This paper explains why and how a technology transfer revolution is taking place in Saudi Arabia to meet the mandate that Saudi Arabia become globally competitive as a knowledge-based innovative economy. The paper explains and identifies the new policies and institutions that have been introduced and developed to facilitate technology transfer and knowledge spillovers from the universities for commercialization and ultimately innovative activity and economic growth. The paper finds that a technology transfer revolution in Saudi Arabia is taking place, with the goal of leapfrogging from the factor-based stage of economic development to the innovation-based stage of economic development, while bypassing the intermediary efficiency-based stage of economic development.  相似文献

Technology policies and their effect on technology transfer from defense to civilian industries in Israel from 1967 to 1995 are explored. Defense technology policy is found to drive the growth of the defense industry and to limit defense conversion to commercialization initiatives developed primarily through intra-organizational technology transfer. The case of the Israel Aircraft Industries (IAI) is presented. Also the development of national technology policy in Israel is traced and found wanting. Civilian and defense technology policies are found to be uncoordinated with each other and together are incapable of producing interorganizational technology transfer so as to significantly effect defense conversion on a wide number of economic actors particularly small firms. To achieve a socially effective defense conversion process (in which technologies are transferred from defense firms to many economic actors), the analysis suggests that a national technology policy should be designed and implemented under Prime Minister's leadership.  相似文献

Transborder data flow and technology transfer issues have a substantial overlap. Transborder data flows represent flows of information with economic and/or cultural value. Electronic access to “know-how”, information, data, etc. is becoming more and more important to technology transfer and sharing. Transferring and utilizing technology in developing economies is a vital issue for economic growth. Often the separation between R&D institutes and industrial concerns limits the transfer of technology. The People's Republic of China, which has conducted R&D in institutes separate from the potential user firms, has recently moved to facilitate domestic technology transfer from R&D institutes to R&D consumers. This study, based on the statistical analysis of 60 R&D institutes in the machinery sector in China, found that, while R&D intensity improves transfer of technology, funding and employee mobility hinders transfer. His special area is in science and technology policy. He had worked for the State Science and Technology Commission of China for six years before he came to the US.  相似文献

This paper examines technology transfer within China. The Chinese government is currently placing great emphasis on developing indigenous scientific and technological capacity. In order to expedite the strengthening of science and technology capabilities, the government is promoting extraordinary measures designed to enhance the diffusion of technology within China. Special attention is focusing on strengthening the links between the academic, industrial, and defense sectors. In addition, the government is experimenting with policies commonly used in the West that encourage decentralization and the taking of local initiative. Although China's concern with technology transfer is very recent, it appears that the new technology transfer policies are having an immediate positive effect.  相似文献

Decomposing the GDP growth from 1981 to 2004, this paper finds that innovation capacity has contributed significantly to the economic growth of China and India, especially in the 1990 s. Outputs of the national innovation system, measured by patents and high-tech/service exports, demonstrate the considerable progress China and India have made in innovation capacity. The enhanced innovation capacity of China and India is primarily due to their heavy investment in the inputs of innovation system, i.e., R&D expenditure and R&D personnel, in recent decades. This paper emphasizes the role that the governments have played in promoting innovation capacity and their contribution to economic development. Both governments have transformed their national innovation systems through linking the science sector with the business sector, providing incentives for innovation activities, and balancing import of technology and indigenous R&D effort. Using case studies of domestic biotech firms in China and India, this paper also offers micro-level insights on innovation capacity and economic development: (1) innovation capacity has become essential for domestic firms?? market success and (2) global institutional factors and national government policies on innovation have considerable influence on the choice of innovation at the firm level, i.e., to conduct indigenous R&D or to import foreign technology.  相似文献

