We undertake an investigation of public statements and pronouncements from leaders at various universities to gain insight into institutional values and environments relative to women and their participation and advancement in science, technology, engineering, and mathematics (STEM) and other disciplinary fields. Employing content analysis techniques to focus on terminological use and keyword interdependencies in these speeches, our findings indicate that, while gender equality is addressed as a separate topic in its own right, university leaders raise issues of gender in the context of STEM participation primarily in conjunction only with other topics. As expected, the data also support arguments suggesting diversity in general as an important goal espoused in the rhetoric of university representatives. Questions remain, however, concerning whether these speeches presage concrete institutional commitments and responses relative to the achievement of diversity, gender equality, and gender equity in the STEM professoriate.  相似文献

Questions of gender equity and the underrepresentation of women in the science, technology, engineering, and mathematics (STEM) professoriate in U.S. institutions of higher education have become central issues in debates on the role and makeup of the STEM workforce in today's innovation‐driven economy. In response, policy makers, advocacy groups, academics, and other stakeholders have called for the dedicated enforcement of Title IX of the Education Amendments of 1972 as a tool for combating gender inequities in the academic workforce. Although previously applied primarily to gender bias in athletic programs and participation, Title IX was created to address myriad aspects of gender equity in educational institutions and, as such, currently is being invoked in the realm of STEM academic employment. Accordingly, we analyze Title IX relative to categories of potential regulatory development in light of the policy environment and related dynamics. Providing an historical overview of Title IX and its associated regulations as background, we characterize and delineate its relevance to gender disparities in the STEM professoriate, identifying areas for policy consideration and future application.  相似文献

Although workers in science, technology, engineering, and math (STEM) fields earn above‐average wages, the number of college graduates prepared for STEM jobs lags behind employer demand. A key question is how to recruit and retain college students in STEM majors. We offer new evidence on the role of financial aid in supporting STEM attainment. Exploiting a regression discontinuity that allows for causal inference, we find that eligibility for need‐based financial aid increased STEM credit completion by 20 to 35 percent among academically‐ready students in a large, public higher education system. These results appear to be driven by shifting students into STEM‐heavy course loads, suggesting aid availability impacts the academic choices students make after deciding to enroll. We also find suggestive evidence that aid offers increase degree attainment in STEM fields, although we cannot rule out null impacts on STEM degree production.  相似文献

There is a growing movement in academia that focuses on increased efforts at undergraduate research. Historically, this movement has been driven by faculty in the science, technology, engineering, and mathematics (STEM) fields and has only recently become a focus for social sciences in general and political science in particular. For students to be successful at conducting undergraduate research, they should be exposed to it as soon as they are ready. This requires exposing students to undergraduate research in the freshmen and sophomore years. There is no reason this exposure should be limited to four-year institutions. To that end, a new journal has been created for students in political science and other social science courses at two-year colleges so they can be recognized for their undergraduate research. The Social Science Text and Academic Research (STAR) Journal is a peer/faculty-reviewed journal limited to students at two-year colleges.  相似文献

Abstract: Growing awareness of the implications of science and technology for a diverse range of public policies has recently focused attention on Australian science policy and administration. In analyzing recent developments in this area, it is useful to distinguish between two main dimensions of science policy, one focusing on science as an end in itself, "policy for science", the other denoting the use of science as a means throughout government, "science in policy". After characterizing key features in Australian science and technology performance, and salient phases in the evolution of science policy machinery over the last twenty years, it is argued that concern has been aroused about the inadequate use of science and technology in pursuing policy objectives. Modification of the imbalanced attention so far devoted to science as an end in itself, and encouragement of its integration as a critical means potentially relevant to the growing demands of changing, complicated policy areas, have been major themes underlying recent reviews and institutional reforms.  相似文献

In recent years, the political process has seemed to become increasingly favorable to issues involving women, as shown by the relatively large number of states which have passed the Equal Rights Amendment. The economic theory of politics would imply that this result would occur if the interests of women in removing labor force sex discrimination had increased. We argue that most sex descrimination in hiring and pay of women is in the form of statistical discrimination where sex is used as a proxy for labor force attachment. If this is so, then, on net, sex discrimination in employment practices would pay in the sense that the gainers from such behavior would gain more than the losers would lose. Married women would share in such gains since they would be compensated for their lower earnings by the higher earnings of their husbands. Single women, however, would receive no such compensation. We therefore hypothesize that the recent increase in legislation benefitting women is related to marriage rates, not to female labor force participation. Using votes in the state legislatures on the ERA as a measure of success by state of the women's movement, we find that our results do hold — number of single women is significant in explaining such voting but female labor force participation is not significant.  相似文献

