ABSTRACT

It has been well acknowledged by historians of South African media that the country had a vibrant grassroots community press under apartheid, which declined with the advent of democracy. The ruling African National Congress (ANC) has supported media diversity in its media policy and has also criticised the supposedly anti-transformative nature of mainstream agenda-setting press. It has called for a range of measures to counteract this problem, including media diversity and intensified support for community media. However, apart from the establishment of the Media Development and Diversity Agency (MDDA), in its practices in government, the ANC has adopted a market-driven approach to the development of the sector, leaving questions of market structure to the Competition Commission and Tribunal. Evidence from the community press suggests that this approach, which amounts to an adaptation to neoliberalism, but with a public service top-up, is inadequate to the task of realising diversity. As a result, the community press is facing deep crisis. The article will then consider why the ANC has adopted an incoherent, even contradictory approach to press diversity, and what policy measures are needed to encourage the sorts of vibrant community press that a democratic South Africa needs.  相似文献

The relationship between the United States and Iran has had an important influence on world affairs during the past two decades. Accordingly, the U.S. news media have an instrumental role in portraying U.S.‐Iran relations to the public. The Iranian Revolution and hostage crisis of 1979–1981, the TWA hijacking of 1985, the Irangate controversy of 1986–1987, and the Persian Gulf War of 1990–1991 are examples of important media events that have impacted public opinion regarding U.S. policy toward Iran. This research analyzes government and print media portrayals of the Reagan administration's U.S.‐Iran policy during Irangate. Results supported the prediction that the print media would fulfill their “watchdog” function by providing more critical portrayals of the United States' policy toward Iran than the Tower Commission Report, an investigative document published by President Reagan's Special Review Board. Among the three leading newspapers analyzed, there was significant diversity in the reporting of U.S.‐Iran relations. Results indicate the Reagan administration's attempt to “spin” its version of Irangate did not successfully pressure the media to neglect their watchdog role. Although the Tower Commission Report was less critical of U.S. policy toward Iran than the print media, all four print media sources portrayed the Reagan administration's policy as a flawed approach that degenerated into trading arms for hostages. Implications of these findings for future research are discussed.  相似文献

Abstract

This article explores the relationship between certain South African media corporations, growing post-apartheid Zulu media platforms, the size and diversity of Zulu-speaking media consumers, and the historical socio-cultural construction of ‘Zuluness’. This relationship, this author observes, manifests largely through media corporations’ increasing recognition of Zulu people's pride in Zulu (i.e. the language) and ‘Zuluness’ – all of which are historical products of various forms of socialisation. Coopting this pride, profit-driven media corporations are commodifying Zulu and ‘Zuluness’. This commodification via the establishment of Zulu media outlets is paradoxical: 1) it is a transformation of a public and open Zulu cultural sense of ‘being’ into institutionally determined commodities exchangeable for revenue, for the ultimate benefit of media owners other than the masses of Zulus themselves; 2) it is a form of commoditisation that gives Zulu a linguistic profile that has historically been accorded only to English and Afrikaans. This article's argument is further briefly articulated through various intellectual frames: Graham Murdoch and Peter Golding's conceptualisation of critical political economy of communications and culture (2005); John and Jean Comaroff's anthropological analysis of commercialisation of ethnicity (2009); and, for South African specificity and precedent, through Herman Wasserman's reading of Afrikaans media corporations’ commercialisation of Afrikaans language and identity. The institutional arrangements and mechanisms for preventing and managing conflicts will determine the future of European security and the balance of power in a wider Europe. Russian policy and Russia‐NATO relations are anaylsed within the context of the ongoing changes at Russia's southern periphery. The embryos of three distinct security systems are developing ‐ a Russia‐led, a NATO‐led and one led by the international community. The article suggests that instability in the southern periphery in the future will require security cooperation and a joint approach by Russia and NATO countries.  相似文献