This article provides a critical review and discussion of current literature on technology transfer, incubators, and academic entrepreneurship. Drawing upon the notion of robustness in social systems and public choice theory, we review, code, and taxonomize 166 studies to assess the likelihood that these initiatives will generate innovation and economic growth. We find that academic entrepreneurship initiatives are characterized by conflicting goals, weak incentive structures for universities and academics, and are contextually dependent upon factors such as university strength. Our results suggest that there are critical boundary conditions that are unlikely to be fulfilled when universities and policymakers enact policies to support academic entrepreneurship initiatives. Policymakers therefore need to be cautious in the potential design of such initiatives. We discuss how technology transfer from universities might be better achieved through alternative mechanisms such as contract research, licensing, consulting and increased labor mobility among researchers.  相似文献

The paper briefly outlines the status of technology transfer related issues in drugs & pharma and biotechnology sectors in India. The paper also outlines the contemporary business strategies including R&D and technology transfer models. The study indicates that present technology transfer policies and mechanisms are weak and need to be restructured. The current fiscal incentives and tax concessions etc. available for R&D in industry seem to have outlived and are no longer attractive because of continuous lowering of tariff rates and tax rates in the context of WTO and liberalization of policies. Moreover, the issue of R&D support to industry is not covered in the WTO as in case of subsidies. Therefore, it is advisable for the government to revisit the existing promotional measures for R&D. FDI policies also need to be tailored to encourage Technology transfers and capability building. Recommendations are made for making Technology Transfer more effective for the growth and competitiveness of the industry. A technology transfer management model is suggested.   相似文献

We discuss the characteristics of academic “spin-off policies” in environments outside of high tech clusters and where technology transfer and entrepreneurship infrastructures have been weak. We explore whether the policies could explain the lack of growth potential of spin-off ventures that have repeatedly observed. We studied the case of Belgium, gathering data from nine of spin-off policies in the eight largest academic institutions and in 47 firms. We propose that spin-off policies in academic institutions significantly affect the growth potential of ventures.  相似文献

The Kyoto Protocol’s Clean Development Mechanism (CDM) has the capacity to incentivize the international transfer of environmentally sound technologies. Given that both countries are expected to have similar incentives when managing the distribution of technology transfer within the country, why do sub-national patterns in the allocation of projects with technology transfer differ? Using comparable political–economic data compiled for China and India, we offer an explanation for these differences. In China, where the government regards the CDM as a tool for achieving sustainable development, technology transfer is concentrated in provinces that need it the most and that are most conducive to receiving transfers (i.e., economically less developed, yet heavily industrialized provinces). In India, where the government takes on a “laissez-faire” approach to the CDM, neither level of economic development nor that of industrialization affects clean technology transfer. In this regard, although the incentives are similar, the capacity to pursue them is not comparable. We test these hypotheses using data on CDM technology transfer across Chinese provinces and Indian states during the 6-year period from 2004 to 2010.  相似文献

Entrepreneurial behavior by professors—including decisions about collaboration with industry, patenting and spinning off companies—can affect the productivity of top universities’ technology transfer efforts. Interviews with 98 professors at 12 southeastern universities showed that the most significant influence on these aspects of entrepreneurial behavior is the beliefs of professors about the proper role of universities in the dissemination of knowledge. Some institutional policies, notably revenue splits with inventors, can affect aspects of this behavior. These findings suggest that both university incentive policies and ethical concerns about academic capitalism, by limiting the productivity of technology transfer efforts, have an effect on regional economic development.  相似文献

We conduct a regression analysis of the effects of knowledge on aggregate economic performance using data from the United Nations Development Program (UNDP) and the World Bank for four groups of countries during 1995–2001. Our results indicate that knowledge is a key driver of economic growth for each group of countries. More importantly, we find that variation in economic performance among these groups may be related to the timing of investment in education, R&D, and information technology, as well as economic policies that affect trade and foreign direct investment.  相似文献

In recent years, China has felt the urgent need to address the ecological issues caused by its rapid economic growth. In doing so, one challenge it faces is how to address the interests of the various stakeholders involved. To this end, the Government of China at various levels has been exploring and implementing policies, measures and projects that serve as mechanisms or measures of eco-compensation. This article attempts to capture some of the key policies and practices established to date in China. The article concludes by outlining China's possible future priority actions in eco-compensation and key challenges ahead.  相似文献

