive party reputation and improving the odds of winning a legislative majority. We examine renominations to Italy’s legislature in two periods marked by corruption. We compare these renomination patterns with those from the prior legislature, when corruption lacked political salience. Our analysis shows that incumbent renominations are negatively associated with the number of press mentions that link the incumbent to corruption—but only when corruption is salient to the public. Our study highlights the importance of party leaders in forcing malfeasant legislators out of office—and reducing corruption—and redirects attention from voters to political elites as a critical channel in enforcing democratic accountability.  相似文献

Political competition lies at the core of representative democracy. Yet, uncompetitive elections and uncontested races are widespread in the United States, particularly at the state level. In this article, we analyze the consequences of uncontested elections on lawmaking activity. Our primary hypothesis is that legislators who run unopposed are less active lawmakers than those who were selected through competitive elections. Studying roll‐call vote participation and bill introduction and enactment for most of the U.S. states for 1999–2000, we find that state legislators elected in unopposed elections perform more poorly compared to their colleagues elected in competitive contests.  相似文献

This article presents the first comprehensive analysis of the role of war chests in U.S. Senate elections. Using data on races from 1980 to 2000, I demonstrate the effect of an incumbent senator's war chest on a campaign. War chests do not deter strong general‐election challengers and have an insubstantial or insignificant effect on primary elections, challenger spending, and other electoral variables. Also, war chests are not raised in anticipation of a tough electoral battle but are instead the result of money left over from the previous campaign.  相似文献

Research on candidate competition has focused on how much context matters in emergence decisions and election outcomes. If a candidate has previously held elected office, one additional consideration that may influence entry decisions is the relative degree of overlap between the candidate's current constituency and the “new” set of voters she is seeking to represent. Using GIS software, we derive a measure of the challenger's personal vote by focusing on constituency congruency between state legislative and congressional districts. Results suggest state legislators are more likely to run for a seat in the U.S. House if constituency congruency is relatively high.  相似文献

National gender quotas—policies that require a certain percentage of women candidates or legislators—are becoming more effective over time. Using data on 145 countries from 1990 to 2010, we document this trend with latent growth‐curve models. Part of the explanation for increasing effectiveness is that countries have ratcheted up targets for women's inclusion and that quotas are increasingly written in ways that make them more effective at achieving stated goals. Activists, political elites, and policy makers have learned over time which quota policies are most effective, resulting in quotas with provisions that more often lead to success. But, changes in rules alone do not account for the increasing effectiveness of quotas over time. It appears that changing norms about women's incorporation in politics are also increasing quota effectiveness regardless of policy design.  相似文献

This paper measures the influence of campaign spending on incumbent and challenger votes in Canadian federal elections. The goal is to assess the influence of spending ceilings on political competition and on voter welfare. It is found that in the 1984 and 1988 Canadian federal elections challengers could increase their voteshare by spending but that incumbents could not. These results are used in a simulation to show that if ceilings were lowered, incumbent voteshare would rise. On this evidence it is argued that spending ceilings may tilt the playing field in favour of incumbents and reduce political competition.  相似文献

In this article, I examine the effect of incumbent ideology on elections in 45 state legislatures, showing that ideological extremists are more likely to be opposed in the general election than are moderates and that extremists tend to do worse in challenged elections than moderates do. I also explore the intervening role of legislative professionalism, finding that in the majority of state legislatures moderation is rewarded, though in the most professionalized legislatures, incumbents are actually rewarded for extremism. These results show that despite the informational disadvantage of the electorate, the ideology of state legislators is an important factor in elections.  相似文献

Previous research on term‐limited legislators suggests they have few incentives to engage in pork‐barreling. Using the case of Mexico, where all legislators are term‐limited, I find legislators participate in federal budget negotiations despite the lack of a reelection incentive. I argue term‐limited legislators are progressively ambitious and use interventions into the budget process to further their careers. I find legislators elected in single‐member districts submit more budget amendments than those elected through proportional representation, conditional on where they intend to pursue future office. I also find governors and gubernatorial elections influence the submission of budget amendments, which is related to gubernatorial influence over political careers.  相似文献

Under what conditions does judicial responsiveness to the public's policy preferences compromise the court's role as a countermajoritarian institution? Scholars have yet to examine whether and how quickly state appellate court justices respond to valence issues. This study investigates the relationship between retention elections and judicial responsiveness to the initial sex offender registration and notification (SORN) laws popularized in the 1990s. Findings show that judges who participated in nonpartisan retention elections exhibited greater democratic accountability by engaging in judicial review of SORN laws earlier than judges in other retention election systems. Valence issues create political challenges for nonpartisan judges who, like their counterparts in other retention systems, are expected to balance majoritarian interests with minority rights.  相似文献

