This article examines how the historical context of poor central-local relations and inefficient service delivery structure is used by the current military-led government in Fiji as a ploy for its local government reform agenda. Based on an analysis of secondary information on local government structure and a review of the reforms undertaken by the Review/Reform Committee, this article identifies the concentration of economic and political power at the central level as one of the major obstacles towards empowering local governance in Fiji. The article emphasizes the need for effective institutional reforms to devolve governance and resources from the centre to the grassroots.  相似文献

This article takes an indicative group of county, metropolitan and unitary authorities located in the English West Midlands to examine how effectively local government is grappling with modernising’ reforms in a context where the appropriate unit of analysis has become problematic because of broader changes to local governance. Sub-national territorial structural variability is becoming more pronounced while, paradoxically, what stands out in the micro-organisational dimension is the extent to which local authorities are increasingly working to a common reform agenda, notwithstanding the need to resolve incoherences in New Labour's modernisation project. The explanation for these observed (contrary) changes lies not only in the vagaries of top-down pressures emanating from central political and regulatory infiuences, but also in local institutional dynamics, as well as in lateral or peer dissemination of ‘good’ practice within local government.  相似文献

An urge to reform local government in Portugal requires a sensitive approach to the role of social capital and, particularly, to the consequences of local governance arrangements in its formation. This research agenda, greatly influenced by the identification of positive externalities of social capital, has generated several claims regarding the need for proactive and objective top-down initiatives. Though assuming that institutions and public policies can have positive effects on social capital building, this article tries to contribute to the debate, focusing on the challenges met by local administration reform, arguing that it requires a four-fold approach: the identification of local government functions and the role of the State; a close look at institutional design and citizen engagement mechanisms; correct tools for allowing civil society reinforcement and social capital building; and recognizing political leadership as a fundamental aspect of a governance arrangement.  相似文献

The aim of this article is to analyse what makes local government in Israel, which enjoys only minimal formal power, so attractive to many political parties and other organisations. The article offers a typology of the contestants in the local government electoral arena: old parties, parties attempting to penetrate local government from parliament and parties using local government to enter parliament. The primary goal of every type is then identified: party formation, institutionalisation and survival. From this typology an explanatory model is developed which looks at the local government as a ‘linkage agent’ from which the national parties can mobilise various important resources thus achieving their primary goals.  相似文献

This paper uses the concept of path dependency to examine the changes to the political management structures of English local government. We note how the possible experience of decreasing returns among some local authority actors combined with the powerful intervention of politicians within New Labour at the national level led to a significant break from past policy and the imposition of measures to establish a separate executive that was claimed as a radical step forward for local democracy. Using survey data from the Evaluating Local Governance research team ( http://www.elgnce.org.uk ), we explore the establishment of a separate political executive in all major local authorities and map out the style of decision-making that is emerging. We find that some established institutional patterns reasserted themselves in the process of implementation, but that increasing returns are not as great as some theorists of path dependency would suggest and they may be a force for system change as well as for stability.  相似文献

In taking a historical-institutionlist approach, this paper looks at the development of administrative reforms in German local government which, because of the comparatively high degree of political and administrative decentralization of the Federal Republic has played a crucial role in the latter's entire politico-administrative setting and, hence, in its institutional reforms. The paper mainly identifies three stages in the post-war development of administrative reforms. During the 'planning movement' of the late 1960s and early 1970s, Germany's local level government and administration underwent significant and, to a considerable degree, lasting institutional changes. The 1980s were a period of incrementalist adaptation. Since the beginning of the 1990s, conspicuously later than in the Anglo-Saxon and Scandinavian countries, but earlier and faster than the federal and the Länder levels, Germany's local government has embarked upon dramatic changes particularly on two scores. First, in a growing number of municipalities and counties, administrative modernization was incorporated under the heading of a 'New Steering Model' (NSM) that largely drew on the dominant international New Public Management (NPM) debate. The dynamics of the ongoing administrative reforms are marked by an 'amalgamation' of NPM/NSM and earlier ('traditional') reform concepts. Secondly, at the same time, the political institutions of local government have under-gone a significant shift as a result of the introduction of direct democratic procedures (direct election of mayors and heads of counties, binding local referenda). The paper argues that it is this co-incidence and co-evolution of administrative and political reforms that make for the peculiarity of Germany's current modernization trajectory, distinguishing it from the Anglo-Saxon and, to a lesser degree, from the Scandinavian modernization paths.  相似文献

