万隆精神永放光芒 --纪念亚非会议召开50周年暨中国与亚非国家关系回顾及前瞻研讨会召开

1955年4月18日,亚非29个国家的领导人在印度尼西亚的万隆召开了亚非会议(亦称“万隆会议”),这是历史上第一次由亚非国家自行发起并召开、讨论有关亚非各国重大政治和经济问题的国际会议。2005年4月20日,由中国社会科学院国际合作局、西亚非洲研究所和中国亚非学会共同主办的“纪念亚非会议召开50周年暨中国与亚非亚非国家关系回顾及前瞻研讨会”在北京华侨大厦举行。来自中联部、外交部、中国社会科学院、中央党校、国务院发展研究中心、中国现代国际关系研究院和国内10多所高等院校,以及近20个亚非国家驻华使馆的使节共100余位代表与会。外交部原副部长杨福昌等10位与会代表发表了演讲,大家围绕下列3个议题进行了热烈研讨。(一)关于亚非会议的重要作用     

国际关系史上的不朽丰碑——纪念万隆会议召开60周年

万隆会议是国际关系史上第一次完全由亚非国家自己发起、自己举办,并且没有一个西方殖民主义国家参加的国际会议,具有划时代的意义。万隆会议的召开,标志着殖民主义大国主宰亚非国家命运的时代告终,宣告了亚非国家作为一支重要的新兴政治力量登上了国际舞台。尽管万隆会议召开距今已60年,国际局势发生了深刻复杂的变化,但万隆会议所倡导的精神和原则仍具有强大的生命力和影响力。     

亚非复兴进程与世界地缘政治演变

当代亚非复兴进程,其实质是近代以来亚非地区各民族追求独立与复兴进程的历史延续,是亚非发展中国家希望实现国际体系更为平等、公正发展,实现西方国家与其他国家平等交往的当代发展.中国和非洲同时开启复兴进程,并在这一进程中加强团结与合作,成为新世纪国际政治领域的重大事件,由此导致世界地缘政治出现结构性变化的新趋向,其历史意义与影响已开始逐步显现.中国、非洲和西方国家应以全新的思维、政策和方式寻求跨区域的多边合作,以共同推动非洲的和平与发展乃至更具广泛意义的全球性问题的解决.国际关系研究也应从观念、理论和政策等多个层面来积极回应当前世界地缘结构的变迁趋向.     

亚非法律协商委员会对现代国际法发展的贡献

1986年11月25日是亚非法律协商委员会(以下简称法协)成立三十周年纪念日。三十年来,法协作为亚非地区在国际法方面唯一的政府间组织,对现代国际法的发展做出了自己的贡献。特别是在国际法的编纂和国际立法的进程中,它不仅为亚非国家政府提供了一个发表各种法律意见、了解相互立场的讲坛,而且帮助广大亚非国家准备各种国际法律会议的背景材料、协调各国政府的立场,使发展中国家在国际立法活动中采取协调一致的步骤.

欣闻《亚太安全与海洋研究》双月刊将于5月发行创刊号,谨致热烈祝贺!亚非发展研究所作为我国在亚非地区研究方面的权威、专业机构,长期聚焦亚非国家发展和地区热点问题,推动国内外本领域相关学术交流活动,主动为国家外交工作建言献策,有效履行了职能,取得丰硕成果。该所主办的期刊《亚非纵横》在发现人才、凝聚智慧、交流思想方面发挥了重要作用,有力地配合了研究所各项工作开展。     

中国—亚非合作中心成立

<正>8月19日,中国—亚非合作中心成立仪式在中国国际问题研究院举行。外交部亚洲事务大使肖千、中国国际问题研究院院长苏格出席仪式并致辞。中国—亚非合作中心是为落实2015年4月习近平主席在印尼出席亚非领导人会议时发表的倡议而成立,旨在加强新形势下亚非国家团结合作,推进南南合作和南北对话。     

中欧合作促进非洲发展：理念与政策

近年来中国经济的发展和中非关系的提升，引起了中国与外部世界关系结构的复杂变化。中非关系的快速发展是亚非国家发展进程的一个窗口，透过这个窗口，我们看到的是整个亚非国家正在复兴，一个新的世界正在形成之中。     

《亚非葡语国家发展研究》简介

2006年9月,中国-葡语国家经贸合作论坛第二届部长级会议在澳门举行;同年,也是中国与非洲国家开启外交关系50周年。在这一背景下,中国国内相关研究学者撰写了有关亚非葡语国家的研究文章,并结集出版《亚非葡语国家发展研究》一书。本书由北京大学非洲研究中心秘书长李保平教授、     