Funded by the National Science Foundation and the National Nanotechnology Infrastructure Network (NNIN), this study asks qualitatively analyzes interviews with 48 nanoscientist users at four NNIN facilities. The main research questions were: (1) Do nanotechnologies pose unique social and ethical concerns?; (2) how are the risks associated with nanotechnology distributed among different human populations?; (3) what are specific policy steps that can be used to manage such risks? This study purposefully oversampled female scientists to correct for the historical underrepresentation of women in the nanotechnology workforce. By amplifying the voice of this science, technology, engineering, and mathematics (STEM) workforce minority, the policy discussion contained herein better reflects the concerns of the general population. The results, analyzed with the aid of qualitative data analysis software, yield interesting differences in risk characterization among the scientists and innovative policy suggestions for the nanoscience community and regulators alike.  相似文献

In this article, we examine the impact of isomorphic pressures on institutional practices, a field that has not been adequately explored and explained. A critical issue, on which this article focuses, is the process by which isomorphic pressures translate into homogenous institutional practices across organizations. Drawing on the case of extravagant position‐related consumption in local governments in China, we identify the sources of isomorphic pressures, how they come to have an impact, in what ways they are manifested and how they are sustained. We find that institutionalized isomorphic pressures may create informal institutional practices in contradiction to formal legal norms. We further analyze the endogenous dynamics behind the formation of isomorphic pressures, which are deeply embedded in the complex web of Chinese bureaucratic relationships. This article is based on 65 in‐depth interviews with government officials as well as relevant government documents and media accounts.  相似文献

Abstract

The paper raises issues of analysis and policy for science and technology in developing countries within the global context of the post-genomic era. Based on a case study of a newly created Brazilian research and technology capability, it argues for an understanding of variety creation, where new organizational forms often transgress established scientific and organizational boundaries and arrangements. In particular, new frontiers of science and technology can be opened up by the alternative trajectories generated by differences in socio-economic, institutional and ecological conditions in ways that thereby reinforce those very differences. It stresses the inherent unevenness and heterogeneity of innovation processes. By focusing on the geopolitical significance of diverse pathways of science and innovation, the approach suggests an alternative vision to catch-up models of innovation and development in terms of variety creation.  相似文献

Technology assessment involves questions that are in principle beyond the capacity of science to answer. Because available data and models are ambiguous, ability to evaluate the strength and fit of evidence and the adequacy of arguments assumes paramount importance. In this sense, analysis becomes a sort of generalized jurisprudence. Moreover, the impact of a technology depends on the institutional framework within which it is used. Hence, the analyst must also pay attention to institutional constraints and to peoples' attempts to manipulate them.  相似文献

Recent studies have shown that in many science and engineering fields, almost 40% of faculty are affiliated with university‐based research centers ( Corley & Gaughan, 2005 ). As major science funding organizations continue to increase annual levels of funding for interdisciplinary science centers, it is likely that this number will increase significantly over the next decade. Moreover, some scholars have argued that the rise of university‐based science centers has already led to the development of a new institutional form for the execution of university‐based research ( Bozeman & Boardman, 2004 ). Yet, interestingly few researchers have studied the impacts of this new institutional form on the productivity of individual researchers. The purpose of this article is to begin to address how individual career strategies and perceptions of scientific work environments within university‐based science centers relate to the productivity of academic scientists who participate in these centers. In particular, this article investigates the relationships between productivity, individual career strategies, and perceptions of scientific work environment across gender. The results of the study demonstrate that university‐based science centers might serve as an equalizing mechanism for male and female productivity levels. Yet, women scientists affiliated with these centers are significantly more likely to feel discriminated against—and they are less likely to embrace the most promising career strategy for the current structure of these centers.  相似文献

Science and technology policy initiatives in the early 1980s have focused in both the United States and Western Europe on improving capacity to apply a good science base in practice, expecting increases in technological advancement, improved market presence and enhanced economic growth. Results varied broadly in the United States and Europe. Even more puzzling, Japan charged ahead in technological advancement without that strong of a science base of its own. Some industrialized economies do not conform to the expected science–technology relationship, whereby strong performance in science shall lead to strong technological performance. The puzzling science–technology relationship in advanced countries has plausible explanations. (1) Science–technology relationship is much interdependent or symbiotic. Its strength and primary direction at a given time varies largely by field of science or technological innovation and across long periods of time. (2) Science–technology link in a country may depend on the overall scientific and technological level of development in that country. The strength and interdependent nature of this link evolves historically and varies across fields of science and technology. The strength of the link is affected by scientific and technological specialization in a country. Different technological fields have different scientific intensities, or degrees of building upon the science base. (3) Specialization of countries across scientific and technological fields varies. Hence, the strength of science–technology link differs between countries. High technological specialization of a country may impact its technological performance more than its immediately current scientific performance does. History, tradition and knowledge transfers may affect more returns on R&D expenditures than the actual value of R&D funds spent in science or technology. Explanations of puzzling behavior of science–technology link may become policy recommendations.  相似文献