This paper explores EU policy towards Iran to challenge the common implicit or explicit notion that the EU's ‘actorness’ in the international system rests primarily, or solely, on its Pillar I external relations. Utilising criteria developed to examine the ‘actorness’ of the EU, the article explores this policy area to demonstrate that the EU's ‘actorness’ resulted not only from the ‘Community’ aspects of foreign policy, but also from its Common Foreign and Security Policy (CFSP).  相似文献

Abstract

Kwaito can be described as the new music of the new South Africa. Since its emergence over a decade ago, kwaito still blasts from minibus taxis, on the new urban commercial stations formed after media liberalisation, and on street corners from Cape Town to Johannesburg. Kwaito is young, vibrant and decidedly black. This is hardly surprising in a context where music, like everything else, is a highly racialised terrain. This article describes the emergence of kwaito, and explores community radio station, Bush Radio's, broadcasts of kwaito music, looking at how these broadcasts create a sense of community. First, kwaito's emergence within the context of South Africa's mainstream cultural industries is articulated. Then kwaito music is explored as a signifier of black identity. This article is located within a cultural studies framework, which approaches musical genres as cultural texts capable of generating multiple meanings (Grossberg, 1993).  相似文献

This article looks at the South China Sea, an area of dispute between China and other littoral states, as a new area of geopolitical and geoeconomic interest for India. The article follows the strategic discourse on the South China Sea circulating in the Indian government and wider strategic community, and brings in Chinese responses and interpretations of India's involvement. India's role in the South China Sea is four-fold: first, naval deployments; second, increasing strategic-military links with littoral states like Singapore, Indonesia, the Philippines, and Vietnam; third, economic involvement of Indian energy companies in South China Sea waters; and fourth, discussions between India and other regional and extra-regional China-concerned powers about the South China Sea. India's involvement in the South China Sea represents a new development in its Look East Policy, a new balancing factor in the interplay of actors within these waters, and a new friction factor within India-China relations.  相似文献

SUMMARY

The object of this article is to illustrate the extent to which continuing education can be applied as a public relations instrument in alumni relations. Alumni as a prime target group in any university's public relations programme can exert an influence on the university. Apart from their own direct involvement in the canvassing of funds and students, alumni can also exert a meaningful influence in the interest of the university as opinion leaders and decision-makers within the community.

In carrying out a public relations programme, the public relations instruments must be made available to the university in such a way that alumni may be reached to best advantage. The connection between alumni and their university must be strengthened by involving them substantially in the prime concern of the institution – namely education.

In the article, it is suggested that continuing educational programmes aimed at alumni are ideal public relations instruments for supplementing existing programmes.  相似文献

ABSTRACT

Communication conditions the fate of people about and for whom the outcomes arise. The challenge to scholars, practitioners and policy makers is for excellence in the practice of communication. The question which arises is whether this excellence is about efficiency or effectiveness. Towards unravelling this question, two media theoretical notions of communication and information are examined. Though mutually related, the two basic notions are nevertheless different. This article argues that the interchangeable regard and use of these notions by many scholars, practitioners and policy makers is the reason for communication's little apparent impact on improving the developing communities' social and economic conditions despite the accelerated pace, tempo and volume of information technology. The paper rationally situates this argument within the field of development and the role therein of ‘communication’ with reference to the development performance of generally the Third World, and Africa particularly, over the last three decades. Upon this argument, the article suggests a communication paradigm of reversals and practical diversities as a contribution towards excellence in communication. Only when messages sent really begin to speak to the intended audiences and form the basis of intervention can there be excellence in communication.  相似文献

This article reviews Norway's policy during the Suez crisis in 1956, how the policy was formed and how it can be explained. Emphasis is put on the decision‐making process and on the role of the powerful Norwegian Shipowners’ Association. It also discusses Norway's most important interests and considerations in policy formation, and how they were balanced. Norway's Suez policy is seen in connection with the close relations with Israel, which could be viewed as in conflict with the protection of Norway's NATO membership and vital economic interests, represented by the powerful shipowners. In the end, Norway's Suez policy is put in the context of the change in Norwegian foreign and security policy in general, a shift in emphasis from being Britain's close ally and friend to being under the protective umbrella of the US, the new superpower.  相似文献

Abstract

Although the democratisation of science was prioritised after the South African democratic elections of 1994, thus, promoting dialogue, transparency and consultation, communication with rural communities remains a challenge in South Africa. Because of the diverse cultural landscape of the country, aspects such as language, traditions and poverty impact significantly on the facilitation of communication and the dissemination of information, particularly in rural communities.