Abstract

This article provides an analysis of the allocation of attention to policy problems on the local level, focusing on the executive agenda of six municipalities in the Netherlands over a 25-year period. It reveals that there is specifically a local politics of attention, showing differences between national and local policy agendas in specific policy areas. We did not find evidence that the political composition of the local executive coalitions leads to agenda differences, revealing the more problem-oriented and pragmatic nature of local politics. We did find evidence of an effect of institutional arrangements between national and local government on shifting patterns of attention, such as due to decentralisation. This shows that the local politics of attention is limited in scope and conditioned by the functions of local government and the institutional arrangements of policy making in the Dutch decentralised unitary state and that rearrangements affect these patterns of attention.  相似文献

The article explores a new, dynamic conceptual framework to understand the relations between local government and the European Union (EU). It argues that, first, the fusion approach explains the systemic linkages between European integration and corresponding change within cities, counties and municipalities. Secondly, fusion dynamics are slowly emerging across European and local levels, whereby competencies and resources are merging and policies become synchronised under Europe 2020 and the European Cohesion Policy. Thirdly, the fusion approach provides an understanding of the attitudes of local actors towards European integration. In order to show the relevance of fusion, the article presents the findings of five empirical indicators: the absorption of EU policies and legislation; attention towards EU policies; institutional adaptation; EU-related action of local government and attitudes towards European integration. It also compares local government in two contrasting regions with regard to their political autonomy – North Rhine-Westphalia in Germany and the North West of England.  相似文献

Fixers can thrive in any level of political, bureaucratic, or institutional development. Paradoxically the academic research of the phenomenon of fixers is in its infancy. There exists no accepted definition of fixers; the boundaries between fixers and lobbyists remain murky, in terms of comparative administration only limited knowledge about the forces that breed different types of fixers in different political settings is available; and no deductive theory was articulated that might determine when and how fixing might become dysfunctional and corruptive. In an attempt to better understand the phenomenon of fixers more theoretically; this study analyzes fixers in view of three theories of bureaucratic corruption, and in view of the emerging theory of alternative politics. Using Israel as a case in point, the study shows that within certain national and local branches of government fixers not only create a shadow copy of official institutions, but also foster institutional corruption.  相似文献

This article traces the evolution of center-periphery relations between the Russian federal government and the Republic of Sakha (Yakutia) using an institutional framework. During each of three stages the author identifies a distinct set of institutional parameters that, to varying degrees, determined the powers of federal and regional institutions. Each stage is also identified with a unique central institutional conflict that helped shape the rules of the political games played during that period. From this perspective, institutional change is seen as a major determinant of Russian center-periphery relations. The article concludes that Sakha has had remarkable success in extracting budgetary concessions from the federal government. However, Sakha has been unable to force the federal government to implement all the promises it has made.

Nonetheless, the concessions that Sakha and others have received are significant, and prompt the conclusion that Russia has become a federal state. However, Russia is far from an equal federation.  相似文献

This article argues that political participation is shaped by locally distinctive ‘rules‐in‐use’, notwithstanding the socio‐economic status or level of social capital in an area. It recognizes that the resources available to people, as well as the presence of social capital within communities, are potential key determinants of the different levels of local participation in localities. However, the article focuses on a third factor – the institutional rules that frame participation. Levels of participation are found to be related to the openness of the political system, the presence of a ‘public value’ orientation among local government managers, and the effectiveness of umbrella civic organizations. Whereas resources and social capital are not factors that can be changed with any great ease, the institutional determinants of participation are more malleable. Through case study analysis, the article shows how actors have shaped the environment within which citizens make their decisions about engagement, resulting in demonstrable effects upon levels of participation.  相似文献

A major review of public administration in Northern Ireland has resulted in proposals for radical reforms in health, education and local government services. Although originating from the devolved government of 1999, intermittent suspensions resulted in Direct Rule Ministers taking over responsibility for the review. This article traces the influence of a sizeable body of research evidence on the outcomes of the review, specifically controversial reforms to local government, and the significant influence attached to macro political factors in reaching key public policy decisions. It also highlights the asymmetry in power relations between Stormont and local government and how devolution has simply compounded regional centralism in Northern Ireland.  相似文献

This article studies the institutional creation of Chinese stock exchanges and their regulations. It argues that institution creation was largely a function of market forces, local initiatives, path-dependence, and a learning curve. What characterized this institutional transformation was a process in which the central government was first led by various market forces fueled by local political and economic initiatives, then was forced to react by legislating various administrative ordinances to suppress the chaotic and lawless market, and finally resorted to creating a centralized regulatory institution to rein in the fledging stock market.  相似文献

In this article, local political leadership is modelled as circulation of political capital. Based on intensive case studies of the political leadership performance of four mayors in Denmark, this article asks why the concept of political capital, introduced to local government studies in 1961 by Banfield, has in many ways sunk into oblivion. This article resuscitates the concept of political capital, using it to generate a general theory of local political leadership. In this framework, the crucial component of effective leadership is the mayor's ability, within a given institutional framework, to circulate (earn and spend) political capital. Effective leadership occurs when the leader continuously invests his or her political capital in ways which yield the greatest return. Clarence N. Stone's distinction between ‘power over’ and ‘power to’ is central to the model. Mayors performing what James H. Svara has labelled ‘facilitative leadership’ can in some cases accumulate substantial amounts of political capital.  相似文献

