Abstract.  This study investigates how the information environment in the Danish 2000 euro referendum campaign served to crystallize opinion on the issue within the context of a number of other hypothesized influences on the vote, based on previous studies of referendum voting. Our data include a nationally representative two-wave panel survey and a content analysis of news coverage during the referendum campaign. We develop a weighted measure of exposure to news on public and private television channels, that takes into account the volume and tone of the coverage towards the YES and NO campaigns, and using this we find that exposure to public television news significantly influences vote choice when controlling for other predictors. We also find varied levels of support for hypotheses concerning the influence of other key variables such as ideology, economic evaluations, government approval and issue-specific contextual variables. The findings emphasize the importance of considering the information environment during referendum campaigns.  相似文献

This paper examines the extent to which attention to television news impacted affective evaluations of presidential candidates during the last two months of the 1992 campaign. Our analyses show that attentiveness to campaign news significantly influenced evaluations in a manner consistent with the tone of news coverage for each candidate. We disaggregate the data by party and ideology, however, and discover this effect to be conditional, depending critically on the character and intensity of political predispositions. Throughout the paper we emphasize the interplay between political predispositions and the valence of network coverage, underscoring the contingent effect of media messages. We conclude with a brief discussion of our results and stress the importance of partisan reinforcement, which we found was a major consequence of news media reception during the fall 1992 campaign.  相似文献

This analysis explains why Poles voted overwhelmingly to join the EU and how the 50% turnout requirement was achieved fairly easily. It argues that most Poles appeared to accept the historical significance of the referendum and de-coupled the issue of EU membership from that of confidence in an extremely unpopular government. This occurred because most key political and social actors, including the opposition parties, called for a Yes vote, while, at the same time, a vigorous campaign by pro-EU civic organisations presented a ‘non-political’ face to the campaign. Although the No camp made tactical errors and had difficulties staying focused on its main arguments, lack of both access to the public media and a convincing or attractive alternative made it extremely difficult for them to mount an effective campaign. At the same time, the stability of the opinion polls in the years leading up to the referendum suggested that most Poles had already made their minds up about the issue well in advance. In spite of the low levels of trust in political parties, partisan cues appeared to be a better predictor of referendum voting behaviour than socio-economic and demographic factors.  相似文献

Previous research is unclear about which citizens support the use of referendums and how a referendum campaign can affect support for direct democracy. This study investigates, first, the factors that determine support for referendums and, second, the role of the campaign in changing support. This is done in the context of the 2005 Dutch EU Constitution referendum. A media content analysis of national media (N = 6,370) is combined with panel survey data (N = 1,008). The results suggest that those who felt more politically disaffected were more supportive of referendums. Furthermore, higher levels of exposure to tabloid style campaign news led to increased approval of referendums. In a second step, the mechanism behind this effect was tested using an experiment (N = 580). When exposed to negative tabloid style news about a referendum proposal, opponents perceive the assumed consequences as more of a threat. This threat perception increased their support for a referendum on the issue at stake as a means to prevent the proposal. The article concludes with a discussion about the conditions under which a dynamic like this is likely to unfold and when alternative explanations for referendum support apply.  相似文献

This article investigates electoral participation and the antecedents of anti-integrationist voting (AIV) in the Danish 2004 European parliamentary elections. First, it focuses on the effects of the campaign and assesses the importance of social demographics and political predispositions vis-à-vis mediated and interpersonal communication on turnout. Second, it investigates AIV, focusing on 'hard' utilitarian predictors and 'soft' cultural predictors. It draws on the European Election Study (EES) post-electoral voter survey and a media content analysis of the most important news media outlets. Its findings corroborate previous research on political participation and shows significant positive effects of interpersonal political discussion and exposure to news media that portrayed the European elections as a conflict-laden contest on turnout. The analysis of AIV highlights the importance of proxies (lack of trust and dissatisfaction with the incumbent government) and political ideology, but also feelings of identity. The latter provides evidence from the Danish context in support of an emerging body of literature emphasizing 'soft' explanations of euroscepticism.  相似文献

