Via Campesina supports peasant and small farmer agriculture both in the South and in the North. Its basic doctrine is that of ‘food sovereignty’. It is a movement that defends an ‘ecological neo-Narodnism’. Among the analytical tools used by this international peasant movement is the comparison between the energy efficiency of traditional small farm agriculture and modern industrial agriculture. This article briefly recalls the history of agricultural energetics, and then looks at the use of the concept of EROI (energy return on energy input) by Via Campesina when it claims that ‘industrial agriculture is no longer a producer of energy but a consumer of energy’, and that ‘peasant agriculture cools down the Earth’. The absence in Marxism of a tradition of analysis of energy flows is also reviewed here, since it is of interest in order to bring together the classic economic concept of decreasing returns with the more recent notion of a declining EROI. The article also draws on work analysing how environmental activists use concepts from ecological economics, while at the same time ‘activist knowledge’ contributes to ecological economics in a two-way communication between activism and science.  相似文献

The specific historical basis for the development of capitalism in England — and not in France — is traced to the unique structure of English manorial lordship. It is the absence from English lordship of seigneurie banale ‐ the specific political form of parcellised sovereignty that figured centrally in the development of Continental feudalism ‐ that accounts for the peculiarly ‘economic’ turn taken in the development of English class relations of surplus extraction. In France, by contrast, the distinctly ‘political’ tenor of subsequent social development can equally specifically be traced to the central role of seigneurie banale in the fundamental class relations of feudalism.  相似文献

The article examines the not inconsiderable role played by alteration in the pattern of inheritance custom in bringing about the transformation of the medieval peasantry into a self‐respecting group of small‐holders. Where child‐portions in the form of cash or education were accepted as legitimate equivalents to land and stock, sixteenth‐century holdings remained large, 30–100 acres. Where the principle was not accepted, the medieval pattern of overcrowded twelve‐acre holdings either persisted or reappeared.

The very considerable differences, in cultural and economic terms, between the small‐holder of the thirteenth‐century in England and the small‐holder of the eighteenth century has been largely obscured and overlooked by the use of the term ’peasant’ to designate both groups. Thus the medievalists discuss the disappearance of the peasantry in the fifteenth century and modern historians and sociologists probe the causes of the disappearance of the peasantry in the eighteenth. Both have in mind the self‐perpetuating family farm but they are discussing two very different types of rural economy. Such confusion is surely an indicator of the need for a closer definition of terms among those concerned with rural studies.  相似文献

It is argued here that development studies tend to ignore the ways in which external interventions become embedded within existing fields of power and are influenced by past experiences. This explains to a large extent the failure of many so-called ‘participatory’ programmes. Crucial changes introduced by the Mexican Agrarian Law in 1992 are examined, with particular reference to the impact and grassroots perception of new ‘participatory’ styles of government intervention. The latter process is illustrated by means of peasant–state interaction on an ejido in Jalisco, where ‘local participation’ that is central to government programmes ‘imposed from above’ reinforces stereotypes such as the ‘corrupt’, ‘ignorant’ official and the ‘lazy’, ‘distrustful’ peasant. Accordingly, encounters between state officials and smallholding peasants in the ejido display a combination of trust/distrust and cooperation/resistance.  相似文献

Latin American and Brazilian rural social movements believe that significant social transformation requires the collective construction of a political project of an historical character. Education is conceived as an historical–cultural and political project to transform the peasantry into an historical subject through emancipatory educational–pedagogical praxis. The Landless Workers Movement (MST), the most emblematic peasant movement in Brazil, has played the leading role in this debate, which also includes many other peasant organizations. The MST has identified education as the key element in forging an historical–political actor out of the landless peasantry. This is articulated through the struggle for education for rural peoples, and along a theoretical–epistemic axis that revolves around the emergent concept of Educação do Campo (‘Education for and by the Countryside’). I ask how the MST conceptualizes education, and what the role is of education in strengthening peasant resistance and sharpening the dispute between political projects for the countryside. I focus on the epistemic dimensions of the concepts of education and pedagogy in the trajectory of the MST in Brazil, and I examine Educação do Campo as an educational-political project and in terms of policy conquests in the political dispute between the rival political projects for the Brazilian countryside of peasants and capital.  相似文献

