Tax incentives for innovation: time to restructure the R&;E tax credit   总被引:1,自引:1,他引:0  
The R&E tax credit has never been effective and subsequent attempts to restructure it have not addressed the major deficiencies. Moreover, in the 25 years since the R&E tax credit was enacted, a steadily increasing number of countries have implemented or expanded competing tax incentives, which in many cases are better structured and larger in size. As a result, the relative impact of the US credit is now negative in terms of incentives to conduct R&D within the domestic economy. The inadequacy of the credit stems largely from its small size and its incremental format. The impact of an R&D tax incentive is affected by its scope of coverage, the ability of industry to take advantage of it over the entire R&D cycle, the magnitude of the incentive relative to other nations’ tax policies, and its ease of implementation. In the end, a tax incentive must sufficiently lower the user’s cost of R&D to overcome barriers to allocation of private-sector resources commensurate with the potential rates of return on such investments. As a policy instrument, a tax incentive for R&D should be most effective if its form is a flat rate applied to all R&D.

Research collaboration between government, universities, and industry, as well as among member nations, has been a prominent strategy in the European Community's science and technology policy through the 1980s and into the 1990s. In the perspective of the Single European Act and 1992 Plan, this paper outlines the lessons from European research collaboration for the United States. The structure of the European Community's cooperative R&D programs are reviewed and support for the development of advanced materials is highlighted. In the context of the benefits from the European Community's programs, five policy implications can be discerned for the US: establishment of forums for industry and government to dialogue about research priorities, institution of programs to promote strategic industrial R&D through cost-sharing, encouragement of small and medium-size firms to cooperate in R&D in high-technology sectors, monitoring of European research and development programs, and development of reciprocity policies for foreign-company membership in national collaborative R&D programs. Transferring and utilizing technology in developing economies is a vital issue for economic growth. Often the separation between R&D institutes and industrial concerns limits the transfer of technology. The People's Republic of China, which has conducted R&D in institutes separate from the potential user firms, has recently moved to facilitate domestic technology transfer from R&D institutes to R&D consumers. This study, based on the statistical analysis of 60 R&D institutes in the machinery sector in China, found that, while R&D intensity improves transfer of technology, funding and employee mobility hinders transfer. His special area is in science and technology policy. He had worked for the State Science and Technology Commission of China for six years before he came to the US.  相似文献

With the increasing importance of technology, the efficiency of R&D investment is becoming a critical factor to an organisation’s success. As a result, many studies have carried out to create useful information to support various decision-makings faced during R&D planning but few efforts were made to discuss technology transferability in creating the information. Technology transferability can be an important factor to increase the efficiency of R&D investment especially in a multi-technology industry, where a compound of several industries produces a variety of components and systems. Therefore, this study purposes to develop a systematic method to analyse the transferability of technology, aiming to facilitate R&D spill-over. For the purpose of analysis, patent data from USPTO (United States Patent and Trademark Office) was adopted and patent citation analysis applied, which shows the relationship between technologies and industries as quantitative measures. The research result then was applied to Korean aerospace industry and its utility verified. The suggested method is expected to be used in understanding technology characteristics and making the most use of R&D outputs by promoting technology transfer in multi-technology industries.  相似文献

This article offers a brief overview of the programmes in place for the provision of financial support to entrepreneurs and R&D organizations for technology commercialization and dissemination in India. Financial assistance is provided under these programmes to the industrial enterprises and R&D organizations by the Government of India for undertaking the development of new technology based products. Technology financing under these programmes is provided in the form of: grants, loan, and/or equity with the aim to strengthen the linkages of R&D laboratories with industry, as well as for the production of technology based products for the domestic and global market. Extramural funding agencies of the central government departments such as DSIR & DBT are involved in mainly the provision of financial support for R&D.  相似文献

According to data from the Congressional General Accounting Office and the Association of University Technology Managers, the federal laboratories seriously lag some universities in rates of technology transfer. This paper, based on interviews with technology-transfer professionals in federal laboratories and universities, discusses the phenomenon of technology transfer, highlighting subjects such as technology push and market pull, cooperative R&D, technology licensing, start-up companies, information-dissemination and technology-search programs, technology transfer and local development, models of technology-transfer programs, limits to federal technology transfer, and measurement of technology transfer. It concludes that the explanation for the difference in technology-transfer rates between federal laboratories and universities is due primarily to the way technology-transfer opportunities are marketed in the two sectors.  相似文献

Rapid growth in internationalization of corporate R&D has spurred considerable interest since the 1990s. Foreign R&D is still mainly driven by the expansion of international production, but technology sourcing has become an increasingly important driver of dispersion. Actually, differences across sectors and companies tend to obscure the mix of motivations behind the development of global innovation networks. This paper distinguishes the various drivers of the international dispersion of corporate R&D in order to elaborate a typology of foreign R&D units, including in emerging countries. This typology is used to discuss the emergence of differentiated global innovation networks and the location choices by type of R&D unit. It is applied to foreign R&D projects in Europe in high and low cost countries between 2002 and 2005. It is then used to discuss the weakening attractiveness of the European Union for R&D activities and the relevant policies that countries can design to attract different types of units.

