Abstract

It is customary to argue that foreign policy is very much dominated by the executive, with parliaments wielding limited influence. However, with the exception of the US Congress, legislative?executive relations in the realm of foreign and security policy have attracted remarkably little scholarly attention. Drawing on a principal?agent framework, this collection scrutinises the conventional wisdom of ‘executive autonomy’ in foreign affairs, indicating that even though parliaments have arguably become more involved in foreign and security policy over time, any notions of parliamentarisation need to be treated with caution. While expectations of consensus in the name of the national interest continue to play an important role in foreign policy decision-making, the papers highlight the role of party-political contestation structuring parliamentary debates and votes in this increasingly politicised issue area. This introductory paper introduces the analytical framework and hypotheses guiding the contributions in this collection, summarises their main findings and suggests avenues for future research.  相似文献

The internationalisation of economic and political affairs changes the way in which business interests are brought to bear on public policy. This is a global phenomenon but can, in particular, be observed in Europe. The construction of the European Union, the development of the Single Market and the build‐up of the policy institutions to go with it, together change business–government relations profoundly. This paper answers the question of how organised business interests relate to government agencies and political institutions. By using the example of trade associations in the Netherlands and Germany, the paper shows that, despite the internationalisation of public affairs in Europe, the national political level remains strategically important for the representation of business interests. The paper thus argues that changes in European business–government relations are institutionally embedded at both the European and the national level. The implication for future research is that much of the dynamics of economic and political internationalisation materialises within the domestic arrangements of interest politics. This article examines the apparent difficulty of various French ‘new social movements’ of the 1970s and 1980s to coalesce in the form of a ‘green’ or ‘new politics’ party. In addition to the nature of the French electoral system and dominant policy‐making apparatus, this article focuses upon relations between the Socialist Party and feminist and ecology movements. The major argument is that the Socialists, in their bid for hegemony among the left throughout the 1970s and 1980s, effectively undercut post‐material value‐oriented support for a ‘new politics’ party.  相似文献

Do voters’ assessments of the government's foreign policy performance influence their vote intentions? Does the ‘clarity of responsibility’ in government moderate this relationship? Existing research on the United States demonstrates that the electorate's foreign policy evaluations influence voting behaviour. Whether a similar relationship exists across the advanced democracies in Europe remains understudied, as does the role of domestic political institutions that might generate responsibility diffusion and dampen the effect of foreign policy evaluations on vote choice. Using the attitudinal measures of performance from the 2011 Transatlantic Trends survey collected across 13 European countries, these questions are answered in this study through testing on incumbent vote the diffusion‐inducing effects of five key domestic factors frequently used in the foreign policy analysis literature. Multilevel regression analyses conclude that the electorate's ability to assign punishment decreases at higher levels of responsibility diffusion, allowing policy makers to circumvent the electoral costs of unpopular foreign policy. Specifically, coalition governments, semi‐presidential systems, ideological dispersion among the governing parties and the diverse allocation of the prime ministerial and foreign policy portfolios generate diffusion, dampening the negative effects of foreign policy disapproval on vote choice. This article contributes not only to the debate on the role of foreign policy in electoral politics, but also illustrates the consequential effects of domestic institutions on this relationship.  相似文献

Abstract

Research on legislative?executive relations in foreign affairs has generally assumed that parliaments are more active in ‘intermestic’ affairs than in traditional foreign policy issues. This paper revisits this assumption by examining whether parliaments in European countries scrutinise crucial decisions on a typical intermestic domain: external energy policy and, more specifically, intergovernmental agreements (IGAs) on energy. Contrary to the expectation, the study finds high variation in the level of parliamentary scrutiny across and within countries. To account for this variation, the paper focuses on the role of issue framing, particularly the impact of securitising and/or depoliticising moves by members of parliament and government. The paper argues that, in contrast to traditional foreign policy matters, securitisation attempts in areas with a strong economic component are likely to increase politicisation and hence also parliamentary engagement. Conversely, parliamentary disengagement is likely to come from the opposite dynamics: successful depoliticisation of governmental responsibilities.  相似文献

This article presents an original model of policy making by multiparty coalitions at the international level. Specifically, it analyses how domestic institutions serve parties in enforcing policy compromises onto national ministers negotiating legislation in the European Union (EU). In contrast to existing research on coalition politics, the model accounts for the benefits of not only legislative but also executive institutions and incorporates opposition parties as pivotal actors under minority governments. Ministers propose policy positions at the EU level that represent domestic coalition compromises when cabinet participation, executive coordination and parliamentary oversight of EU affairs make it cheap for coalition partners to challenge the minister's position and when ideological divisiveness increases the incentive to do so. Statistical analyses of 1,694 policy positions taken by ministers from 22 member states in the Council of the EU provide strong empirical evidence for the model. The results support the claim of executive dominance in EU policy making but also highlight that, where institutions are strong, ministers represent domestic coalition compromises rather than their own positions.  相似文献

Scandinavian party competition has incorporated divisions over European integration to a greater degree than most West European party systems, but with considerable variation in Norway, Sweden and Denmark. From a comparative politics perspective this raises questions about the relatively high salience of Euro‐scepticism in Scandinavian politics, the differences between the three cases and changes over time. The central argument in this article is that Europeanisation of party politics ‐ the translation of issues related to European integration into domestic party politics ‐ is driven by the dynamics of long‐ and short‐term government‐opposition competition, and the key driver of change is party strategy. Whether at the centre or extremes of the party system, Euro‐scepticism is a product of party competition — and is, both in its origins and development, ‘the politics of opposition ‘.  相似文献