ABSTRACT

Teodor Shanin's The Awkward Class helped to launch two immensely important research directions. First, resistance by Russian peasants to modernizing agricultural policies by both Tsarist and Soviet governments opened new questions about collectivization of agriculture, and made Russian history relevant to the study of ‘developing societies.’ Second, the idea of cyclical mobility of peasant households challenged the then widely held assumption that peasants were destined to disappear. Instead of explaining ‘persistence’ of peasants, Shanin explored distinct logics of peasant households and communities. This helped to define a new inter-disciplinary field called peasant studies.  相似文献

This essay provides theoretical and empirical analysis of the interrelationships between land grabs, primitive accumulation and accumulation by dispossession (ABD) in the context of capitalist development. Evidence from a multi-class peasant formation in deltaic Bangladesh indicates that land grabs have been propelled by interactions between neoliberal globalization, state interventions, power relations and peasant resistance. Key roles have been played by illegal violence and de-linking of poor peasants from production organization and clientelist relations providing access to land. Establishment of a shrimp zone for export production has led to systematic eviction of the poor, backed by state power. Poor peasant resistance has shifted towards overt forms involving coalition-building and collective action. It is argued that the concept of primitive accumulation can subsume both market and non-market mechanisms as well as voluntary and involuntary transactions involving different degrees of intentionality, inclusive of deliberate dispossession, unintended consequences and negative externalities. Primitive accumulation and ABD correspond to distinct historical phases of capitalism and are subsumable under a generic concept of ongoing capitalism-facilitating accumulation. The dynamics of ‘actually existing capitalism’ display a two-way and recursive causal relationship in which continuing primitive accumulation is as much a consequence of expanding capitalist production as its precondition.  相似文献

During the past two decades agrarian (‘land and farm’) reforms have been widespread in the transition economies of Eastern Europe, the Caucasus and Central Asia (EECCA), following earlier ones in Asia (China and Vietnam). However, independent family farms did not become the predominant sector in most of Eastern Europe. A new dual (or bi-modal) agrarian structure emerged, consisting of large farm enterprises (with much less social functions than they had before), and very small peasant farms or subsidiary plots. The paper compares five case studies, looking at agrarian actors, property rights, state influence, and rural poverty. These are Russia, Armenia, Moldova and Uzbekistan in the EECCA region, and China's Xinjiang province in Asia. The paper concludes that state influence is still substantial, property rights regimes are quite diverse and rural poverty remains medium to high. State-led agrarian reform, in particular where a redistributive (or restitution-based) land reform was implemented led in some cases to land-based wealth redistribution, but policies and institutions were lacking to support the individual farm sector. More often the outcome was a rapid transfer of land in the hands of corporate farm enterprises, reversing the initial process of ‘re-peasantization’. It seems that the old ‘Soviet dream’ of mega-farm enterprises in the ‘transition to capitalism’ has regained prominence, with huge agro-holdings ‘calling the shots’, providing an insecure future for agricultural workers, peasants and farmers.  相似文献

Although they receive little recognition for their contribution, peasant farmers in the global South play a fundamental role in securing the long-term global food supply. Via their self-sufficient agricultural practices, they cultivate the crop genetic diversity that enables food crops to adapt to changing environmental conditions. In this paper I draw upon empirical data from the Guatemalan center of agricultural biodiversity to investigate the concern that market expansion will displace peasant agriculture and undermine a cornerstone of the global food supply. I find that even though peasants' livelihoods involve multiple forms of market provisioning, they also engage in a Polanyian ‘double movement’ to protect their subsistence-oriented agricultural practices from the potentially deleterious effects of markets. I also investigate the so-called ‘agrarian question’ about the effects of market expansion on the viability of peasant agriculture, finding that although new forms of market provisioning are likely exacerbating rural inequality, the income from market activities actually enables rural Guatemalans to reproduce the conditions for peasant agriculture. Ultimately, I observe that the conservation of agricultural biodiversity and, consequently, global food security are contingent upon the ‘food sovereignty’ of peasant farmers.  相似文献

