转型：东川解困的战略选择

编者按: 按照新型工业化的要求为工业发展提速,已成为振兴云南经济的重要出路.当人们正积极为云南工业谋划的时候,看看百年来曾执云南工业牛耳的东川、个旧走过的道路及其间的经验、教训,对我们深识云南工业不能不走新型工业化路子当有深刻启示.     

云南县域经济之困

县域经济长期以来一直是云南经济发展中的一座难以逾越的山头.县域经济发展的不足和滞后,已成为影响云南经济社会发展和全面建成小康社会的一个关键因素.本文结合有关资料,就县域经济发展困境问题,谈几点认识和看法. 一、云南县域经济发展中存在的主要问题及原因 从云南的县域经济发展情况看,近年来,虽然有了一些新的突破和变化,但从总体上看,仍处于全国后列,发展中存在诸多困难和问题,归结起来主要就是整体规模小、发展水平低、经济实力弱,多数县还依然是"农业弱县、工业小县、财政穷县",难以为更大发展提供支撑.与此同时,县域经济发展的技术含量低,县域产业同构、低水平重复建设现象普遍,多数县没有形成特色支柱产业,难以适应市场竞争.     

工业转型升级才是出路

正云南的发展,现今大家看得愈发明白,关键还在产业上,核心则是工业。只有改造和提升传统的烟草、冶金、能源等支柱产业,发展壮大以资源利用为主的新型轻工业和重化工业,云南发展才会有比较显著的进步,各项事业的面貌才有根本性改观,老百姓的生活水平才有实质性提高。长期以来,由于地缘环境不佳,云南的工业经济一直呈现规模小、布局分散、市场主体弱、创新能力不足、竞争力不强的状况,导致整个经济发展的速度和质量都不同程度存在一些问题。在新时期工业进入改革和调整的阶段,由于历史旧账的

我国工业低碳发展的路径探析——以武汉市为例

文章以武汉市工业为例,探析我国工业的低碳发展路径.计算武汉市2000～2010年的工业碳排放总量、单位工业增加值碳排放量等指标,并与北京、上海相比较,结果表明,武汉市工业低碳发展水平很低.进一步采用LMDI分解法,分析能源结构、技术进步、产出结构、经济规模等因素对碳排放量的影响,研究发现,经济规模是主要正向影响因素,产出结构次之,技术进步是主要反向影响因素,能源结构的影响很小.最后,提出工业低碳发展的建议.