This paper presents the results of an empirical examination of the methods 10 state agencies use in coordinating technology assistance to small manufacturers. The strategies that agencies use to transfer technology are evaluated in light of 15 economic variables. Where appropriate, regression analysis was used to measure the impact of these variables on the growth rate of small manufacturers. State assistance strategies were determined by mailing a questionnaire to the chief technology transfer officer in each of the states. Survey participants were asked to discuss the mission, goals, degree of goal accomplishment, and size of budget/staff. The study compares their responses and discusses how these agencies might improve the transfer process.Five economic variables were found to be significantly related to the number of small manufacturers in a state. However when growth rates of the significant variables and small manufacturers were compared the results were not as clear. The states with the fastest growth rates of small manufacturers did focus their technical assistance on small firms. These states tended to place a priority on providing technical assistance to small manufacturers.  相似文献

Two major factors account for a country’s growing integration with the global economy: trade and foreign investment; expansion of exports, and foreign direct investment (FDI). Growth of exports became a dominant source of industrial growth during the 1980s in most developing countries (see Helleiner, 1995). Most of these countries including China and India, have replaced the old import-substitution policy by an export promotion strategy. Both domestic and international factors played an important role in the shift of national policies to repay debts. The process of globalization already underway necessitated export orientation for improving technology, management practices, marketing and international competitiveness. This paper aims at exploring the contributions of exports and FDI to growth and economic liberalization in China and lndia. The first section briefly reviews similarities and differences in the two economies. The second section deals with growth, composition and direction of foreign trade. The third section examines the role of FDI, and its sources and composition by sector, industry, and by overseas ethnic Chinese and Indians. Trade and FDI linkages are examined in the fourth section which also contains a brief case study of Guangdong (China).  相似文献

China’s economic strategy is facing new challenges arising from the changes in the world economy as well as in its domestic conditions. Given the sluggish global economy and the rise of protectionist policies, China cannot expect external demand to contribute to its economic growth as much as in the past. On the domestic side, the working age population has ceased to increase and will soon diminish; rising domestic costs will force Chinese exporters to shift from price competitiveness to quality upgrading and to build new comparative advantages. An important dimension of China’s new strategy will be the expansion of its direct investment abroad. China which has already become the leading world exporter and has been up to now a major recipient of foreign direct investment is likely to turn out to be a major international investor. China has accumulated large foreign assets which mainly consist of foreign government debt securities and is now aiming at diversifying its external assets through promoting Chinese firms’ investment abroad.  相似文献

The involvement of universities in state and local technology-based economic development initiatives is discussed, emphasizing programs designed to exploit technology transfer from university research. The university role is examined in relation to the reality of the difficulties technologically less-developed regions face in creating the technological infrastructure required for the success of such efforts. Regions can be considered as “regional innovation systems,” but the question of whether and to what extent technology transfer is taking place at this or other (e.g., national and global) levels remains empirical. The theme issue contains a number of case studies of “regional innovation systems” within the European Union. Other papers elaborate on the pros and cons of the systemic approach to the technology transfer processes involved, or make comparisons across regions. In this introduction, the editors discuss the relations between regional policies, technology and innovation policies, and the integration of these different aspects into (potentially regional) systems of innovation. 为遏制我国进一步发展,美国和欧盟相继在WTO起诉我国存在“强制技术转让”。在澄清国内法律与WTO规则相符性的同时,我国已意识到完善技术转让法律制度的内生需要与此次美欧起诉具有相关性:我国并未出台专门的技术转让法,有关措施散见于诸多法律条文而妨碍了制度的整体效用。此外,我国未全面利用WTO例外规定对发展中国家的保护,致使本国劣势企业负担过高义务。为创设公平的技术转让法治环境并避免发达国家滥用技术保护,我国需整合有关法律规范,修正过时规定,依据技术转让所涉的贸易和投资不同属性区别立法,并积极通过国际规则寻求优惠待遇。  相似文献