In the upsurge of rustic themes in French painting during the second half of the nineteenth century is articulated a range of urban responses to agrarian and industrial transformation of country and city at the time. The recreation through art of ‘peasant culture’ was rooted in preoccupations about work and production, changing social relations and forms of sociability, the idea of the nation and the growth of political consciousness. This article examines some of the processes underlying the abundant production of peasant images ‐ the role of patronage, the growing importance of contemporary art criticism in formulating and diffusing values and sensibilities — as well as the complex and, at times, contradictory strains within the iconography of rural life in nineteenth‐century French art.  相似文献

The paper seeks to contribute to a framework for the investigation of the specific historical conditions and contemporary manifestations of the agrarian question in sub‐Saharan Africa. The latter is distinguished, inter alia, by the timing and modes of incorporation of African social formations in the international economy, and by the forms of intervention of the colonial and post‐colonial states in the absence of features classically associated with the agrarian question elsewhere, such as large landed property, the political power of landlords, and the formation of an agrarian bourgeoisie. The forms and degrees of subsumption of peasant simple commodity production in the circuit of capital, a process in which the state plays a central role, are seen as moving towards a situation in which peasant producers are constituted as ‘wage‐labour equivalents’.  相似文献

Danish folklorists in the nineteenth century, in the interests of nationalism and cultural chauvinism, made extensive investigations of the culture of the peasant population. At first this was literary only — ballads, myths, tales and proverbs — but was presently extended (especially by Evald Tang Kristensen) to include all aspects of peasant life. From this interview material it has been possible to retrieve a coherent picture of the morphology and dynamics of the village: the economic, political and social structures; the characteristics of a ‘peasant cosmology; relationships with other groups — other villages, the manor, a caste of ‘untouchables'; and to obtain some hints as to the etiology of these social phenomena.  相似文献

This paper examines the history of the German agricultural worker from the early nineteenth‐century abolition of serfdom up to 1914. Initially, peasant labour services and the compulsory farm service of peasant youth on Junker farms were replaced by contractually hired farm servants and the cottager system. The latter involved the exchange of labour for an allocation of the land, whereby the worker become a petty commodity producer and also an employer of labour, in the form of the ancillary workers (Hofgänger) he was obliged to provide. Subsequently, from the middle decades of the century, this form of labour was increasingly replaced by confined labourers living in tied cottages, who were virtually landless and paid largely in kind; and were therefore effectively economic objects. At the same time, especially from the 1870s, conditions necessitated increasing reliance upon labourers receiving cash wages. However, this category remained relatively small, and largely impervious to socialist ideology, on account of a growing dependence of German agriculture on foreign (Polish) seasonal migrants.  相似文献

Abstract

This article challenges the notion that, in the second half of the nineteenth century, mining households were characterised by the family wage and the male breadwinner. Through a close reading of sources drawn from the South Yorkshire oalfield considerable evidence is unearthed which suggests that miners' wives and their daughters often played an important role as wage earners. Female members of mining families usually earned money within the privacy of the domestic sphere. In public at least this allowed the affirmation of the family wage and the male breadwinner as the economic modus operandi within the mining household.  相似文献

