ABSTRACT

This article takes issue with de-politicised and moralistic conceptions of the Responsibility to Protect (R2P) and, inspired by the political theory of Hannah Arendt, develops a ‘re-politicised’ and ‘de-moralised’ account of R2P. It argues that by relying on a link between a moral responsibility to ‘save strangers’ and practical political action, R2P turns a blind eye to the political interest of powerful actors. And by trying to transform R2P into a ‘blueprint’, ‘roadmap’ or ‘emergency plan’ for political action, many commentators try to render obsolete political deliberation and practical judgement on a case-by-case basis. The present article argues that it is necessary to develop a more realistic view of R2P’s role and potential in world politics. R2P, it is argued, has an important discursive function and considerable potential to influence and guide international decision-making processes. Drawing on Arendt’s conception of ‘evil’ as a crime against humanity itself, this article reframes R2P as a ‘responsibility to protect humanity from evil’. An Arendtian understanding of mass atrocities as crimes against our common humanity (i.e. as evils) facilitates the development of a re-politicised and de-moralised account of R2P: This account recognises its discursive role, it actively seeks to generate political interest for action in the face of harrowing mass atrocities but also acts as a leash on intervention in less severe cases.

The aim of this article is to contribute to the debate on global prosperity in the post-GDP world, with specific attention given to the political discourse and intellectual debate on ecological civilization in China. I will first assess the national and international implications of assuming that China as a whole is a ‘locality’. I will then focus specifically on one of the most significant political and intellectual debates in Chinese studies today, namely the social and environmental challenges linked to China’s political and socio-economic development. In this light, I will engage with the debate on the Anthropocene - the era during which humans have become an earth-altering force – and its interrelationship with the discourse on ecological civilization. In China, the term ‘ecological civilization’ appeared in the 1980s in the academic domain and was then appropriated by political discourse. This article proves that the concept of eco-civilization, in a similar way to the Anthropocene, has a significant discursive power: it allows for a shift from the binary political economy discourses of ‘growth’ versus ‘development’, and ‘socialism’ versus ‘capitalism’, to the inquiry of eco-socially sustainable prosperity. The final aim of this article is both to offer a more nuanced analysis of the relationship between the political discourse and academic debate, and to substantiate the rhetoric trope of ‘Advancing Ecological Civilization and Building a Beautiful China’.  相似文献

This article explores how fear contributes to empowerment and citizenship practices among youth who choose alternative lifestyles. Fear is conceived in a threefold manner: (1) as a manipulated resource in the political process, (2) as energy to be tamed through individual will, and (3) as radiating from actors and flowing through situations of action. Through an examination of how ‘risk-taking’ youths play with fear, the article critically reflects on the modern and advanced modern conceptualizations of the political ‘heroic’ actor and its articulation with an understanding of political action as decentered from human actors. Citizenship practices, it is argued, operate on five distinct levels of political engagement ranging from an awareness of the world outside of oneself to empathy for others and activism. Rather than being state-centered, the article develops an understanding of intersubjective citizenship based on affective memory.  相似文献

This article explores immigrant protest, citizenship and their relationship, through an account of a ‘naked protest’ by a group of mothers, refused asylum seekers and ‘illegal immigrants’ at Yarl's Wood immigration removal centre in England and ends with an account of the use of the ‘naked curse’ in a protest by an indigenous group of mothers against global oil corporations in the Niger Delta. Woven together from activist materials, news reports, interviews, documentaries and historical data, I recount and mobilise these protests to think about ‘the scaling of bodies’ (Marion-Young 1990) and citizenship under neoliberalism, and the routes through which motherhood is mobilised as a site of political agency and resistance to processes of disenfranchisement. I argue that these maternal protests challenge the ‘catastrophic functionalism’ of Agamben-inspired accounts of ‘bare life’, and offer an alternative lens through which to perceive the ethical and political claims made by abject populations (Papadopoulos et al. 2008, p. 198). In thinking through and with these naked protests, this article reframes the sexual politics of citizenship and brings questions of maternity and natality to bear on citizenship studies.  相似文献

