Negotiation is integral to business success, and information is the lifeblood of the negotiation process. When invalid information is disseminated via manipulation or deceit, one or more parties can suffer. Nonetheless, many studies have shown that the use of questionable or unethical tactics is commonplace. This article reports on a study of twelve behaviors that can neutralize a counterpart's tendencies to employ questionable or unethical tactics, improving the chances for an integrative (win–win) outcome. The results suggest that while nearly two thirds of participants employed neutralizing behaviors, they used many of these behaviors later in the negotiation process than anticipated and simultaneously alongside questionable or unethical tactics. While we found some evidence that the twelve neutralizing behaviors were viewed differently from questionable or unethical tactics, the expected attenuating effects were not found. The implications of these findings, including opportunities for future research, are discussed.  相似文献

The Al Qaeda type of terrorist is quite different from that of those of the IRA or Hezbollah. The former is seeking a clash of civilizations or at least a clash between the Islamic world and the West or at least between Islam and the US. 2001年年底爆发金融危机和经济危机后,阿根廷政府从根本上否定了新自由主义经济模式,进行了一系列重大改革,逐步形成了一种与新自由主义和旧发展主义经济模式有着许多不同特点的新发展战略或模式,即所谓阿根廷模式或基什内尔模式.有的学者认为,阿根廷的经济发展实践是新发展主义在拉美兴起的标志.笔者认为,这是一种正在探索中的模式,因而也是一种不成熟的模式,甚至可以说是一种还"没有成型"的模式的雏形,在今后的实践中也许能逐步发展成一种切实可行的模式,也许最终走向彻底失败.但无论如何,现在它是阿根廷和其他拉美国家正在进行的探索性实践.  相似文献

Recently, increasing references are made to the international community that is conceptually and analytically useful when distinguished from the international society. Supposedly, the relations of some international agents can be described as a community due to their shared we-feeling, identity or ethos. This article discusses ‘thick’ and ‘thin’ international communities and suggests additional criteria that ought to be considered when determining whether a particular actor or agent is or is not a member of the international community. Moreover, the article suggests a dynamic conception of the international community as a context-dependent configuration rather than as some relatively stable subgroup of the international society. In this sense, this article offers an innovative perspective to collectivities through a focus on the international community. On a different level, this opportunity is used to draw attention to the roles beliefs play in and in the study of international politics.  相似文献

在世界大变局中,战后国际格局重大变化的主要标志是“世界老二”易位。苏联、日本皆不例外;21世纪以来欧盟也由盛转衰。未来国际格局可能有三种前景:1.中美两极对抗体制;2.中美竞争合作的“两极多元体制”;3.世界各大力量多元并存,构建多元一体的人类命运共同体。这要看世界潮流是走向和平多边主义还是暴力多边主义。中国实现伟大复兴后的战略选择是“济弱扶倾”,为世界可持续发展与可持续安全做贡献。日本面临的战略选择是:继续在《日本国宪法》下走和平发展道路,还是修改宪法,成为“能战国家”的一员,加入暴力强权的多边主义?坚持开放的地区主义与国际协调,还是搞排他经济集团,远交近攻,以中国为竞争对手?利用中美对立从中渔利,还是促进中美协调而避免在中美之间“选边站”?妥善处理中日两国围绕钓鱼岛归属认知争议和台湾问题,还是重走历史老路?囿于冷战思维和传统权力政治的现实主义决策逻辑,同中国搞战略对抗,还是树立共同、综合、合作、可持续安全的新安全观,与中国加强合作?这些战略选择将关乎未来30年的中日关系。  相似文献

Abstract

This article reconsiders the theoretical logic behind the “Madman Theory”—the argument that it can be beneficial in coercive bargaining to be viewed as mad, or insane. I theorize about how we can best define perceived madness in a way that is relevant for analyzing coercive bargaining. I identify four types of perceived madness, broken down along two dimensions. The first dimension is whether a leader is perceived to (a) make rational calculations, but based on extreme preferences, or (b) actually deviate from rational consequence-based decision making. The second dimension is whether a leader’s madness is perceived to be (a) situational or (b) dispositional. I argue that situational extreme preferences constitute the type of perceived madness that is most helpful in coercive bargaining. I illustrate my argument using case studies of Adolf Hitler, Nikita Khrushchev, Saddam Hussein, and Muammar Gaddafi.  相似文献