At times when the market demands strong active innovation, large industrial corporations with established R&D organizations benefit from screening and developing breakthrough innovation. The ability of established organizations to absorb for future technologies is a key to successfully recognize, explore and capture breakthrough innovations. R&D Venturing is a practical way of bringing about technology transfer and exploration of future technologies through R&D cooperation, which is described in this paper by a multiple case study in the energy sector. Existing literature has been reviewed and an R&D Venturing concept will be suggested with a number of propositions for implementation. The results of the case study strongly support that different perspectives of the concept from industry, academia and the ventures themselves have to be carefully understood. Based on the results of the case study, a conceptual framework and propositions for a successful implementation have been derived. A critical discussion of the R&D Venturing concept shows the need for further empirical investigation.  相似文献

In Norway, as in many other high-cost OECD countries in a geographical and cultural periphery, policy-makers seem to have given up attempts at attracting large numbers of foreign R&D investments. Instead, a major focus of innovation policies is to help companies internationalise yet with an aim to maintain or even increase their level of R&D and other innovation activities nationally. Based on case studies of eight Norwegian companies and their motives for and experiences with internationalisation of R&D, this article questions this policy. The investment made in research and development (R&D) by the Department of Energy's (DOE) Environmental Management (EM) program must result in products that will significantly benefit the Department's cleanup efforts. A customer-oriented decision-making process for managing technology development is needed to appropriately link technology development activities with cleanup operations. This paper presents a process for R&D management, which we have named the Technology Investment Decision Model.The model identifies six R&D stages leading to technology implementation. The model incorporates decision points (or “gates”) within the R&D process where projects are selected for funding. The purpose of this “stage-gate” process is to ensure early evaluation of projects against technical and nontechnical criteria in order to ensure that end products will not only provide superior performance, but also meet the acceptance requirements of the intended customers. The model addresses the technology transfer and commercialization factors that must be considered to get technological innovations into the marketplace. The model is now being implemented within the EM technology development program and is providing a common framework to align the Department's environmental R&D activities with its cleanup goals.  相似文献

The Brazilian polymer industry (plastics, rubbers, fibers, adhesives, paints, and varnishes) is the fastest growing segment of the Petrochemical Chain. Since the polymer industry is characterized as science based, the capacity to create technology is vital for its long-range survival in the market. This paper analyzes how Brazilian polymer firms maintain their technological competitiveness, explains the main modes of technology transfer, and evaluates the degree of technological dependence of this industry. The methodology consisted of a database built with data from the Brazilian Patent Office. To confirm the findings, interviews were conducted with staff members from seven Brazilian polymer firms. The data base analysis and the interviews reveal that, in spite of the fact that Research and Development (R&D) and technological innovation have a fundamental role in their competitiveness, the firms are technologically dependent upon foreign suppliers.  相似文献

In order to explore the effects of industry characteristics on the sources of technological product and process (TPP) innovation, this paper considers various sources in a united framework, and identifies their cross-industry similarities and differences. It sheds light on three Chinese high technology industries, and empirically confirms that in-house R&D, technology transfer, technology spillover and back-propagation of user innovations are all effective sources of TPP innovation. However, each source creates different productivity in different industries, which may be explained by the following industry characteristics: the dependence on foreign technology, the importance attached to inventive in-house R&D, the level of domestic technology, the relative proportions of foreign and domestic users.  相似文献

Most industrialized countries apply special tax incentives to boost the R&D expenditures of firms. This study considers the design of such R&D tax incentives as applied in the European Union and simulates its effect on the post-tax R&D expenditures of firms in different industries and different profit/loss-situations by means of the simulation model European Tax Analyzer. Any restrictions and progressive tax incentives are explicitly taken into account. Our results indicate that for designing and measuring public support to R&D it is often not sufficient to focus only on tax rate effects of R&D tax incentives and the design of a tax incentive must be in accordance with the framing tax system in order to be effective. As soon as there are any limitations in place, our results suggest a considerably lower impact of R&D tax incentives on the post-tax R&D expenditures than the commonly used B-Index by the OECD. The results clearly illustrate the beneficial impact of immediate cash refunds for unused tax incentives.  相似文献