What explains the French government’s unwillingness to accept more legal immigrants or at least ignore those who enter or over-stay clandestinely? This paper answers this question by exploring the political economy and regulation of undocumented immigration in France during the 1990s. In light of a broad liberal and Marxist literature on the political economy of immigration, I argue that three ‘proximate determinants’ shape the regulation of undocumented immigration in France (a ‘Europeanized’ security agenda, ‘self-limited sovereignty’ and control of the labour market, especially informal employment). However, these proximate determinants do not necessarily excavate the social relations of power (that is political economy) which constitute the basis for policy making. I argue then that a return to the importance of the labour market (and thus the class and racial constitution of French society) is essential, but without a simple return to Marxist political economy. Instead, I suggest the value of ‘virtualism’ for carving out a new post-structuralist/‘postmodern’ political economy of immigration.  相似文献

The article addresses the situation of the asylum seeker as an instantiation of the ‘homo sacer’, the ultimate biopolitical subject whose life is stripped of cultural and political forms. The focus is on the socio‐spatial mechanisms that immobilize asylum seekers in ‘non‐places’ such as accommodation centers in which they lead a life in a permanent state of exception and detention centers into which they are forced without trial. To offer a systematic account of this immobilization the article elaborates on the concept of the camp. It then moves on to discuss some significant convergences between refugee spaces and other more desirable contemporary ‘camps’ (for example, gated communities) that problematize the notions of the city and politics. To conclude, the consequences of the ‘camp’ as a form of positive power as well as restriction of freedom are discussed, relating this to a discussion of the ‘end of the city’ and the (im)possibilities of resistance to or ‘escape’ from camps.  相似文献

ABSTRACT

Many of the connections between punk and anarchism are well recognized (albeit with some important contentions). This recognition is usually focussed on how punk bands and scenes express anarchist political philosophies or anarchistic praxes, while much less attention is paid to expressions of ‘punk’ by anarchist activist groups. This article addresses this apparent gap by exploring the ‘punk anarchisms’ of two of the most prominent and influential activist groups of recent decades (in English-speaking contexts at least), Class War and CrimethInc. Their distinct, yet overlapping, political approaches are compared and contrasted, and in doing so, pervasive assumptions about the relationship between punk and anarchism are challenged, refuting the supposed dichotomy between ‘lifestylist’ anarchism and ‘workerist’ anarchism.  相似文献

This article investigates the impact of populist messages on issue agreement and readiness for action in 15 countries (N = 7,286). Specifically, populist communicators rely on persuasive strategies by which social group cues become more salient and affect people's judgment of and political engagement with political issues. This strategy is called ‘populist identity framing’ because the ordinary people as the in-group is portrayed as being threatened by various out-groups. By blaming political elites for societal or economic problems harming ordinary people, populist communicators engage in anti-elitist identity framing. Another strategy is to blame immigrants for social problems – that is, exclusionist identity framing. Finally, right-wing political actors combine both cues and depict an even more threatening situation of the ordinary people as the in-group. Based on social identity theory, an experimental study in 15 European countries shows that most notably the anti-elitist identity frame has the potential to persuade voters. Additionally, relative deprivation makes recipients more susceptible to the mobilising impact of the populist identity frames.  相似文献

Using individual data on Swiss federal ballots (VOX data) and an original dataset on the evolution and content of political campaigns, this article elucidates how negative campaigning influences individual turnout during Swiss federal ballots. It hypothesises that the effect of negativism on turnout depends on ‘which camp goes dirty’ and, specifically, on the direction of the political campaign (‘status quo’ versus ‘policy change’ campaigns). A series of multilevel models provide strong support for the hypotheses, by showing that high negativism in ‘status quo campaigns’ decreases individual turnout, whereas high negativism for ‘policy change campaigns’ increases it. It is argued here that this could depend on the emotional responses triggered by negativism in political campaigns.  相似文献

This article systematically explores the political context behind Labour and the Conservatives' new commitment to a British Bill of Rights. This is linked to conflicting incentives to resist the current trajectory towards rights constitutionalism (‘Constitutional Freeze’), to further encourage further rights constitutionalism (‘Constitutional Fire’) and to engage in largely cosmetic change (‘Constitutional Smoke’). Ultimately, the latter has proved dominant for both parties. This demonstrates the difficulty of building political momentum behind significant revision of institutional responsibility for protecting human rights in stable, democratic settings. It specifically illustrates the strong barriers which both a hegemonic policy preserving and an ‘aversive’ constitutionalising dynamic must overcome to succeed.  相似文献