This article draws on public opinion survey data from Morocco, Tunisia, Egypt, and Jordan to investigate first, whether a “demand for democracy” in the region exists; second, how to measure it; and third, how respondents understand it. The picture emerging from this analysis is complex, eluding the simple dichotomy between prima facie support and second order incongruence with democracy, which characterises current debates. Respondents have a more holistic understanding of democracy than is found in current scholarship or indeed pursued by Western or regional policymakers, valuing civil-political rights but prioritizing socio-economic rights. There is broad consensus behind principles of gender equality, but indirect questions reveal the continuing influence of conservative and patriarchal attitudes. Respondents value religion, but do not trust religious leaders or want them to meddle in elections or government. Moreover, while there is broad support for conventionally-understood pillars of liberal democracy (free elections, a parliamentary system), there is also a significant gap between those who support democracy as the best political system in principle and those who also believe it is actually suitable for their country.  相似文献

Information warfare represents a threat to American national security and defense. There are two general methods in which a terrorist might employ an information terrorist attack: (1) when information technology (IT) is a target, and/or (2) when IT is the tool of a larger operation. The first method would target an information system for sabotage, either electronic or physical, thus destroying or disrupting the information system itself and any information infrastructure (e.g., power, communications, etc.) dependent upon it. The second would manipulate and exploit an information system, altering or stealing data, or forcing the system to perform a function for which it was not meant (such as spoofing air traffic control). A perennial dilemma of combating terrorism in a democratic society is finding the right balance between civil liberties and civil security. The special problems associated with IT are examined. The US national security establishment needs to use a flexible, integrated response to counter information terrorists ‐ one which employs information warfare tactics tailored to counter gray‐area phenomena, but which also pools resources from ‘conventional’ counter‐terrorism and law enforcement authorities.  相似文献

There has not been a single instance of nuclear terrorism in the fifty‐plus years since the end of World War II. The dissolution of the Soviet Union, however, has rendered nuclear materials and technology vulnerable to various forms of diversion, which may enable terrorist use of nuclear or radiological devices. The several terrorist options in this regard are described and evaluated. Nuclear capabilities based upon theft or construction of a device are viewed as remote possibilities. Environmental contamination through a radiological device or reactor sabotage is (and has been) a viable option. A general theoretical principle is advanced as a possible explanation for the terrorist avoidance of the nuclear option.  相似文献

It is common to hear the assertion that weak or failed states are fertile ground for terrorism. Yet terrorist groups have emerged from, and operated within, countries which have strong, stable states and a variety of systems of government. Terrorist organizations operate in weak and failed states but it is not necessarily the condition of weak or failed statehood which explains their presence. Moreover, it is not necessarily the weakest states which do host such groups. Therefore, this condition is not a sufficient explanation for their presence. While weak or failed states might provide an enabling environment for certain types of terrorist groups to operate, additional explanatory variables need to be identified.  相似文献

There is no broad literature defining conservative internationalism as there is for liberal internationalism and realism. Yet conservative internationalism differs from liberal internationalism and realism in four important ways. First, it seeks a world of limited government or separate sovereign nations not big international institutions. Second, it believes that national security is a function of ideological differences not just relative power or diplomatic misunderstandings. The democratic peace is a much safer world for America than the balance of power or United Nations. Third, it recognizes the need to use force during negotiations, not just after negotiations fail, because authoritarian states will not take negotiations seriously if they can achieve their objectives outside negotiations. And fourth, it advances democracy conservatively by prioritizing regions where strong democracies exist nearby (today Ukraine and Korea) and by using military leverage to reach timely compromises that weaken authoritarian states.  相似文献

Negotiators must improvise. As the negotiations process unfolds, they work with new information, continually making decisions along the way to achieve favorable results. Skilled improvisational jazz musicians and actors perform in similar ways: they repeatedly practice song chord progressions and notes or scene guidelines before a performance; then, during the performance, they work with the information or the music they hear in order to react and respond, making decisions along the way to produce dazzling music or a compelling scene. In this article, two experts in negotiation, a jazz-improvisation scholar, a former member of an improvisational theater troupe, and a psychotherapist versed in therapeutic improvisational techniques explore the improvisational nature of negotiation.
Several aspects of negotiation are similar to improvisation. Both negotiators and improvisational performers need to have a similar mind-set to be successful, both need to recognize and/or change that mind-set at times, and both must craft creative solutions. But there are some significant differences between improvisational performance and negotiation practice, which this article also notes. For example, personal charisma ("star quality") is a common attribute of successful performers, but not something negotiators may always rely on. Similarly, improvisational artists usually work as a team, while a negotiator is often on his or her own. Nonetheless, the incorporation of improvisation techniques into the negotiation skills repertoire holds great promise for practicing negotiators and is a worthy topic of future negotiation research and teaching.  相似文献