The South African government's quest to build a better future for all South Africans places renewed emphasis on the role of ‘development’ and the use of communication to meet the future challenges of ‘development for all’.

The purpose of this article is, firstly, to explore the development communication media used in the community awareness programme of the National Department of Agriculture of South Africa in the town of Makutu, Mpumalanga Province, and, secondly, to investigate and offer an assessment of the communication approach followed by the National Department of Agriculture. In this article the scene is set with a brief overview of development communication models and a discussion of different types of media and methods available for communicating with rural communities. A case study on an awareness project launched by the National Department of Agriculture is presented and the article concludes with an assessment of the case study against the theoretical overview presented in the first section of this article to determine the communication approach followed, and communication media and methods used.

A case study on The Larger Grain Borer (LGB), a quarantine insect pest of maize that has left a path of destruction through Africa, forms the basis of this article. The Directorate: Plant Health and Quality of the National Department of Agriculture of South Africa initiated this awareness project to empower farmers through awareness and education to prevent the spread, and to manage the impact, of the pest. It is believed that the key to rural food security lies in the country's ability to effectively disseminate information to rural communities.  相似文献

ABSTRACT

In spite of the conventional wisdom stated by various authors that ‘we are living in the information age’ – a communication era characterised by a global expansion in the reach of mass media and electronic information ‘superhighways’ that span the globe – it is clear that there is growing realisation that it is still difficult to reach and communicate with rural communities in South Africa. The main aim of this article is therefore to examine the application of development communication theories in practice when communicating with communities in the Third World. In this article I argue that the viability of and prospects for effective communication with communities depend on three interrelated aspects. Firstly, the viability and prospects depend on current theoretical trends or approaches in development communication, because at the root of development communication – regardless of how this concept is defined – lies the issues of a structured and theoretical approach to community communication which are determined by current trends. Secondly, and crucial to the viability and prospects of community communication, is the question of which development communication methods or media to apply at the various stages of communication to reach the different target audiences. Thirdly, the viability and prospects for successful community communication will be influenced by an integrated approach to the application of development communication methods and media in development communication programmes or strategies.  相似文献

This article links the NATO enlargement debate to the course of civil‐military relations in the Czech Republic and Slovakia. After a general analysis of civil‐military relations and the media, it looks at the NATO membership issues discussed across seven dimensions and their impact on relations between civil society and the military. Abstract

The Kremlin's change of leadership on 7 May 2008 and growing international fears of Russia's resurgence, especially in the aftermath of the Georgian conflict, make this an interesting time to reflect upon EU–Russia security relations. This article does so by examining closely the Survey of Russian Federation Foreign Policy and, one year on from its approval, drawing upon subsequent developments as preliminary corollary or otherwise of its bearing on policy. On balance, it seems that the Kremlin's evolving perception of Russia and international relations has encouraged revised priorities and objectives and a more forceful foreign policy that not only slow progress in filling the Common Spaces, but also increase the likelihood of Russia–EU competition especially in their shared neighbourhood.  相似文献

SUMMARY

This article seeks to contribute to the debate on a communication policy which aims to enhance meaningful and democratic liaison between the South African Defence Force and news media. Two fairly important considerations, viz. the propaganda value of the so-called first statement and the implications of the dissemination of rumours in a conflict or war situation are investigated briefly. A few lessons learned from defence force operations in Vietnam, in the Yom Kippur and Falklands wars, and in Northern Ireland are discussed. Finally, guidelines are offered and questions posed to the Defence Force and news media which may promote an ideal communication policy between these institutions.  相似文献