This article explores some of the key pathologies of English penal politics by applying an interpretive political analysis perspective to the specific issue of the plight of the ‘prisoners left behind’, the thousands of indeterminate‐sentenced IPP (imprisonment for public protection) prisoners who remain incarcerated, notwithstanding the abolition in 2012 of this sentencing option targeted at ‘dangerous offenders’. The article draws on research findings from an ESRC funded study of penal policymaking to examine why the Gordian knot of the prisoners left behind has proved to be so hard to untangle. The broader lessons of this specific story are then set out. In particular, it is argued that the public and political debate around criminal justice has become damagingly narrow over recent years.  相似文献

What might be gained by learning to live with ‘the problem’ of irregular migration, rather than attempting to solve it? This article engages two senses of ‘the problem’ at stake: first, the ongoing nature of displacement and migration and second, the contested justice claims that sit behind different policy perspectives. The second sense of the problem (its political dimension) is rarely addressed explicitly in public debate. Yet direct engagement with the political dimension offers the potential to unlock debate from a polarised impasse. To make this argument, I first diagnose debate on irregular migration in terms of three archetypal positions and examine their implicit justice claims. I then argue for a more ambitious debate that pushes contending justice claims to their logical extensions. Debate of this kind requires a more coherent defence of justice claims, whether they are based in communitarian, cosmopolitan, anti-capitalist or hybrid values with respect to citizenship and political community. The article concludes with an illustration of how this approach can generate momentum for less circular, more sustainable and politically achievable policy responses. The argument is made with reference to illustrative examples from Australia and Europe but holds for a variety of contexts where ‘the problem’ is framed in similar ways.  相似文献

This article considers how modern British political history has changed since the ‘new political history’ of the 1990s. It focusses on the ‘vernacular’ histories which have emerged in the last decade or so. The vernacular ‘turn’ is frequently framed by its proponents in opposition to the new political history, with its focus on the rhetoric of politicians and subsequent tendency to reproduce the perspectives of political elites. This article, however, identifies continuities between these approaches, noting their shared interest in advancing a more complex understanding of the relationship between politics and people in the past. It argues that the real challenge posed by the vernacular lies in the necessary reckoning with the ‘apartness’ of politics from the perspective of ordinary people. Yet here too, this piece suggests, the vernacular turn can be seen as the latest stage in a continual rethinking of the relationship between political, social and cultural history.  相似文献

This article examines the politics of the October 2010 Strategic Defence and Security Review (SDSR), focussing on the points of difference between the main political parties (and within the Cameron coalition government) and the political dynamics of the review process. In examining how the government's core mission to reduce the country's ‘historic deficit’ impacted on the review process and outcomes, we are also able to highlight the practical results of a political philosophy that is currently being implemented across Whitehall. We argue that defence is a path‐finding policy area for a new kind of post‐industrial bureaucratic environment typified by a ‘thin‐client’ and ‘smart customer’ function that interacts with industry.  相似文献

ABSTRACT

CasaPound Italia (CPI) is an Italian extreme-right movement. It has its headquarters in Rome but the movement has branches in other northern and southern cities. Members of CPI define themselves as ‘Fascists of the Third Millennium’. Bulli’s article focuses on the mix of cultural imaginaries that the organization offers to its members and sympathizers as well as for public consumption. The movement is able to function at different levels of political mobilization—and to recruit members by presenting a targeted set of incentives designed to engage them politically—which include various forms of cultural identification. All these levels are linked by a common idealized subjectivity that brings together classic elements of historic Fascism, including cultural references to the ‘speed of action’ typical of Futurism, with an overcoming of the party-centred post-Fascist Italian political subculture. Bulli’s article emphasizes CPI’s strategic construction of a multifaceted cultural imaginary in which language, communication and codes of conduct play a role comparable to values and ideology.  相似文献

Rather than aiming to produce more ‘rational’ or more ‘other-regarding’ citizen judgements (the outcome of which is uncertain), deliberative democratic exercises should be re-designed to maximise democratic participation. To do this, they must involve citizens and experts, a novel arrangement that will benefit both cohorts. For the former, a more inclusive form of deliberation will offer an opportunity to contribute to political discussion and be listened to by people with political or policy-based authority. For the latter, it will provide a venue through which expertise can be brought to bear on democratic decision making without risk of scapegoating or politicisation. More broadly, deliberation that prioritises dialogue (over, say, opinion change) affirms the principle that political decisions reflect value judgements rather than technically ‘right’ or technically ‘wrong’ answers—judgements that are legitimate if arrived at through discussion involving the people due to be affected by the resultant policy. This article sets out the advantages of this form of deliberation—which bears some similarity to certain types of citizen science—in the context of the UK government’s responses to Covid-19; both the confused decision making evident to date, and the forthcoming re-opening phases that will prioritise or advantage some constituencies over others.  相似文献

