Miniaturization of capillary electrophoresis onto a microchip for forensic short tandem repeat analysis is the initial step in the process of producing a fully integrated and automated analysis system. A prototype of the Berkeley microfabricated capillary array electrophoresis device was installed at the Virginia Department of Forensic Science for testing. Instrument performance was verified by PowerPlex 16 System profiling of single source, sensitivity series, mixture, and casework samples. Mock sexual assault samples were successfully analyzed using the PowerPlex Y System. Resolution was assessed using the TH01, CSF1PO, TPOX, and Amelogenin loci and demonstrated to be comparable with commercial systems along with the instrument precision. Successful replacement of the Hjerten capillary coating method with a dynamic coating polymer was performed. The accurate and rapid typing of forensic samples demonstrates the successful technology transfer of this device into a practitioner laboratory and its potential for advancing high-throughput forensic typing.  相似文献

Single‐party parliamentary governments often have no institutional checks on their authority. Such governments can pass and implement policies constrained only by the need to maintain party loyalty and win elections. Literature on delegation suggests that such governments would never adopt reforms such as Administrative Procedures Acts (APAs) that are designed to constrain this freedom. Nevertheless, such governments do pass APAs: Greece, Portugal, Romania, Spain, and Sweden have all done so in the past 30 years. We argue that the possibility of losing power motivates parliamentary governments, both single‐party and coalition, to trade current policy loss for future gain with APAs.  相似文献

Are people willing to give up affordable healthcare and future years of their lives in exchange for having a voice in healthcare decision-making? Drawing upon research on the psychology of justice, we claim that the fairness of healthcare decision-making procedures, expressed by the availability of voice, can be more important than critical health-related outcomes. We examined this proposition using a forced-choice paradigm that required participants to choose between voice and better healthcare outcomes (affordable healthcare and greater life expectancy). Findings from three studies revealed that people maintain a strong preference for voice even at the expense of tangible healthcare outcomes. In study 1, participants preferred a healthcare plan that offered them a voice when it was $3,000–$12,000 more costly than a plan that did not offer such voice privileges. In study 2, participants preferred a voice plan to a no-voice plan when the no-voice plan was 5–20 years greater in its average life expectancy compared with the voice plan. In study 3, which used a more demographically diverse, non-student sample, the preference for the voice plan persisted across all conditions, even when the no-voice plan was 25 years greater in its life expectancy, and even when participants’ expected to personally live longer under the no-voice plan. These results are explained by participants’ expectation to enjoy better personal healthcare outcomes and greater autonomy when afforded voice. These findings demonstrate the importance of voice in hypothetical decision-making relevant to policy-making.  相似文献

Abstract: Automated platforms used for forensic casework sample DNA extraction need to be versatile to accommodate a wide variety of sample types, thus protocols frequently need modification. In this study, DNA IQ? methods previously developed for the Biomek® 2000 Automation Workstation were adapted for the Teleshake Unit using normal volumes and all deepwell extraction, and a large volume DNA IQ? method developed. DNA purification without detectable contamination of adjacent reagent blanks is reported in the extraction of tissue samples containing several micrograms of DNA. Sensitivity and contamination studies demonstrated similar performance with the manual organic extraction method for bloodstain dilution samples. Mock casework samples demonstrated the effectiveness of the Teleshake and Teleshake large volume methods. Because of the performance and increased versatility of the DNA IQ? extraction with these modifications, the Teleshake Unit has been implemented in both normal and large volume automated DNA extractions at the Virginia Department of Forensic Science.  相似文献

Why do voters reward or punish the incumbent government? A number of studies show that economic performance often drives support, though the strength of this relationship is often conditional. This article suggests that economic voting may also be conditioned by the breaking and keeping of campaign promises. A number of presidents throughout Latin America have campaigned explicitly against neoliberal economic policies, only to pursue them aggressively once in office. This study argues that presidents who abandon their promises assert the executive's responsibility for the economy and raise the salience of economic issues in the next election. Consequently, voters respond rationally to these policy switches, rewarding them when they succeed and punishing them when they fail. Using data from 78 presidential elections across 18 countries, this study finds substantial evidence that broken promises exacerbate the consequences of poor economic performance and magnify the benefits of good economic performance.  相似文献

We note that in the legal industry, socially constructed status may be an especially powerful type of firm position, and may also relate to internationalization through opening offices in new foreign markets. Hence, in this analysis we offer the first effort to simultaneously consider relationships between socially derived firm status and internationalization, and economic status and internationalization in a legal industry context. Specifically, we use longitudinal data on large US corporate law firms from 1984 to 2008. We find an inverted U-shaped relationship between social status and rate of internationalization. Additionally, we identify an inverted U-shaped relationship between economic status, or domestic market share, and rate of internationalization.  相似文献

This study explains the limits of institutional transformation in Korea from the developmental state to a post-developmental state, in terms of regulatory institutions instead of developmental institutions. The Korean state has taken advantage of the government's discretionary policy changes and power formed by both informal state institutions and informal policy networks, while the regulatory state has placed a special emphasis on social consensus as well as political support for changes of market institutions. New market rules and laws have also been inefficient and ineffective for fair market competition. Limits of regulatory governance change have occurred due to misalignments between informal regulatory institutions in the developmental state and formal regulatory institutions in the post-developmental state. State managers have created discretionary state intervention in policy implementation, politicized the roles of regulatory agencies, and brought ministry-type regulatory state institutions back in. The establishment of effective market institutions has failed due to informal market institutions (unfair and illegal market practices) that have interfered with the policy implementation of new formal market regulations.  相似文献

In this study, I assess whether administrative procedural openness, via administrative procedure acts (APAs) enhances public confidence in the civil service. I argue that APAs increase governmental transparency, predictability and accountability. Consequently, APAs ought to enhance public confidence in a country's democratic institutions, ceteris paribus. To substantiate this prediction, I investigate trends, pre- and post-APA passage, in the attitudes of Korean citizens regarding their country's democracy in general and civil service in particular (as well as with a second, brief case study of Taiwan). The evidence supports my argument both cross-sectionally and over time, suggesting that passage of Korea's APA laws in the mid-1990s did enhance the Koreans’ confidence in their country's civil service. Attitudes toward the bureaucracy, in turn, are powerful predictors of satisfaction with Korea's democracy, measured both absolutely and relative to attitudes toward the state of the nation 10 years prior. Several key findings replicate for Taiwan.  相似文献

The paper provides an overview of the most important results of a project on EU–Korea economic and regulatory relations funded by the European Commission. The paper first outlines the emergence and development of EU–Korea relations. In the second part, the paper presents the main findings clustered in three thematic areas. A first thematic area focuses on a discussion of the EU–Korea Free Trade Agreement. The second cluster analyzes EU–Korea cooperation on regulatory policies with a main focus on cooperation in the policy areas of security (arms trade and control), chemical regulation, environmental regulation, education, development cooperation and industrial policy. The third part focuses on EU–Korea cooperation concerning regional and international issues. In the third part, the paper presents the main recommendations which were formulated on the basis of the project.  相似文献