This study explores the role of the news media in asymmetrical conflicts after countries have signed a peace agreement. While most research has focused on the inherently negative role the press plays in attempts to bring peace, this study attempts to look at this issue using a more dynamic perspective. The theoretical argument focuses on how political factors affect the quantity and quality of the news flow and some of the ways in which leaders can sometimes overcome the obstacles they face in promoting encouraging news about peace. The model considers two political factors that have a major impact on media performance: the relative level of political power of the two sides and the varying amount of hostility. To illustrate the importance of these factors we focus on the flow of news between Jordan and Israel between 1999 and 2002. The major findings from content analyses of news articles ( N  = 859) appearing in both countries show that while Jordanians are exposed to massive amounts of mostly negative information about Israel, the Israeli public reads almost nothing about Jordan. Despite all this, it was also found that the initiation of diplomatic relations between the former enemies allowed for the creation of important 'news slots' that were previously unavailable. This development created space for less threatening types of news and also allowed leaders from both Jordan and Israel to initiate some positive stories about peace, even during some of the darkest periods.  相似文献

This article shows that key to understanding the referendum outcome are factors such as a profoundly eurosceptic public, high levels of citizen uncertainty, divided mainstream political parties on the EU and lack of unity within the ‘Leave’ campaign. The Brexit referendum is more than just about domestic issues and government approval. Utilitarian concerns related to economic evaluations of EU integration coupled with support of or opposition to EU freedom of movement are very likely to influence vote choice. Those campaigns that focus on rational utilitarian arguments about the costs and benefits related to EU membership as a whole but also to EU freedom of movement are expected to swing voters.  相似文献

European Union (EU) referendums provide unique opportunities to study voters’ attitudes toward a distant level of governance. Scholars have long tried to understand whether EU referendum results reflect domestic (dis‐)satisfaction with the incumbent governments or actual attitudes toward the Union. Finding evidence supporting both domestic and European factors, the recent focus has thus turned to referendum campaigns. Recent studies emphasise the importance of the information provided to voters during these campaigns in order to analyse how domestic or European issues become salient in the minds of voters. These studies nonetheless overlook the asymmetrical political advantage in such campaigns. The broader literature on referendums and public opinion suggest that in a referendum, the ‘No’ side typically has the advantage since it can boost the public's fears by linking the proposal to unpopular issues. This article explores whether this dynamic applies to EU treaty ratification referendums. Does the anti‐EU treaty campaign have more advantage than the pro‐EU treaty campaign in these referendums? Campaign strategies in 11 EU treaty ratification referendums are analysed, providing a clear juxtaposition between pro‐treaty (‘Yes’) and anti‐treaty (‘No’) campaigns. Based on 140 interviews with campaigners in 11 referendums, a series of indicators on political setting and campaign characteristics, as well as an in‐depth case study of the 2012 Irish Fiscal Compact referendum, it is found that the anti‐treaty side indeed holds the advantage if it engages the debate. Nonetheless, the findings also show that this advantage is not unconditional. The underlying mechanism rests on the multidimensionality of the issue. The extent to which the referendum debate includes a large variety of ‘No’ campaign arguments correlates strongly with the campaigners’ perceived advantage/disadvantage, and the referendum results. When the ‘No’ side's arguments are limited (either through a single‐issue treaty or guarantees from the EU), this provides the ‘Yes’ side with a ‘cleaner’ agenda with which to work. Importantly, the detailed data demonstrate that the availability of arguments is important for the ‘Yes’ side as well. They tend to have the most advantage when they can tap into the economic costs of an anti‐EU vote. This analysis has implications for other kinds of EU referendums such as Brexit, non‐EU referendums such as independence referendums, and the future of European integration.  相似文献

This study investigates media priming effects in the context of a Summit meeting of European Union (EU) leaders. It differs in four ways from most previous non-experimental priming studies: (1) it provides survey data accompanied by a content analysis of the news, (2) it compares priming effects on evaluations of a number of political leaders, who differed in their visibility in the news, (3) it involves an issue with low salience, and (4) it studies priming effects in the context of a European Parliamentary democracy. The study involves a two-wave panel study (before and after the Summit) on a representative sample of 817 Dutch adults, and a content analysis of the newspaper and television news in the 8 weeks leading up to the Summit meeting. The study shows that media priming effects occur only for the politicians who appeared visible in the news in connection with the issue. The media priming effects were not significantly moderated by political attentiveness or by political knowledge. We also explore the aggregate level consequences of priming for the popularity of leaders, and demonstrate that, as a result of media priming, two politicians became more popular, despite having received a bad press.