中国亚非发展交流协会新春招待会成功举办

2月26日,中国亚非发展交流协会在京举行新春招待会,协会顾问、理事、特邀嘉宾以及部分亚非国家驻华使节近百人出席了招待会。中国亚非发展交流协会会长杨振亚在招待会上致辞。他说,在过去的一年里,亚非发展交流协会积极开展了亚非地区热点问题的研究,组织了一系列学术交流活动,举办了富有意义的大型对外活动;亚非协会编辑出版的《亚非纵横》、撰写的专题报告,越来越受到广大读者的欢迎和好评。这些成绩与各兄弟单位、协会顾问、理事、有关专家学者及在座使节,特别是外交部、国务院发展研究中心的大力帮助和积极支持是密不可分的。

试论1954年中印总理、中缅总理的互访

朝鲜战争结束后,美国极力拉拢中国周边的亚洲国家组建针对中国的包围圈,为了应对这一情况,中国提出了建立“国际和平统一战线”的外交战略,1954年中印、中缅两国总理互访就是落实“国际和平统一战线”政策的重大举措。在互访过程中,中印、中缅共同提出了和平共处五项原则,中国领导人着力消除了印度、缅甸在华人华侨、边界问题、亚洲国家共产党以及中美关系等问题上的疑虑和担心,从而促进了中印、中缅两国关系,巩固了亚洲国家的中立倾向,为亚非会议的召开奠定了良好的基础。     

东亚峰会吸收美俄参加及其影响

东盟外长会议决定邀请美国和俄罗斯加入东亚峰会,这是东亚区域合作的重要变化,也使美国加快实现其“重返东南亚”的战略。近年来美国遏制中国的倾向比较突出,斯坦伯格的“战略再保证”与当年杜勒斯的“岛链战略”一脉相承;美国务卿希拉里在东盟地区论坛会议上大谈南海问题,表明美国高调介入南海主权争端,这将使南海问题更加复杂化。当前中国的周边环境较为严峻,须冷静观察,沉着应对。     

Socio-political tensions in Bus Rapid Transit (BRT) development in low-income Asian cities

International development agencies, with the help of the central government, support building state of art Bus Rapid Transit (BRT) in low-income Asian cities. However, BRT investment over indigenous modes of mobility is creating socio-political tensions at the local level. This article uses multi-level governance as a theoretical lens to examine the relationships among actors in BRT investment decisions in Bandung and Surabaya, Indonesia. The research finds that local stakeholders can distort national and supranational policy initiatives totally or in a way that while projects are delivered, they are of limited use to the local communities they intended to help.     

China-Japan-ROK Relations in Post-Beijing Olympics-Summary of the Sino-Japan-ROK Trilateral Symposium

The trilateral seminar of ＂China-Japan-ROK Relations in Post- Beijing Olympics＂ - organized by China Institutes of Contemporary International Relations （CICIR）, the Asahi Shimbun Asia Network （AAN） of Japan and the Hwajeong Peace Foundation of Northeast Asia Daily （the Dibg-A Ilbo） in South Korea--opened in Beijing on October l lth, 2008. Over 30 representatives from China, Japan and Korea attended the seminar and shared their views on a variety of issues, including China beyond the Games, security cooperation in Northeast Asia and Sino- Japanese-ROK cooperation in a new era. Summary of Symposium on the First Anniversary of the World Financial Crisis

When Lehman Brothers Holding Inc., the prominent investment bank, was allowed to go bankrupt without proper preparation on September 15, 2008, a global financial tsunami arose, dragging the world＇s economy into a period of great crisis. Just one year later, on September 15, 2009, a seminar titled ＂the First Anniversary of the World Financial Crisis＂ was organized in Beijing by the Globalization Research Center of the China Institutes of Contemporary International Relations （CICIR）. Experts attending the seminar shared their views on the primary cause of the financial crisis, the dynamic trend of the post--crisis world structure, and China＇s status in this tremendously changed world. The discussions are summarized below.     

After decolonization: Australia and the emergence of the non‐aligned movement in Asia, 1954–55

This article is a study of the response of the Australian government under Robert Menzies to the emergence of the Afro‐Asian movement in the mid‐1950s, especially the element of the non‐aligned nations, which culminated in the Bandung meeting of April 1955. Non‐alignment and anti‐colonialism posed direct threats to the Menzies government's plans for the defence of Southeast Asia and its foreign policy for the region. The study of the Australian response to the Bandung meeting reveals the different legacies which European imperialism left behind in Australia compared with its neighbours in south and east Asia.

Marking a Weberian Moment: Our Discipline Looks Ahead

That the discipline of International Relations is again in disarray was the prevailing theme of a seminar titled Visions of International Relations , held at the University of South Carolina in autumn 1998. This essay is at once a reflection on the discussions that took place at the seminar and a representation of views that I offered as a participant. It comments on the epistemological issues in contention in the "third great debate" in International Relations, and it raises questions about the place and legitimacy of humanistic approaches to the study of relations among states and peoples. By my reckoning, International Relations is a full-fledged, full-blown, autonomous, legitimate and accomplished academic discipline, and ought not to be thought of as a subfield of political science or of any other of the socialsciences.
