The European Union and the United States are on the verge of agreeing to a transatlantic free trade agreement. The proposed Transatlantic Trade and Investment Partnership is aimed at boosting EU and US economic growth, but the negotiating partners have not excluded the defence sector from negotiations. Europe is at a tipping point regarding the rationale for its defence-industrial integration efforts. Any TTIP extending to the defence sector will raise questions about the nature of the European Defence Technological and Industrial Base, and, crucially, how it impacts the North Atlantic Treaty Organisation and the Common Security and Defence Policy.  相似文献

Abstract

When the Transatlantic Trade and Investment Partnership (TTIP) negotiations were underway, its politics were distinctively transnational. Numerous alliances between European and American industry associations advocated an ambitious agreement to mitigate the effects of conflicting rules. Some civic interest groups also closely cooperated to shape the agreement, while a broad, loose transatlantic coalition of civic interest groups opposed it. The extent of transnationalism in TTIP was greater than what had come before in the transatlantic relationship and what is evident in contemporaneous analogous trade negotiations. This article argues that while the salience of a trade negotiation affects whether societal actors mobilize, it is not sufficient to prompt transnational cooperation. Rather transnational cooperation stems primarily from what the actors are seeking to achieve and whether they have a motive and opportunity to work together. By clarifying the conditions under which transnational cooperation is more likely, this article informs the emerging literature on the new politics of trade. By making the case that the motives to mobilize and cooperate require distinct analysis, it contributes to the literature on transnationalism.  相似文献

Samuel Huntington was such a prolific scholar that it is sometimes difficult for researchers to keep up with his many policy analyses and recommendations. This article deals with one important Huntingtonian thesis, of the late 1990s. The thesis appertains to Huntington's worry about the US becoming a “lonely superpower” due to a French-led campaign to drive a wedge between America and its transatlantic allies. The authors detail the current irony inherent in what they call a “Huntingtonian reversal.” Today, unlike in 1999 when Huntington propounded his “lonely superpower” thesis, it can appear as if it is America that seeks to drive a wedge between itself and the European allies. Moreover, should the West become “one” again, it will in part be due to French efforts to revive transatlantic solidarity.  相似文献

Between 1996 and 2012, cooperation between the United States (US) and the European Union (EU) on Iran sanctions underwent a dramatic shift from open disagreement to almost unanimous consensus. Whereas the US preferred negative sanctions throughout this period, the EU opted at first for using economic incentives and dialogue. The EU’s diverging approach exemplified the overall preference for multilateralism and engagement strategies over unilateral coercive measures. Beginning in 2005, however, European sanction policy towards Iran converged with that of the US. In this article, I argue that the convergence of transatlantic sanction policy against Iran cannot be understood without the pressure employed by Washington. The US pressure campaign consisted of secondary sanctions against European companies. As necessary condition, US pressure has been a key external factor that complemented the EU’s internal developments fostering a more coercive approach towards Tehran after the revelation of the Iranian nuclear programme in 2002 and the breakdown of the E3 (Great Britain, France and Germany) negotiations in 2005.  相似文献

By presenting a proposal for the EU's fifth Financial Perspective, now named Multiannual Financial Framework (MFF), in June 2011, the European Commission started negotiations on the European Union's budget policy and financial programming that are expected to end in December 2012. It is becoming increasingly apparent that the MFF negotiations will be extremely difficult because a settlement can only be achieved by consensus. That means that all 27 member states and the European Parliament will have to agree. Two principles might be taken as guidelines to facilitate a compromise: the principle of European solidarity and the principle of European added value. The task will be to define a concept that combines both principles so that it can become the main argument and narrative for explaining the complex budget negotiations, enabling the European Union to avoid a stalemate.  相似文献

There are signs of growing transatlantic estrangement over multiple international issues. An important catalyst for this estrangement is the National Security Strategy (NSS) that the Bush administration promulgated in September 2002, a document that is a detailed imperial blueprint. Despite its pretensions, however, it is not a global strategy, but instead appears to apply primarily to the 'Islamic Arc'--the territory from North Africa to the border of India. The administration's security strategy has important implications for the transatlantic relationship, since the United States is encouraging NATO to become a junior partner for missions throughout the Islamic Arc. Given the growing divergence in US and European interests and policy perspectives, the role that the Bush administration envisages for NATO is probably not sustainable. The 'West' was an artificial geostrategic concept that needed an extraordinarily threatening common adversary (the Soviet Union) to give it substance. The US and its allies will continue to drift apart strategically, and the Bush administration's security strategy may actually hasten that process. It is uncertain, however, whether the European Union will achieve the cohesion necessary to counterbalance US power. The main task facing statesmen on both sides of the Atlantic is to learn how to disagree about specific policies without becoming disagreeable.  相似文献

