北京和多伦多社区服务中心管理体制比较研究

本文对北京市和加拿大多伦多市的城市社区管理体制的组织结构、社区与政府的关系、社区员工的素质要求和工作绩效的评价、在计划环节上市民的参与程度、盈利性程度、资金来源和保障性、服务手段等方面进行了比较研究,并分析了北京市在社区发展和改革中存在的问题,提出了推进北京社区建设的若干建议.

Comparative Study on the Administration Framework of Service Center of Community between Beijing and Toronto

This paper makes a comparative study between administration frameworks in Beijing and in Toronto, Canada. These comparisons include the relationship between community and government, the quality of community staff and the appraisal of their work, the degree of the residents' participating in making plans, the profitable levels, the capital resources and protections, and ways of services. At the same time, this paper also analyzes the problems existing in Beijing's community development and reform, and set forth several suggestions of building up Beijing's communities.