This article examines the concept of women's political ambition by focusing on electoral politics in Canada. It begins with an overview of some of the key theories associated with political ambition among women and identifies several ways in which previous research indicates that patterns among women legislators may be different from those of their male counterparts. While recognising that there may be some limitations of auto/biographical works as reliable sources of information, the central idea of this article is that political auto/biography of Canadian women legislators may prove to be important resources in furthering our understanding of political ambition among women legislators. As part of this analysis, this research examines 16 auto/biographical works of women who have served in Canada's federal and provincial legislatures since the Second World War.  相似文献

What is the relationship between electoral institutions and the internal organization of legislatures? Existing research on the U.S. Congress suggests that electoral incentives shaped by the candidate‐centered nature of congressional elections explain the emergence of strong committees in that legislature. Exploring the issue from a comparative perspective, it is argued that the impact of ballot structure on committee system structure is dependent on how legislators cultivate personal votes. Committees will be stronger when legislators supply fiscal legislative particularism (pork), but weaker when legislators cultivate support by delivering extra‐legislative constituency service. Statistical analysis, combining original data on committee design in 39 democratic legislatures with measures of ballot structure and mechanism to cultivate a personal vote (MCPV), confirms the expectation.  相似文献

This article addresses the question of how states can best promote citizens' compliance with laws that regulate livelihoods. Based on ethnographic data from fishing communities in three countries—Norway, Canada, and South Africa—the article compares compliance motivations that exist under different socioeconomic and political conditions. The comparisons give rise to a typology of three compliance motivations: deterrence, moral support for the law's content, and the legislator's authority. This article then identifies three governable preconditions—enforcement, empowerment of citizens, and civic identity—that respectively explain these motivations. The article argues that the compliance discourse in a given type of state must be framed such that it includes at least the governable preconditions for compliance that have not been met in that state. Consequently, a functional compliance strategy would vary between different state types. The article thus questions the transferability of the developed world's compliance discourses to the developing world.  相似文献

To what extent does the inclusion of marginalised groups in policymaking institutions influence policy outcomes? This article examines whether and under which conditions female legislators are more likely to represent women's interests compared with male legislators. Building on the literature on women's substantive representation, it is argued that the advocacy of women's interests by female representatives depends on a number of factors, namely party affiliation, contact with women's organisations, electoral district, and seniority. This argument is evaluated using vote-level fixed-effect models based on a unique data set from a direct democratic context that combines representatives' voting behaviour, women's voting preferences, and recommendations from feminist groups. The findings show that female legislators defend feminist interests more than their male colleagues but that they only marginally respond to women's electoral preferences. Moreover, gender has its most visible effect within the populist party.  相似文献

This article analyzes the professionalization of American state legislatures since the 1960s and expands on previous studies by considering the strategic incentives of members. Fiorina and Noll's (1978a, 1978b) theory that reelection‐minded legislators serve as “ombudsmen to the bureaucracy” on behalf of their constituents suggests that legislatures have professionalized in response to growth in public spending in order to strengthen members' abilities to handle increased facilitation duties. I used longitudinal analysis and instrumental variables regression to test this hypothesis and disentangle causal directionality, since professional legislators may have the means and incentive to spend more than their citizen counterparts. Both methods revealed empirical support for the Fiorina and Noll hypothesis that spending increases caused legislators to become more professional.  相似文献

Criminal-States and Criminal-Soldiers present unique problems for contemporary international political theory. This essay examines the applicability of the theory of war developed by Carl von Clausewitz to Criminal-States and Criminal-Soldiers. As modified by Aristotle's idea of justice as the basis for the political community, this essay proposes that Clausewitz's famous connection between politics and war holds where such states and soldiers evince political behavior. Some contrasting implications for states and state leaders are examined when such entities evince — and do not evince — political behavior.  相似文献

In the past decade, 21 countries have adopted gender quota laws that require between 20% and 50% of all legislative candidates to be women. What explains the adoption of these laws? I argue that three factors make politicians more likely to adopt gender quota laws. First, electoral uncertainty creates an opportunity for internal party reform that factions within a party can exploit to their advantage. Second, the courts play an important role because of the centrality of the issue of equal protection under the law to gender quotas. Finally, cross‐partisan mobilization among female legislators raises the costs of opposing such legislation by drawing public attention to it. I examine these three claims with regard to Mexico, where the federal congress passed a 30% gender quota law in 2002. Do term limits impede the ability of legislators to effectively set fiscal policy? To address this question, I examine state bond ratings from 1996 to 2009. Bond ratings serve as a valuable indicator of a state's fiscal performance, gauging the risk and uncertainty that investors face when buying these bonds. In addition, bond ratings are important policy ends in themselves. High bond ratings make it easier for states to borrow and raise revenue, while lowering interest rates. Results from analyses of “Term‐Limitedness” and legislator experience suggest that term limits negatively impact a state's fiscal performance, leading to lower bond ratings.  相似文献