This article explores the political challenges posed by the recent influx of Chinese outward foreign direct investment (OFDI) into the European Union (EU), which has become in 2011 the top destination for Chinese investment in the world. The central political question facing European states welcoming the influx of Chinese capital is whether this is a good bargain—a positive-sum game where both investor and investee benefit—or instead a Faustian bargain—a zero-sum game in the long term where capital is accompanied by implicit conditionality affecting European norms and policies, from human rights to labor laws. The novelty of Chinese FDI has the potential to affect politics in Europe in three different venues: inside European countries, between European countries, and between Europe and third countries. This article, whose main goal is to launch a research agenda on the political implications of Chinese FDI, explores in turn its potential impact on foreign and domestic policy, institutional process within the EU, and transatlantic relations.  相似文献

Biden's transatlantic policy will undoubtedly ease many of the tensions between the US and Europe during the Trump era, but it is difficult to totally reverse the trend of their estrangement. With the decline of US hegemonic influence and the strengthening of European strategic autonomy, the mainstays that have sustained their traditional alliance are undergoing structural adjustment, and this has become a decisive factor driving the transition to a more balanced partnership.  相似文献

This article explores US perspectives on the new transatlantic security agenda in the context of the evolution of strategic culture. The war on terrorism and the Iraq War of 2003 serve as focal points to examine sources of divergence and convergence between US and European security policies. The article explores key questions including: Have we seen the collapse of a shared, transatlantic security culture since September 11? How have US leaders manipulated strategic cultures to achieve security objectives in the new era? Why has the Bush administration willingly engaged (and even encouraged) the intra-European divide? How significant to the United States is the shift in “old” and “new” European perspectives on the war on terrorism? The transatlantic tensions of the Bush years are behind us but the future of transatlantic relations remains uncertain at the closing of the Obama term. Policy alignment has been found on a host of issues but ‘existential’ questions have resurfaced, casting shadows on Western unity and relevance in the coming years. So far the crisis has failed to focus attention on the need for a common vision for the 21st century. Key strategic issues, from the future of the European order to transatlantic engagement in the Middle East, should figure prominently on the next transatlantic agenda, shifting the debate from the notion of a ‘Pacific century’ to how the West can address ongoing power transitions.  相似文献

Abstract

The European Union has since 2003 developed both a security and a Weapons of Mass Destruction strategy, and it has become the primary interlocutor of Iran in the dispute related to Iran's nuclear development. These are signs of significant policy progress. However, the fact that four years of nuclear diplomacy have brought few results invites a critical appraisal of EU strategy. This essay undertakes this appraisal, arguing that the EU is notably ambivalent regarding its underlying conception of international order. The EU wishes to be pluralist (in the tradition of sovereign equality), but is also anti-pluralist (in the liberal–democratic tradition). The essay lays out how the EU has coped with pressures for reform—arising notably from the United States—within the current international nuclear non-proliferation regime, and how this has made the EU problem apparent. The essay finally suggests that to salvage its policy of effective multilateralism the EU must acknowledge its anti-pluralist bias and promote a common transatlantic approach to nuclear non-proliferation.  相似文献

Abstract

This essay examines growing European Union (EU) involvement in the South Caucasus, focusing on efforts to resolve the protracted conflicts in the regions of Abkhazia, South Ossetia and Nagorno-Karabakh. To date, the EU has occupied a back seat in conflict resolution efforts, supporting organisations such as the UN and OSCE, which have taken the lead role. However, over a decade of negotiations has produced few tangible results and the EU now has the opportunity to play a much greater role. This essay argues that the EU needs to become more involved: it has a much wider range of tools at its disposal with which to influence the various situations and it is in its own interest to ensure the stability of its neighbours.  相似文献

The fight against organized crime has become a top security priority for the European Union (EU). While a new policy area is emerging, it is difficult to understand who is in lead and how the process develops. This article delves into the post-Lisbon EU security model, exploring how Washington and Brussels collaborate in combating organized crime in a context of changing definitions, actors and policies. It argues that US definitions, operational models and policies influence EU institutional thinking and policies, shifting the emphasis from prevention and rule of law to execution and intelligence. The dynamics of policy convergence and divergence on criminal matters in the transatlantic community reflect tectonic shifts in the deepest levels of thinking security in the West, affecting the moulding of a European security identity.  相似文献

