The widespread second-order view on subnational elections leaves little room for the idea that subnational election campaigns matter for national-level electoral preferences. I challenge this perspective and explore the context-conditional role of subnational election campaigns for national-level vote intentions in multi-level systems. Campaigns direct citizens’ attention to the political and economic “fundamentals” that determine their electoral preferences. Subnational election campaigns and the major campaign issues receive nation-wide media coverage. This induces all citizens in a country to evaluate parties at the national level even if they themselves are not eligible to vote in the upcoming subnational election. Thereby, subnational election campaigns may lead to a reduction in the uncertainty of voters’ national-level electoral preferences throughout the country, which is reflected by a decrease in the volatility of national-level vote intentions. I explore weekly vote intention data from Germany (1992–2007) within a conditional volatility model. Subnational elections reduce uncertainty in nation-wide federal-level vote intentions for major parties. However, patterns of incumbency and coalitional shifts moderate this volatility-reducing effect.  相似文献

There has been a recent resurgence of interest in the electoral impact of constituency campaigns in British General Elections. Much is now known about the electoral consequences of local campaigns on parties’ constituency vote shares. Yet more remains to be discovered about the impacts of these local campaigns on voters’ knowledge of parties and candidates. Analysis of data from the 1997 British General Election demonstrates that the local campaign is associated with improved voter knowledge of who is standing for each party in a constituency, which is, in its turn, associated with an increased chance of voting for the party in the election, other things being equal. Campaign efforts at different scales, from the national to the local, have different impacts on voters’ knowledge.  相似文献

Discussion of the relationship between parties and the electorate is often based on the notion of partisan constituencies, that parties adopt policy positions that correspond to the average position of the party supporters. In contrast, the Downsian “spatial model” assumes that parties are purely opportunistic and maneuver to gain as many votes as possible. A third, more empirical model, based on the early work of Stokes, assumes that voter choice is based on the evaluation of each of the party leader’s competence or ability to deliver policy success. Such an evaluation can be provided by individual voter overall assessment in terms of the leaders’ character traits.This paper attempts to relate these three classes of models by examining the elections in Great Britain in 2005 and 2010. Using the British Election Study, we construct spatial models of these elections in Great Britain as well as in the three regions of England, Scotland and Wales. The models incorporate the electoral perceptions of character traits. We compare the equilibrium vote maximizing positions with the partisan positions, estimated by taking the mean of each of the parties voters’ preferred positions. We define an equilibrium to be a stable attractor if the vote share at the equilibrium exceeds the share at the partisan position by a significant proportion (determined by the implicit error of the stochastic model). We infer that none of the equilibria are stable attractors, and suggest that the partisan positions are also preferred by the party activists, the key supporters of each party.  相似文献

An electorate can effectively coordinate on the viable parties in its district, or a relatively large proportion of its voters may “waste” their votes on parties that fail to obtain office. Avoiding wasted votes can be more or less difficult depending on several characteristics of the electoral context. Unfortunately, many of the features of electoral contexts hypothesized to cause vote wastage have been tested piecemeal on only a handful of (non-random) cases and/or with data inappropriately aggregated to the national, rather than the district, level. Based on results from 2007 districts in 183 lower chamber elections across 21 countries, we find evidence that new electoral rules, the entry of new parties, past electoral volatility, and high district magnitudes are all likely to make coordination a challenge, with entry by new parties having the largest, most consistent effect.  相似文献

Using survey data from three Polish parliamentary elections, we provide the first systematic micro-level test contrasting a standard incumbency-based model of economic voting with a transitional economic voting model in the post-communist context. To do so, we introduce a novel temporal component to micro-level studies of economic voting that supplements standard short-term retrospective economic evaluations (e.g., “do you feel the economy has improved in the past 12 months?”) with longer “transitional” retrospective economic evaluations (e.g., “do you feel the economy has improved since the collapse of communism?”). Our analyses reveal a nuanced picture suggesting multiple paths for economic influences on voting in Poland. We find evidence consistent with the standard incumbency-based approach, but only for the specific set of evaluations to which the theory is most appropriately applied: short-term retrospective economic evaluations and the vote for incumbent parties. By contrast, the transitional model is strongly supported by evidence that evaluations of changes in economic conditions since the collapse of communism (“long-term economic evaluations”) have an effect on the vote for a range of parties. We demonstrate as well that these results are robust to model specification and generational effects.  相似文献

Why does the influence of Congressional parties fluctuate over time? Building on prevailing answers, we develop a model, Strategic Party Government, which highlights the electoral motives of legislative parties and the strategic interaction between parties. We test this theory using the entire range of House and Senate party behavior from 1789 to 2000 and find that the strategic behavior of parties complements members' preferences as an explanation for variation in party influence. Specifically, the strongest predictors of one party's voting unity are the unity of the opposing party and the difference between the parties in the preceding year. Moreover, we find strong links between party behavior in Congress and electoral outcomes: an increase in partisan influence on legislative voting has adverse electoral costs, while winning contested votes has electoral benefits.  相似文献