This article argues that ASEAN has been, will remain, an essentially contested institution. No one has claimed, or could claim, that ASEAN is a flawless organization, but at the same time, the characterization of ASEAN as a dysfunctional entity or a talk shop is misplaced. The reality lies in taking the middle ground as the articles in this special issue show. Research and debate on ASEAN should be based on comparing its record with other regional associations in the developing world and using some agreed criteria about what success or failure means. And disagreements about ASEAN's role should be welcomed as part of a healthy debate.  相似文献

One of the most disturbing paradoxes of modern times is that an acute sense of expanding moral responsibility goes hand in hand with a growing inability to bear such responsibility. This article demonstrates how modern technology, in particular information technology, has contributed to both the expansion of moral responsibility and the development of the responsibility gap. In order to deal adequately with the challenges modern technology poses in respect of moral responsibility, it has become necessary to supplement the classical notion of retrospective moral responsibility with the new notion of prospective moral responsibility. In the case of retrospective responsibility some or other negative outcome of the past is ascribed to a particular person or persons. In the case of prospective responsibility, the responsibility of preventing humans and nature from being actively harmed or to realise desirable future conditions by taking the necessary measures in the present, is ascribed to a particular person or persons, or, more likely, to a particular institution or institutions.  相似文献

This article examines why the World Bank adopted neo-liberal economic policies. It argues that neo-liberal discourse favoured the interests of key Northern actors, and, more surprisingly, that it also allowed many Southern state actors to maintain or extend their political power. This is because World Bank discourse offers little or no political analysis of the state, instead focusing on 'technical' issues of economic adjustment. While there may now be a certain shift in World Bank discourse towards somewhat greater acceptance of a role for the state, there is still a widespread absence of political analysis, which means that dominant power relations will still not be fundamentally acknowledged or challenged.  相似文献

This article discusses recent preliminary research findings on domestic violence against women in Calcutta, India, during 1994-95 and other evidence from around the world. The Beijing Conference on Women affirmed that physical, sexual, and psychological abuse of women occurs regardless of income, class, or culture. The author found from interviews with 47 abused Indian women from a mixture of backgrounds that middle-class women were the most private and difficult to interview. Findings from interviews suggest that women can resist or challenge the abuse by men, and resolution is the end to abuse. The research aimed to identify factors that enhanced resistance and resolution. Over 66% of abused women responded by informing others or crying or offering resistance. Single women and mothers are vulnerable due to stereotyping and economic insecurity. Women's groups recommend formation of shelters for abused women, income generation programs, and training projects, but funding is frequently limited for such activities. Some abused women are unaware of their rights or do not seek help from agencies. Illiteracy interferes with exchanges of pertinent information. Women in the Indian study did not accept violence as part of marriage. 70% of the women stated that after reporting the violence there was resolution. For sexual violence, resolution did not occur, and Indian law does not treat marital rape as a criminal offense. Most of the abused Indian women had contacts with governmental or other organizations. It appears that outside support is important to resolution and nonviolent relationships. Employment that is home-based isolates women and may not be useful as a resource for achieving resolution. Groups need to focus on capacity-building.  相似文献

Trust in serious journalism is based on our belief in the professionalism of journalistic practice. We expect televisions evening news to select the most significant events of the day and tell them in a fair and accurate manner. Whereas academic research agrees that news value or newsworthiness should be the guiding principle for selectivity, the principle is rarely spelled out in detail. Occasional attempts to infer these values empirically from what gets published or from whats left on the floor conceal the process of negotiation and disagreement that goes on in the newsroom and between professional journalists and the interests of the channels private or public owners. The case study presented here uses inside information that emerged during the course of a public debate following the broadcasting of a news item on Israels Public Television featuring football fans at a victory celebration welcoming Prime Minister Netanyahu with racist shouts. The analysis demonstrates that the same event may evoke several competing frames and thus may be included or dropped, or appear at various spots in the lineup for different reasons. The paper raises the question of whether the authority of the news might not be enhanced on occasion by sharing competing frames with viewers.  相似文献