Through its historical account of the Confédération Paysanne (CP)'s origins and early years (France), this paper explores the ways in which ‘peasant’ discourses are shaped by non-peasant understandings of what ‘being a peasant’ should mean. As we shall see, far from reflecting an innate and immutable ‘peasant’ way of being or seeing, references to ‘peasantness’ and ‘peasant farming’ act as discursive tools to both unite a heterogeneous activist base (composed of marginal and marginalized farmers) and advance organizational interests. This requires the CP – and its predecessors – to respond to a series of external constraints. In the course of this paper, we shall also show how academics play an important mediating role in the process of constructing or adapting the CP's ‘peasant’ discourse.  相似文献

The paper is concerned with marginal populations affected by the ‘truncated agrarian transitions’ of the twentieth and twenty-first centuries: people displaced out of land-based employment without reasonable prospects for accumulation in the non-farm economy. It analyses the forms of economic agency of people living in the migrant routes and networks connecting the shantytowns of Cape Town and the rural Eastern Cape in South Africa. It describes the artful and hybrid nature of their livelihood strategies – strategies that involve the integration from ‘below’ of urban and rural spaces, formal and informal income, and which simultaneously take shape outside the regulatory spaces conferred by the state, and make use of the rights and opportunities created by law and formality. Far from being reduced to the ‘outcast’ condition of ‘bare life’, marginalized and poor people in South Africa pursue inventive strategies on uneven terrain, cutting across the dichotomies of official discourse and teleological analysis. This allows a more nuanced analysis of the nature and specificity of the agrarian transition in South Africa.  相似文献

World Development Report 2008: Agriculture for Development recommends that rural smallholders unable to compete in higher value production should exit agriculture. For the old and new landless, the way forward is wage labour in agriculture, in rural off farm work, or in urban areas. Disjunctively, the Report also proposes ‘farm-financed social welfare’ as a safety net when urban workers are ejected back to countryside at times of ‘urban shock’. My essay contrasts the Report's narrative about felicitous trajectories away from and back to the farm with the historical and contemporary experience of Asia's rural poor.  相似文献

This note replies to two previous contributions by Mick Reed in the Journal of Peasant Studies. The author agrees with Reed on the importance of family labour to the peasantry. While recognising that subsistence was significant, he cannot, however, agree that peasants stood outside the capitalist economy, since they depended on the market for the bulk of their living. However, within the capitalist economy the distinction between the peasant and estate systems is important, making attention to the open‐closed model a necessary part of studies such as those of Roger Wells and Mick Reed. In this context, the author asserts a more limited role for the concept of ‘conflict’, by distinguishing it from ‘friction’.  相似文献

ABSTRACT

The article tracks the relationship between the Italian welfare state and the social relations of production at a Fordist factory, showing how social policy influenced the pattern of workers’ contention on the industrial shop floor. Welfare state analysis has concentrated on the institutional aspect of social policy but neglected the role that state benefits played in industrial organization and workplace relations. The article ‘nests’ the analysis of social policy in a micro-history of the factory, using the case study of Arese – a plant owned by the carmaker Alfa Romeo – Milan, Italy. Tracking the history of Arese, the article shows how the Italian system of short-time work subsidies, the Cassa Integrazione Guadagni (CIG), served to quell industrial unrest and target unions’ organizational resources. From the late 1960s, the CIG was used by managers to suspend workers during strikes and acted as a deterrent against their mobilization. As redundancies increased during the 1980s, workers were put on short-time for prolonged periods and prevented from entering the factory. This degraded their professional identity and eroded their political ties with the workplace, curtailing the basis of unions’ organizational strength within the factory.  相似文献

Kate Lilley's long-awaited first book Versary is a most sophisticated and varied work with many turnings involved in its dynamic Janus-faced construction, looking both backwards and forwards in time, and brimming with imagination and many droll summaries of contemporary life—‘The shoes match the situation’—and in particular the constructs of gender and sexuality. Versary's complicated revolving symmetry begins with ‘Nicky's World’, partly inspired by The Young and the Restless, and ends with the appropriately disjointed ‘Sapphics’; that is, Versary moves backwards historically through artistic representations of love/sexuality and gender while the ‘story’ moves forward into self-realisation.