Comparative studies of preferential electoral systems have paid much attention to the incentives for personalized instead of party-centered campaigns, but they have largely ignored how some of these systems allow “allocation errors” and so create incentives for parties to “manage” the vote and intraparty campaigns. We discuss how the single non-transferable vote (SNTV) and single transferable vote (STV) systems create these incentives, and we illustrate the degree to which they affect actual electoral results across seven preferential electoral systems. The analysis reveals statistically significant differences in the vote inequality among incumbent cohorts (members of the same party and district), indicating the strong influence of vote division incentives over candidate-centered electoral environments. The results also have important implications for comparative research on legislative turnover and the incumbency advantage.  相似文献

This paper explores the impact of informal communication in voters’ social networks and the formal communication of the mass media on individuals’ propensity to take part in elections. Analyzing survey data from a recent local election in Germany it shows how both forms of communication may not only mobilize, but also demobilize voters. On the whole, personal communication appears more influential than mass communication. The media’s effects are generally weaker than those of social networks. Moreover, they are mediated by attitudes, while social networks have strong direct effects. These originate mainly from information conveyed through personal contact with voters and abstainers in one’s immediate social environment. Social voting norms are only influential, if they originate from persons’ families and are in favor of electoral participation.  相似文献

Political parties have an electoral incentive to appear ideologically unified, but also to appeal broadly to different groups of voters with diverse preferences. This paper suggests that parties respond to both incentives through the distribution of candidate issue positions. Members of Parliament (MPs) are responsible for their party's national reputation and thus rarely take positions that diverge from those of their party. Non-incumbent candidates, on the other hand, are mostly visible within their electoral district and thus more likely to diverge from party positions that are unpopular among their constituents. These possibilities are tested with candidate position taking data from nine voting advice applications in Denmark, Finland, Ireland and Switzerland. The results are consistent with the theoretical expectations and have important implications for the way representation works in parliamentary democracies as well as for the broader literature on the topic.  相似文献

The 2010 British election resulted in what the British refer to as a “hung Parliament” for the first time in over a generation. This result further heightened the debate over the fairness and utility of the nation’s centuries-old first-past-the-post (FPTP) system. Survey data are used to simulate the election outcome under four different electoral systems beyond FPTP: round-robin pair-wise comparisons, the Borda count, the alternative vote, and Coombs' method. Results suggest that in 2010, the Liberal-Democrats were Condorcet preferred to all other parties and would have won a national election under every tested method except the alternative vote, the method supported by the Liberal-Democrats during the referendum in May 2011 and, of course, FPTP as actually used.  相似文献

This paper highlights the crucial role played by party-specific responsibility attributions in performance-based voting. Three models of electoral accountability, which make distinct assumptions regarding citizens' ability to attribute responsibility to distinct governing parties, are tested in the challenging Northern Ireland context – an exemplar case of multi-level multi-party government in which expectations of performance based voting are low. The paper demonstrates the operation of party-attribution based electoral accountability, using data from the 2011 Northern Ireland Assembly Election Study. However, the findings are asymmetric: accountability operates in the Protestant/unionist bloc but not in the Catholic/nationalist bloc. This asymmetry may be explained by the absence of clear ethno-national ideological distinctions between the unionist parties (hence providing political space for performance based accountability to operate) but the continued relevance in the nationalist bloc of ethno-national difference (which limits the scope for performance politics). The implications of the findings for our understanding of the role of party-specific responsibility attribution in performance based models of voting, and for our evaluation of the quality of democracy in post-conflict consociational polities, are discussed.  相似文献

While research has provided evidence that culture and institutional performance shape individual level trust in political institutions, scholars have neglected to adequately estimate the effect of political institutions and macroeconomic conditions on trust. Using data from the World Value Surveys for eleven Latin American cases, we test if countries with “partyizing” electoral systems - those with rules that encourage voters to hold the party, not individuals, accountable for government performance - experience lower levels of distrust in political parties and the legislature in times of poor economic conditions than those countries with “personalizing” electoral rules. Our analysis shows that the macro political and economic context largely conditions the impact of culture and institutional performance on political trust.  相似文献

Two electoral systems that use “nontransferable preference votes” are commonly used: single nontransferable vote (SNTV) and open-list proportional representation (OLPR). Both systems promote intraparty competition by vote-seeking candidates, but differ on the extent to which the incentives of individual candidates and collective seat-maximizing parties are aligned, or not. We develop “logical models” of expected vote shares of parties' first and last winners, and test (and confirm) these models using “symmetric regression” on an original data set drawn from over 2000 party-district observations in nine countries. The analysis helps bring us closer to an understanding of the relatively neglected “intraparty dimension” of representation, and allows us to offer some modest suggestions for improving systems of nontransferable preference votes.  相似文献