Abstract

Scholars have long viewed parliamentarians as parochial actors having little interest, or incentive to engage, in international diplomacy. Yet, parliaments have recently taken on a very active role in various international negotiations. This article explores the role of the European Parliament (EP) in the European Union (EU)–Canada Comprehensive Economic and Trade Agreement (CETA) and the EU–United States Transatlantic Trade and Investment Partnership (TTIP) negotiations. Drawing on classic institutionalist insights, it develops the concept of parliamentary assertion and explores its usefulness through a combination of comparative and process-tracing analyses. The conclusions are threefold: (1) the EP has asserted its power in international trade matters beyond the simple power of consent; (2) the EP’s search for legitimacy in the EU polity is driving this phenomenon; and (3) this phenomenon is significant beyond the current CETA and TTIP negotiations.  相似文献

Saudi Arabian foreign policy is often declared to be countering the possible democratic transitions of the Arab Spring. As such, Saudi Arabia has been cast as a “counter-revolutionary” force in the Middle East and North Africa. This article explores the extent to which this has been the case in Egypt and Bahrain, and the extent to which Saudi foreign policy has challenged United States and European Union democracy promotion efforts in those countries. The article highlights how the transatlantic democracy promotion strategy is complicated by a conflict of interests problem, which leads them to promote democracy on an ad hoc and incremental basis. As a result, their efforts and larger strategic thinking are undermined by Saudi Arabia in Egypt. However, in Bahrain, transatlantic democracy promotion is itself muted by the strategic interest in containing Iran. As a result, Saudi Arabia can be seen as a regional countervailing power but this is implicitly in line with transatlantic policy. Tensions with Saudi foreign policy in Bahrain are over how best to manage the uprisings and maintain the status quo, rather than a conflict over political transition.  相似文献

The furore that greeted news that negotiations were to start on a transatlantic free trade agreement revealed not only the potential importance of any putative deal, but also the tendency of Europeans to view international politics almost uniquely in economic terms. This neglect of security and broader geostrategic issues is short-sighted and dangerous. It is precisely the liberal world order in place since the Second World War that has allowed Europeans to develop their economic potential. Leaving it to the United States to preserve that order is an increasingly problematic strategy, with the US ever more reluctant to police the world in the way it once did. The US has, for many years, asked its partners to contribute more to the preservation of common security interests. Given the failure of these attempts to date, it might be time for Washington to resort to tougher tactics in an attempt to entice Europeans out of their geostrategic retirement.  相似文献

This article analyses the substance of the European Union's and United States' democracy assistance in Ethiopia in 2005–2010. Does this case reveal a transatlantic split, whereby the EU focuses on the external context and the US on the partial regimes of embedded, liberal democracy? Emphasizing the importance of institutions in analysing how interests and ideas affect democracy assistance, the article investigates how the substance may differ between the European Development Fund (EDF), European Instrument for Democracy and Human Rights (EIDHR), US Agency for International Development (USAID) and the National Endowment for Democracy (NED). The analysis finds a transatlantic split whereby the EU focused more on the external context and the US more on the partial regimes. This transatlantic split can be explained by the combination of ideas and institutions. More specifically, it reflects a difference between the EDF and USAID in their focus on ownership, alignment and harmonization in democracy assistance. The combination of interests and institutions played a less significant role in explaining the substance of democracy assistance, as USAID emphasized the partial regimes, despite political control from the State Department.  相似文献

The prospect of transatlantic cooperation in the field of defence systems depends on reaching an acceptable point of equilibrium. Without it, Europe will face the unacceptable strategic, political, economic and industrial risks of total American predominance in this field (with the consequent loss of technical and production expertise). The reduction of the gap between Europe and the United States depends on the integration of the European defence market. This must not be seen as a threat for transatlantic collaboration, but as an opportunity. Building up a transatlantic market could also improve the efficiency of the American market by increasing competition. This collaboration, based not on bilateral, national or multilateral agreements, but on bi-continental cooperation, is the challenge that Europe and the United States must face and meet together.  相似文献

In 2003, hardly a keynote speech goes by without Western leaders stressing that the transatlantic bond is as important as ever. This is perhaps true – a timelier question is whether the same can be said for the perception of common values and common threats that used to define this partnership and its sole institutional link: NATO. This essay explores five security policy conundrums that point towards a revised burden-sharing and power-sharing in the transatlantic strategic partnership: the UK's ambiguous role in the European Security and Defence Policy (ESDP); the blocking of the formal bond between NATO and the EU; the implications of a change in US policy towards Europe; NATO's improbable move into soft security and, finally, NATO's invocation of Article 5 in the wake of the September 11 attacks on New York and Washington.  相似文献