ABSTRACT

This article deals with an investigation into the need for Afrikaans television programmes among Afrikaans viewers in the changing media environment in South Africa. Viewers' needs were researched by means of a case study among grade 10 learners in Pretoria. The uses and gratifications approach serves as the theoretical framework of the study and a number of variables affecting respondents' need with regard to Afrikaans television programmes are investigated. These variables are television driven (supply, content and structure of Afrikaans programmes), technology driven (new media technologies such as satellite television and the Internet) and viewer driven (socio-cultural, personal and demographic factors). The study finds a relation between these variables and the need for Afrikaans programmes among respondents. The supply, content and structure of Afrikaans programmes do not gratify respondents' needs. New media technologies broaden respondents' socio-cultural horizons, enabling them to watch, interpret, associate with, and enjoy English programmes comfortably. The changing socio-cultural and demographic environment is liberalising traditional Afrikaans views on television use and is exposing an increasing number of Afrikaans viewers to global television. Within this context the need for Afrikaans programmes is diminishing, placing a question mark over the future of Afrikaans as a television language.  相似文献

Abstract

Drawing on the constructivist concept of ‘securitisation’, this article analyses Russia's perceptions of, and responses to, Norway's Svalbard policy in the 1990s and 2000s. The analysis focuses on three policy issues which have figured prominently on Russia's arctic security agenda in recent years: (1) the establishment and use of civilian radars and satellite ground stations on the archipelago, (2) the adoption of the Svalbard Environmental Protection Act, and (3) the Norwegian Coast Guard's fishery enforcement measures in the Svalbard Fisheries Protection Zone. The article concludes that despite the changes that have taken place in the Euro-Arctic region after the Cold War, Svalbard has not ceased to be a security concern for Russia.  相似文献

The paper provides an overview of the most important results of a project on EU–Korea economic and regulatory relations funded by the European Commission. The paper first outlines the emergence and development of EU–Korea relations. In the second part, the paper presents the main findings clustered in three thematic areas. A first thematic area focuses on a discussion of the EU–Korea Free Trade Agreement. The second cluster analyzes EU–Korea cooperation on regulatory policies with a main focus on cooperation in the policy areas of security (arms trade and control), chemical regulation, environmental regulation, education, development cooperation and industrial policy. The third part focuses on EU–Korea cooperation concerning regional and international issues. In the third part, the paper presents the main recommendations which were formulated on the basis of the project.  相似文献

The "alternative" film originated in South Africa because people or groups outside the apartheid establishment were unable to communicate through existing mass media structures, and their own communication channel had to be established.

The key question addressed in this article is whether the "alternative" South African film actually succeeds in making a contribution, on an intercultural level of communication, to the socio-political reality of South African society, and to what extent the film as communication medium succeeds in establishing positive intercultural communication? A study of four films is undertaken, according to Pieter J. Fourie's theoretical model (1983), whereby the content and shaping aspects of film images are examined from a contextual as well as an analytical point of view.

The value of the "alternative" film lies in the fact that the South African reality is seen from the perspective of the "black" or "coloured" person. For many years "whites", on account of their ethnocentric attitude and the absolutization of their values and norms, were never really aware of other race groups' values and norms, and were not interested in how these people experienced reality. In this regard the "alternative" film has a dual function significant to intercultural communication: on the one hand it offers self-expression – an important principle and starting point for intercultural communication – to people outside the apartheid establishment, and on the other hand, it gives whites within this establishment the opportunity to become acquainted with the worlds of other cultural and ideological groups.

If the South African film wants to present a model for reality, it will have to take into account the complexity of multicultural diversity without absolutizing certain people's cultural values and ideological perspectives. Communication should rather take the form of "dialogue".  相似文献