At one time, only 20 years ago, the United States was the undisputed leader globally in virtually every field of science and technology with a reputation for being the place where innovation, technological breakthroughs and cutting‐edge science found a home and thrived. Not so any longer as several other nations, some friendly and others competitive rivals have surged ahead with a robust and growing infrastructure in the broad science and technology ['S&T’] field which surpasses many American programs and displays trends which will eclipse American leadership in the S&T realm. In nanotechnology, biotech and molecular engineering we find ourselves outperformed and outmaneuvered at risk of falling further behind other nations. The situation is not likely to change or improve unless the United States considers this problem to have serious strategic consequences and profound implications for our national security and prosperity.  相似文献

Master's degree enrollment and debt have increased substantially in recent years, raising important questions about the labor market value of these credentials. Using a field experiment featuring 9,480 job applications submitted during the early months of the COVID-19 pandemic, I examine employers’ responses to job candidates with a Master of Business Administration (MBA), which represents one-quarter of all master's degrees in the United States. I focus on MBAs from three types of less-selective institutions that collectively enroll the vast majority of master's students: for-profit, online, and regional universities. Despite the substantial time and expense required for these degrees, job candidates with MBAs from all three types of institutions received positive responses from employers at the same rate as candidates who only had a bachelor's degree—even for positions that listed a preference for a master's degree. Additionally, applicants with names suggesting they were Black men received 30 percent fewer positive responses than otherwise equivalent applicants whose names suggested they were White men or women, providing further evidence of racial discrimination in hiring practices.  相似文献

This paper disentangles the impact of various dimensions of European integration on different aspects of the Belgian federal polity. We discern two opposite trends. While the institutional embeddedness of Belgium as an EU member state results in domestic centralizing tendencies and co-operative political practices, economic integration stimulates political pressures for regional autonomy, contributing to further divergence and hollowing out of the federal level. We conclude by arguing that the EU clearly affects territorial politics in Belgium, but, as the European causes are multidimensional, that also the effects, albeit substantial, will be diverse.  相似文献

abstract Gender mainstreaming requires a radical redefinition of policy values and practices. This initial discussion explores the way the mainstreaming approach attempts to change the definitions of the situation so that equality in gender relations becomes an element at the point of departure. Factors that may affect whether gender mainstreaming will become an institutional innovation include the extent to which there is a commitment to a gender mission, the level of sophistication in terms of gender and policy issues in the administrative setting, the level of resistance to gender equality, and the extent to which gender experts play a role. This article investigates the role of these contextual factors as related to experiences in the European Union Commission and several states in Northern Europe.  相似文献

Abstract

This study contributes to the current debate on competing institutional pressures and logics and performance measurement practices in hybrid universities and examines how shifts in logics have affected performance measurement practices at the organizational and individual levels. It draws upon the theoretical lenses of institutional theory and adopts a longitudinal case study methodology based on participant observations and retrospective interviews. The findings show that universities and academic workers are affected by external pressures related to higher education that include government regulations and control of the state (state pressure), the expectations of the professional norms and collegiality of the academic community (academic pressures), and the need to comply with international standards and market mechanisms (market pressures). Academic workers operate in an organizational context in which conflicting conditions from both academic and business logics co-exist. The results indicate that institutional pressures and logics related to the higher education field and organizational context shape the use of universities’ performance measurement practices and result in diverse solutions. While previous literature has focused mainly on competing logics and the tensions they may generate, this study shows that, in a university context, potentially conflicting logics may co-exist and create robust combinations.  相似文献

Strong institutional constraints and better-informed voters may lead re-election seeking incumbents to shift the use of political business cycle mechanisms away from monetary and fiscal policy towards other policy domains that are more easily manipulable, targetable, and timeable. We investigate teacher employment patterns at the state level in Germany and find strong evidence of cycling mechanisms, in the form of electioneering and honeymooning. Against a backdrop of a continuously shrinking total teachers’ pool, German state-level incumbents accelerate the hiring of new teachers during election periods and partly reverse this during politically safer points in the electoral cycle. Cycles are mediated by issue salience: heightened attention to German public schooling after the notorious PISA-2000 tests further strengthens the manipulation of new teacher hiring for electoral purposes.  相似文献