This article discusses recent trends to incorporate the results of systematic research (or ‘evidence’) into policy development, program evaluation and program improvement. This process is consistent with the New Public Management (NPM) emphasis on efficiency and effectiveness. Analysis of evidence helps to answer the questions ‘what works? and ‘what happens if we change these settings?’ Secondly, some of the well known challenges and limitations for ‘evidence‐based’ policy are outlined. Policy decisions emerge from politics, judgement and debate, rather than being deduced from empirical analysis. Policy debate and analysis involves an interplay between facts, norms and desired actions, in which ‘evidence’ is diverse and contestable. Thirdly, the article outlines a distinction between technical and negotiated approaches to problem‐solving. The latter is a prominent feature of policy domains rich in ‘network’ approaches, partnering and community engagement. Networks and partnerships bring to the negotiation table a diversity of stakeholder ‘evidence’, ie, relevant information, interpretations and priorities. Finally, it is suggested that three types of evidence/perspective are especially relevant in the modern era – systematic (‘scientific’) research, program management experience (‘practice’), and political judgement. What works for program clients is intrinsically connected to what works for managers and for political leaders. Thus, the practical craft of policy development and adjustment involves ‘weaving’ strands of information and values as seen through the lens of these three key stakeholder groups. There is not one evidence‐base but several bases. These disparate bodies of knowledge become multiple sets of evidence that inform and influence policy rather than determine it.  相似文献

Abstract

This article begins by arguing that the image of a political party is of strategic importance in its pursuit of electoral success. More specifically, it is argued that important influences on party image are ‘politically relevant’ events. The paper then develops a conceptual model of how the images of political parties are influenced by such events. It considers internal and external factors that influence the power of a given event to affect party image. Next, the process of image transfer itself is discussed along with the factors that influence the way credit/ blame is apportioned from an event. Then, ways of dealing with ‘negative’ events are considered. The overall model is used to analyse a specific political event (the Iraq war) and assess its likely impact on party image. The article concludes by assessing the model's efficacy and limitations in analysing the case used and with events per se. Finally, future research ideas prompted by the paper are discussed.  相似文献

This article contends that the outcome of the prolonged dispute about the future constitutional status of Northern Ireland (NI) will be shaped by the emerging dynamic between ‘old’ and ‘new’ political identities in NI. The ‘old’ identities conceived political outcomes as defined by two monolithic ethno-cultural blocs: nationalism (alongside republicanism) and unionism (alongside loyalism). Nationalism and unionism formed the ‘two communities model’ of consociational governance enshrined in the Belfast/Good Friday Agreement (B/GFA). Today, despite the Agreement being in existence for over twenty years, growing numbers of citizens identify with neither ethno-cultural category. Recent elections indicate that more pluralistic ‘new’ political identities are gaining ground at the expense of traditional alignments. The implications for NI's constitutional future are likely to be profound. The emerging constituency of non-aligned voters will have a decisive impact on the final outcome of any border poll on Irish unification. Such voters typically support the cross-community Alliance Party, the Greens, or the left People Before Profit (PBP) party. Crucially, these parties are concerned as much with economic and social issues as constitutional questions. In the context of growing political fluidity, the result of any future border poll remains contingent.  相似文献

‘Political leadership’ is one of the classic subjects of political science research on an international scale. Recently, in modern western democracies, ‘leadership’ has gained additional importance as a political function to evaluate governments and political leaders and is seen as rather independent of the policy dimension of leadership. Despite this increased relevance of ‘political leadership’, it has remained among the most neglected major issues in political science, particularly within research in the German-speaking world. This article discusses a wide range of recent approaches to studying ‘political leadership’. It then argues in favour of an ‘interactionist’ approach which takes into account both of the crucial empirical variables which influence the leadership process, the institutional, societal, and personal factors as well as political circumstances, and the normative expectations towards political leadership in modern established democracies.  相似文献
