喀什是古丝绸之路上的一颗耀眼明珠,"五口通八国,一路连欧亚"的独特区位优势使其地缘战略价值日益受到重视。喀什经济特区正式成立使喀什在财政、税收、投资、金融、土地等各个方面享受到国家优惠政策;大喀什经济圈的打造让喀什在南疆地区的中心地位得以凸显出来;此外,"丝绸之路经济带"的提出也为喀什发展外向型经济提供了良好机遇。作为中国"中亚战略"的一部分,喀什的全面建设与中国西部边疆安全之间的关系将是本文着力探讨的地方。  相似文献

This paper aims to contribute to an understanding about the major changes in China–ASEAN economic relations after establishment of the China–ASEAN Free Trade Area (CAFTA) in 2010. First, China's merchandize trade balance with ASEAN has shifted from deficit to surplus since 2012. This reflects China's improving comparative advantage in manufacturing production vis-à-vis ASEAN as a whole. Second, with China's wage hike, ASEAN investors can no longer take advantage of China's cheap labor force. Concurrently, China's investment in ASEAN has been increasing and become more diversified, ranging from energy to manufacturing and services. Singapore has remained the most important investment destination for Chinese investors and the largest foreign investor in China among ASEAN countries. Third, China has comparative advantages in providing construction, telecommunications, computer and information services and other business services to ASEAN. On the other hand, ASEAN, led by Singapore, has opportunities in the financial services and tourism markets in China. Finally, the development of economic regionalism, notably the Regional Comprehensive Economic Partnership and Trans-Pacific Partnership, will remain critical for the CAFTA's relevance in regional economic integration, as well as China–ASEAN relations in the future.  相似文献

Abstract

In 2004 and 2006, proposals were made at APEC summits to establish a Free Trade Area of the Asia-Pacific (FTAAP). This was an essentially a reworking of an idea first raised in the mid-1960s to create a Pacific Free Trade Area, or PAFTA. Although the PAFTA initiative never advanced, it helped lay the first organizational foundations for regional economic community building in the Asia-Pacific. The recent FTAAP proposal thus brings us full circle to the antecedent origins of APEC itself. If realized, an FTAAP would also create a free trade zone that would encircle the Pacific Rim economy and thereby subsume the region's now large number of bilateral and sub-regional free trade agreements (FTAs) into one unified agreement. Yet there are many inherent problems with establishing an FTAAP. These broadly relate to deconstructing the preferentialism of existing bilateral and sub-regional FTAs, achieving a consensus on the technical policy content and ideational principles on which an FTAAP would be based, and addressing various geopolitical issues such as reconciling the formation of a pan-regional Asia-Pacific FTA with an already fragile multilateral trading system. Growing interest in a ‘rival’ East Asia Free Trade Area project presents another geopolitical challenge. In considering these and other questions, it is concluded that many obstacles will remain in the path to realizing an FTAAP, and that this may not actually be a desirable objective to pursue for some time yet.  相似文献

At the turn of the century, it seemed inevitable that regional integration in Latin America would occur under the rubric of the Free Trade Area of the Americas (FTAA) and US hegemony. But 2005—the year the FTAA was to have been launched—has come and gone, and the whole FTAA project is in tatters. This article will examine two regional integration initiatives, which have emerged in its wake—the Union of South American Nations (UNASUR) and the Bolivarian Alternative for the Americas (ALBA). Both represent a challenge to US-led integration. However, the Venezuelan-centered ALBA is potentially a much more radical challenge to neoliberalism than the Brazilian-centered UNASUR.  相似文献

From the inception of the Association of Southeast Asian Nations (ASEAN) in 1967 to 1991 economic cooperation among its members was virtually non-existent. However, in January 1992 the leaders of the member states agreed to work towards an ASEAN Free Trade Area (AFTA). Following an uncertain initial phase the leaders rededicated themselves in 1995 to an accelerated implementation of the AFTA agreement. The key to the change in policy and to the relatively successful implementation of AFTA was the shift in the domestic balance of power in Indonesia, Malaysia, the Philippines and Thailand from economic nationalists to liberal reformers. This occurred as the result of a series of recessions and booms that affected the economies of the region from the early 1980s onwards. Also crucial to the successful implementation of AFTA was the distinctive approach to regional cooperation that has developed among the ASEAN members.  相似文献

The North American Free Trade Agreement (NAFTA) gave unprecedented rights to private investors. These provisions quickly became entrenched in policy and practice, appearing in most multilateral and bilateral trade agreements in the 1990s as American investors began to bring Canada and Mexico to arbitration. However, the Australia–U.S. Free Trade Agreement (AUSFTA) of 2004 contained no such provisions. The purpose of this article is to explain why enthusiasm for NAFTA‐style protections waned so dramatically after a decade of entrenched practice. We argue that the reason lies in the “blowback,” the unintended and negative consequences created by NAFTA’s Chapter 11, and conclude that the abandonment of NAFTA‐style protections in the AUSFTA sets important precedents for the future of international free trade agreements.  相似文献