This paper tackles the micro-foundations of voting and addresses why proportional representation systems (PR) are associated with higher turnout than majoritarian systems (SMD). I argue that individual evaluations of the differential benefit in the calculus of voting are affected by spatial party competition framed by electoral institutions. Unlike PR, SMD constrains the number of parties and creates large centripetal forces for party competition, which reduces the perceived benefits of voting. A citizen’s voting propensity is related to the distance between her preferred policy position and those of her most- and least-favored parties. I use multilevel modeling to analyze individual voting decisions structured by aggregate variables across 64 elections. The empirical findings confirm the argument and the mechanism holds both in established and non-established democracies.  相似文献

This paper investigates factors affecting voting behavior in Canada’s October 2008 federal election. The election was held in the context of a rapidly worsening financial crisis that threatened to become a global economic meltdown. National survey data gathered in the 2008 Political Support in Canada Study reveal that the deteriorating economy trumped the opposition Liberal Party’s Green Shift Program as the major campaign issue by a huge margin. Damage done to the governing Conservatives by the economic crisis was limited by perceptions of their leader, Prime Minister Stephen Harper. Analyses of a mixed logit model of electoral choice shows that although the Conservatives had a relatively small share of party identifiers and Harper was widely disliked, his image as “safe pair on hands” helped his party weather the political storm generated by the flood of bad economic news.  相似文献

Using data from the National Black Election Study, this study tests the importance of group-based economic evaluations in driving African American political behavior.1 Group-based evaluations powerfully influence presidential approval and vote choice, even controlling for national and personal evaluations and a conception of “linked fate.” More importantly, group-based assessments exert a significant and independent influence on turnout, the central variable in black electoral politics. The results extend and reconsider the implications of group solidarity as a motivator of black political behavior and suggest that a revision of traditional notions of economic voting is in order, at least for African Americans.  相似文献

Two times in the last fifty years grand coalitions have altered traditionally bi-polar patterns of German electoral competition, changing the electoral context by making it difficult for voters to endorse anti-incumbent alternatives. How have voters reacted under these circumstances, and were their responses different because of the weakening of partisan attachments in the forty years between the two grand coalitions? This study explores these questions by examining voter behavior in German state elections under the federal grand coalitions of 1966–69 and 2005–09, comparing voters’ responses with long-term trends in German party system development. The second grand coalition saw a continuation of trends in declining turnout and increasing electoral volatility, but in contrast to the first grand coalition there was no surge in support for far-right parties. Such a change may be the result of differences between the party systems in the two period, with voters in unified Germany having many more options for expressing discontent.  相似文献

Scholars, citizens and journalists alike question whether political parties keep their electoral promises. A growing body of literature provides empirical evidence that parties do indeed keep their electoral pledges. Yet little is known about the congruence between party rhetoric between elections and the policies delivered by them. Given the increasing influence of party rhetoric in the media with respect to voting decisions, it is highly relevant to understand if parties ‘walk like they talk’. The article suggests that due to electoral reasons parties face strong incentives to deliver policy outputs which are congruent to their daily rhetoric. Analysing data on 54 policy outputs on nuclear energy, drafted by 24 parties after the Fukushima accident, the analysis finds overwhelming evidence that parties deliver ideologically congruent policy outputs to their rhetoric (incongruent only in 7.89%). These findings have important implications for our understanding of the linkage between party communication and the masses in modern media democracies.  相似文献

Democracies that have proportional electoral systems spend substantively more on welfare policies than those that have majoritarian systems. Theoretical accounts of this empirical regularity are generally tested using macro-level data, leaving micro-level implications untested. In this paper, I take an alternative approach, leveraging the fact that the theories in question make predictions about the electoral coordination between parties and voters around broad-based redistribution under alternative institutional arrangements. To test the theories, I create a novel measure of income-based voting, which captures the sensitivity of vote choice to changes in income and forms the dependent variable in a second stage model. Overall, I find robust support for more proportionality leading to more income-based voting.  相似文献

A great deal of research has suggested that scholarly and popular concerns about low levels of citizen political knowledge are exaggerated. One implication of that research is that political history would have unfolded just as it did even if electorates had been more politically informed. This paper presents evidence that counters these claims, showing an infusion of electorally relevant information in twenty-seven democracies would have likely led to a lot of vote “switching”, ultimately changing the composition of many governments. The paper also directly and systematically examines what we might call the “enlightened natural constituency” hypothesis, which expects lower-income citizens to vote disproportionately for left parties once armed with more political knowledge. While the basic argument about how political ignorance disproportionately affects the left’s natural constituency is not new, the hypothesis has thus far not been tested. The analysis provides provisional support for the hypothesis.  相似文献