Abstract. Different strategies apply in the Netherlands and in Germany when TV channels have to decide how often politicians are mentioned or shown in the news during national election campaigns. Extensive content analyses in the 1990s suggest that Dutch political and media traditions promote a more equally distributed attention to different political positions. In Germany, TV news focuses almost exclusively on the incumbent candidate for the top function of the national government (the office of Chancellor) and his challengers. The likely causes are not only the political system and the particular circumstances of the 1990s (with the pre–eminence of Helmut Kohl), but also recent developments in the way in which German journalists define their task.  相似文献

The UK's second nationwide referendum, held in May 2011, offers rich opportunities for analysing the dynamics of a referendum campaign. The articles gathered together in this symposium address three themes. The first concerns the determinants and dynamics of public opinion during a referendum campaign, the second relates to the potential for interaction between the referendum and simultaneous elections, and the third focuses on coverage of the referendum in the media. Following a brief outline of the background to the referendum, this paper introduces the contribution that each article makes to these themes.  相似文献

The study of referendum voting follows much the same format as for general election voting. Influences on vote, however, are likely to differ significantly. Referendums decide issues, while general elections determine which party or parties will form the government. Parties are often divided on referendum issues and these issues tend to be of low salience. General elections, however, are contested by long-established parties on highly salient issues. Using panel data from the British Election Study and the 2011 Alternative Vote Referendum Study, we find that voters place different weights on party identification, issue positions, government and leader evaluations when voting in general elections and referendums, but the evidence for differential campaign effects is limited.  相似文献

There has been much public debate about whether a referendum on British membership of the European single currency could be won despite opinion polls showing a widening gap between those opposed to membership and those in favour. However, academic research provides little insight into why British attitudes towards the Euro vary at an individual level, and hence what factors might be crucial in a referendum campaign. Existing studies suggest, among other things, that British political parties can shape voters' preferences on important public policy issues. We explore this and other explanations using data from recent Eurobarometer and British Elections Study surveys. We find that general evaluations of the EU, British national identity and concerns over the democratic character of EU governance are stronger predictors of support for the single currency than which party a person supports. However, we also find that the influence of these factors varies with a citizen's level of information about the Euro, which suggests that the supply and use of information might be crucial in a referendum campaign.  相似文献

Do negative advertisements lower voters’ evaluations of the targeted candidate? We theorize that there is much to be gained by examining the variance in the content and tone of negative campaign messages and the variance in voters’ sensitivity to negative political rhetoric. We employ data from the 2006 Cooperative Congressional Election Study to investigate the impact of negative campaigning in U.S. Senate campaigns. We sampled 1,045 respondents in 21 of the 28 U.S. Senate races featuring a majority party incumbent and challenger. In addition to the survey data, we collected contextual data regarding the political advertisements aired during the campaigns and the news coverage of these campaigns in state newspapers. The evidence suggests that the impact of negative information is multifaceted, and under some circumstances, substantial. We find that uncivil and relevant negative messages are the most powerful, especially for people with less tolerance for negative political rhetoric.  相似文献

This article explores how personalisation, blame avoidance and institutional constraints collide in contemporary government communication practices. Based on ethnographic fieldwork in a Norwegian ministry, it analyses how a central government agency manages the media during critical news campaigns featuring individuals suffering from inadequate public health services. To provide a comprehensive analysis of the particular limits and aims of government communication, the article combines perspectives from public agency studies with media research on personalisation. It finds that the need to be visible and demonstrate agency in the media drive personalisation strategies towards a strong focus on government leaders, while simplifying the representation of complex government organisation and processes. At the same time, institutional constraints and the formal delegation of responsibility limit the communication repertoire available for public agencies when critical human interest stories dominate in the media. This results in a standard type of unconvincing media performance, where incumbents appear to evade direct personal responsibility. The case study provides new knowledge on dilemmas, negotiations and strategies behind government communication, illuminating how competing interests play out in a rapidly changing media landscape.  相似文献