Many governments are devolving power to elected local councils, hoping to improve service delivery and citizen representation by bringing officials closer to the people. While these decentralisation reforms hold the promise of improved governance, they also present national and sub-national leaders with a complex array of options about how to structure newly empowered local political institutions. This article draws on cross-national experience and the latest research to identify the trade-offs inherent in structuring local political institutions. The study's specific interest is in the impact of strong, locally elected councils on governance and representation. Proceeding from an empirical basis that competitive elections are vital for the legitimacy and efficiency of local political institutions, the analysis first questions the impact of four institutional features – central versus local control, local executive versus local council authority, local council structure, and the role of parties – on service provision and fiscal solvency. The article's second section analyses the impact of decentralisation on political representation, with a particular focus on the role of institutional design in combating the threat of extremist parties. A final section summarises empirical findings and advances some policy-relevant conclusions.  相似文献

The financial crisis affecting many of the local authorities in Israel has a significant influence on their ability to supply municipal services of an appropriate amount and quality. So far, studies have been addressed to the financial crisis from a political approach by discussing aspects such as the problematic interrelation between central and local governments together with resource allocation. In this paper we investigate the financial crisis of many local authorities in Israel from a strategic point of view. However, this is by no means to argue that other approaches such as institutional and political ones are not important. Rather, the paper investigates whether the financial crisis affecting many Israeli local authorities is a result of their own strategies and practices.
Specifically, we have used the resource-based approach to explore the nature of their joint crises and the potential strategic responses that the local authorities should adopt in order to move into a more favourable state. In particular, we examine three resource-based systems: customer-oriented, organizational culture, and human resources, as the strategic roots of this crisis. We also examine the way they could produce a sustainable competitive advantage and could lead local authorities from the present position to a better one. The article recommends that the heads of local authorities should move to a resource-based strategy in order to perform both more efficiently and effectively.  相似文献

The implementation in China of the Regulations of the People's Republic of China on Open Government Information, on May 1, 2008, is considered a potential turning point, a shift from traditional public administration characterized by an entrenched culture of secrecy toward more transparent and accountable administration practices. This article shows, however, that due to a variety of institutional constraints, the implementation of the Regulations is still lacking. Although the success of an open government information (OGI) regime in China ultimately relies on thorough political and administrative reforms, this article presents the argument that short of drastic political system change, the implementation of the Regulations could be improved by adopting innovations at the management level. This article suggests that the Chinese government adopt new human resource management strategies in leadership, training, and performance management that are compatible with OGI in order to significantly improve the implementation of the Regulations. An incremental approach to improving OGI implementation in China will finally pave the way for future political reform.  相似文献

In understanding styles of political judgement in government decision‐making, explanatory limitations of rational choice, prospect theoretic, historical institutional, groupthink, and other approaches suggest that there is space for developing other frameworks. This article argues that the neo‐Durkheimian institutional theoretical framework deserves serious consideration. It shows that it offers a powerful causally explanatory framework for generating theories of decision‐making in government which can be examined using historical comparative research designs. The value of the concept of a ‘thought style’ for understanding political judgement is demonstrated, and contrasted sharply with ideology. The theory argues that informal institutions explain thought styles. Well‐known cases from the Cuban missile crisis, and the Wilson and Heath governments illustrate the argument. The article rebuts criticisms offered of the neo‐Durkheimian institutional framework in the literature. Finally, it identifies recent developments and innovations in the approach that make it especially suited to explaining political judgement in government decision‐making.  相似文献

In this article, we call for more attention to the national and local politics of climate change in developing countries, and contribute to this through a study of climate change adaptation interventions in Zambia. We show how such interventions form part of central state efforts to extend authority and control over natural resources, and how competing institutional actors such as local governments and chiefs seek to counter this. The article thereby shows how climate change adaptation is emerging as a new arena for deep-seated political and institutional struggles over issues such as authority, land control and devolution in development.  相似文献

In the United Kingdom the Labour government has placed considerable emphasis on the need to modernise public services. In the case of local government, Labour's belief in the need for modernisation has resulted in radical measures to change local authorities' political management arrangements designed, in part, to achieve greater efficiency, transparency and accountability. In its response to the Labour government's agenda, Redcar &; Cleveland Borough Council established interim political management arrangements in May 2000 prior to the establishment of permanent arrangements. The permanent arrangements were to be decided upon following public consultation and a review of the interim arrangements. This article reports the outcomes and, in doing so, provides evidence of the impact of Labour's measures to achieve change in local government.  相似文献