Internationalization in R&D is further growing; it is changing its geographical balance, as it is shifting somewhat to the Far East, and its nature, increasing the global quest for talent and good research conditions as well as for low cost R&D. This paper focuses on the European perspective, i.e. it discusses current challenges Europe faces vis-à-vis trends in industrial R&D, but the findings and arguments are more general ones. It argues that our perspective on internationalization is still shaped too much by a zero sum-rationale, whereby one location wins R&D capacity that another location loses. It develops a cost–benefit matrix in order to capture the overall costs and benefits of international R&D activities more broadly. The paper argues that more creativity is needed, that our perspective needs to be broadened to tackle all variables conditioning international activities in R&D (including local conditions of demand and discourse) and to stress the importance of the absorption of global knowledge by as many actors within an innovation system as possible. On the basis of recent survey data the paper furthermore concludes that public research should be thought of as a trans-national transmission belt of knowledge and as the prime factor that shapes the attractiveness and effectiveness of a location for business R&D. Finally, it is argued that policy schemes geared towards international R&D need to accept and tackle the issue of co-ordination of governance and to take advantage of the flexible possibilities offered at the European level, beyond the logic of the European Framework Programme.

A firm can improve its innovation either by its internal research and development (R&D) efforts or by forming external collaborative R&D alliances. While previous studies on R&D collaboration and knowledge diffusion mainly focus on various external sources of R&D collaboration, little effort has been made to investigate the joint impact of competitive and non-competitive R&D collaborations on firm innovation simultaneously. By examining the data of 165 Taiwanese firms in the information and communication technology industry, we find that: (1) non-competitive R&D collaborations with universities have a positive direct impact on firm’s innovation performance; and (2) both non-competitive and competitive R&D collaborations have a positively moderating effect on the relationship between a firm’s internal R&D efforts and firm innovation and the positive moderating effect is higher for non-competitive R&D collaborations than that of competitive R&D collaborations. These findings suggest that R&D collaborations, either non-competitive or competitive, exhibit the nature of a win–win situation. We also derive implications for firms’ selection of R&D alliance partners and government policies.  相似文献

Internationalisation of corporate R&D—driven mainly by multinational enterprises (MNEs)—has received increasing interest recently. As a small open economy, Austria faces special challenges with regard to this on-going process. The share of Austrian R&D financed from abroad is outstanding in international comparison. Indeed, a significant portion of R&D activities in Austria is defined by strategic decisions of international corporations, which are re-assessing their spatial division of labour continuously. In our paper, we analyse the characteristics of these foreign-owned corporations in Austria and demonstrate that they form the more ‘modern’ part of Austrian industry. At the same time, we show that these companies and R&D facilities are embedded in the Austrian national innovation system (NIS) to a large extent. This embeddedness is also explicitly and implicitly supported by the Austrian technology policy. We conclude that this high degree of embeddedness in the NIS may be crucial for the sustainability of foreign-owned R&D facilities.

Benefits derived from industry–university joint research projects (e.g., competitive advantages for firms, opportunities for field experimentation, the funding of academics’ activities and knowledge and technology transfer among partners) are strongly affected by the management system exploited to combine partners’ resources and tasks. Nevertheless, scholars have not paid great attention to management practices of collaborative research, leaving the best practices undefined. Aiming to fill this literature gap, this paper is a first attempt to open the black box of the management of the implementation stage of research and development (R&D) cooperation. The investigation, based on case studies, focuses on how participants of R&D cooperation coordinate and control their activities and what drives the selection of integrating mechanisms. The comparison of coordination and control systems implemented in six industry–university joint research projects highlights that planning and mutual adjustment practices are combined in different ways to manage R&D cooperation. Project and relationship characteristics affect the configuration of the management system. Task uncertainty leads to the decentralization of coordination and control practices, equivocality provides incentives for group coordination mode and reduces the need of informal ongoing monitoring and reciprocal interdependence among partners requires the exploitation of up-to-date project plans.  相似文献

The Regional Innovation Paradox: Innovation Policy and Industrial Policy   总被引:3,自引:0,他引:3  
This paper explores the regional innovation paradox and its policy implications. The regional innovation paradox refers to the apparent contradiction between the comparatively greater need to spend on innovation in lagging regions and their relatively lower capacity to absorb public funds earmarked for the promotion of innovation and to invest in innovation related activities compared to more advanced regions. Empirical analysis of the nature of the paradox shows that there are strong complementarities between business, education and government spending on R&D and that technology/innovation policy and industrial policies tend to work in opposite directions. Our analysis suggests that resolution of the paradox requires policies that: (i) increase the innovation capacity of regions by working both on the demand and the supply side of the system to increase both private and public sector investment in innovation activity; and (ii) integrate technology policy and industrial policy by encouraging expenditure on innovation activity within mainstream industrial policy programmes. The penultimate section of the paper outlines and assesses policy initiatives/experiments along these lines and suggests how they might be developed in the future.  相似文献