Two questions are considered: to what extent do children's levels of political knowledge and news media use change during an election campaign? To what extent are levels of political knowledge related to levels and types of news media use? The hypothesis that news media use at one point in time is related to subsequent levels of political knowledge is tested using crosslagged partial correlation analysis. The patterns of political knowledge and news media use in January (prior to the 1976 primaries), late May and early June, and after the general election among a panel of high school students are examined. The means indicate a small increase in news media use and a more substantial increase in political knowledge. A greater increase occurs in political knowledge about campaign and election relevant institutions and processes than about other types of political institutions and processes. Limited support is provided for the hypothesized lagged influence of news media use; the impact varies with the political interest of the student and the type of news media used.  相似文献

The increasing visibility of prominent political leaders in news media is well documented in political science literature. The main concern that has been raised in this connection is that the complexity of political processes is being reduced to achievements and standpoints of individual politicians, and the importance of rational opinion building is discounted. The results of the current study provide the first empirical evidence to account for the misgivings about emotional effects of personalized political information on media audiences. Using data from an online experiment, this study shows that news coverage regarding behaviors and personal characteristics of a foreign leader influences (a) evaluations of personal characteristics typical of his or her nation's citizens and (b) emotional perceptions of that leader's country (sentiment and respect). This effect is shown to reflect a psychological phenomenon whereby people project their emotions and perceptions regarding a leader's personal characteristics onto his or her country and people.  相似文献

We fielded an experiment in the 2012 Cooperative Congressional Election Study testing the theory that motivated reasoning governs reactions to news about misdeeds on the campaign trail. Treated subjects either encountered a fabricated news story involving phone calls with deceptive information about polling times or one involving disappearing yard signs (the offending party was varied at random). Control subjects received no treatment. We then inquired about how the treated subjects felt about dirty tricks in political campaigns and about all subjects’ trust in government. We find that partisans process information about dirty campaign tricks in a motivated way, expressing exceptional concern when the perpetrators are political opponents. However, there is almost no evidence that partisans’ evaluations of dirty political tricks in turn color other political attitudes, such as political trust.  相似文献

  • This paper builds upon a content analysis of all news articles that appeared in six national daily newspapers and of all national press releases issued by the three main political parties during the UK General Election 2001 campaign. The results were compared with data from two opinion polls conducted at the start and at the end of the campaign. Here, using the same basic data, we track the coverage of issues in party press releases and daily newspapers on a weekly basis to determine how the parties' priorities and press coverage evolved.
  • The results show that the Labour and Liberal Democrat campaign strategies, in terms of relative issue priorities, did not change during the campaign. However, the Conservatives shifted their attention to the public priorities of Health and Education towards the end of the campaign. There is evidence that the Conservative emphasis on Europe and taxation earlier in the campaign may have influenced the volume of press coverage but did not appear to have affected relative party standings. The implications of these results for political marketers are considered.

This paper examines the relationship between distrust in incumbent government leaders and demand for systemic changes in rural China. It finds that individuals who distrust government leaders’ commitment to the public interest have both stronger demand for leadership change and stronger preference for popular elections. It argues that distrust in government leaders may have enhanced the demand for leadership change, which in turn may have reinforced the preference for elections. It further argues that distrust in incumbent leaders has in effect induced a demand for systemic changes, as introducing popular election of government leaders would require a major constitutional amendment. The paper suggests that two distinctive mechanisms may be at work in determining whether distrust in current government authorities induces preference for systemic changes. Whether citizens can engineer leadership change through existing channels influences the generation of idealistic wishes for a better political system. Perceived availability of better and viable alternatives affects whether idealistic wishes become a practical preference.  相似文献