European Parliament (EP) elections have traditionally been described as ‘second‐order national elections' in which campaigns are fought by national parties on national issues. We argue that the 2019 elections should instead be considered ‘first‐order polity' elections. It is not EU‐level party politics or policy issues that are debated, but rather the legitimacy of the EU itself. Firstly, the EP elections have transformed into an EU ‘blame game' in which national governments are punished or rewarded over their stance on European integration. Secondly, the 2019 election was about the EU's fundamental values, not only with respect to multiculturalism, but also gender equality and LGBTQ rights. Finally, these first‐order polity elections are driven in large part by traditional news and social media platforms. While this is a long way from the patterns of the early EP elections, they still fail in fulfilling the function of holding MEPs and European party groupings adequately to account.  相似文献

While public opinion about foreign policy has been studied extensively in the United States, there is less systematic research of foreign policy opinions in other countries. Given that public opinion about international affairs affects who gets elected in democracies and then constrains the foreign policies available to leaders once elected, both comparative politics and international relations scholarship benefit from more systematic investigation of foreign policy attitudes outside the United States. Using new data, this article presents a common set of core constructs structuring both American and European attitudes about foreign policy. Surveys conducted in four countries (the United States, the United Kingdom, France and Germany) provide an expanded set of foreign policy‐related survey items that are analysed using exploratory structural equation modeling (ESEM). Measurement equivalence is specifically tested and a common four‐factor structure that fits the data in all four countries is found. Consequently, valid, direct comparisons of the foreign policy preferences of four world powers are made. In the process, the four‐factor model confirms and expands previous work on the structure of foreign policy attitudes. The article also demonstrates the capability of ESEM in testing the dimensionality and cross‐national equivalence of social science concepts.  相似文献

In many political systems, legislators serve multiple principals who compete for their loyalty in legislative votes. This article explores the political conditions under which legislators choose between their competing principals in multilevel systems, with a focus on how election proximity shapes legislative behaviour across democratic arenas. Empirically, the effect of electoral cycles on national party delegations’ ‘collective disloyalty’ with their political groups in the European Parliament (EP) is analysed. It is argued that election proximity changes the time horizons, political incentives and risk perceptions of both delegations and their principals, ‘punctuating’ cost‐benefit calculations around defection as well as around controlling, sanctioning and accommodating. Under the shadow of elections, national delegations’ collective disloyalty with their transnational groups should, therefore, increase. Using a new dataset with roll‐call votes cast under legislative codecision by delegations between July 1999 and July 2014, the article shows that the proximity of planned national and European elections drives up disloyalty in the EP, particularly by delegations from member states with party‐centred electoral rules. The results also support a ‘politicisation’ effect: overall, delegations become more loyal over time, but the impact of election proximity as a driver of disloyalty is strongest in the latest parliament analysed (i.e., 2009–2014). Furthermore, disloyalty is more likely in votes on contested and salient legislation, and under conditions of Euroscepticism; by contrast, disloyalty is less likely in votes on codification files, when a delegation holds the rapporteurship and when the national party participates in government. The analysis sheds new light on electoral politics as a determinant of legislative choice under competing principals, and on the conditions under which politics ‘travels’ across democratic arenas in the European Union's multilevel polity.  相似文献

Delegation in the European Union (EU) involves a series of principal‐agent problems, and the various chains of delegation involve voters, parties, parliaments, governments, the European Commission and the European Parliament. While the literature has focused on how government parties attempt to monitor EU affairs through committees in national parliaments and through Council committees at the EU level, much less is known about the strategies opposition parties use to reduce informational deficits regarding European issues. This article argues that the European Parliament (EP) offers opposition parties an arena to pursue executive oversight through the use of written parliamentary questions. Using a novel dataset on parliamentary questions in the EP, this article examines why Members of the European Parliament (MEPs) ask questions of specific Commissioners. It transpires that MEPs from national opposition parties are more likely to ask questions of Commissioners. Questions provide these parties with inexpensive access to executive scrutiny. This finding has implications for the study of parliamentary delegation and party politics inside federal legislatures such as the EP.  相似文献

As political authority is successively transferred from the national to the EU level, national parliaments are often considered to lose control over the domestic political agenda. Yet recent studies suggest that national parliaments cannot simply be labelled ‘losers’ of European integration. National parliaments have institutionally adapted to the EU in order to better scrutinise and control their governments in EU affairs. While existing research shows how parliaments employ their institutional opportunities to exercise scrutiny in the national arena, this paper suggests that MPs also employ informal strategies to obtain information on EU affairs to control and influence their governments. It argues that MPs primarily act through political parties, which are viewed here as multi-level organisations, and make use of their partisan ties to regional, transnational and supranational party actors to obtain information on EU issues. Anthony King's 1976 article ‘Modes of executive–legislative relations: Great Britain, France and West Germany’ is a classic in legislative studies. It argued that it is simplistic to analyse relations between ‘the executive’ and ‘the legislature’ in parliamentary systems, because parliaments are complex organisations comprised of competing actors. Instead, we must consider the various ‘modes’ through which these actors can interact to challenge the executive. As King pointed out, the classic view of the British Parliament was of a dominant ‘opposition mode’ and yet, in fact, the most important relationship was the ‘intraparty mode’: between the government and its own backbenchers. Other options, such as the ‘non‐party mode’ or ‘cross‐party mode’ were considered weak in Britain. This article revisits King's modes in the light of changes at Westminster during the intervening forty years. Developments such as the establishment of the select committee system and a more confident and party‐balanced House of Lords require significant changes to his conclusions. But his central insights, encouraging readers to focus on the multiple relationships inside legislatures, including those within political parties, remain fundamentally important.  相似文献

Political scientists have normally considered the European Community (EC) from the standpoint either of international relations or comparative politics/public policy. Although the division between the two sub‐disciplines of political science is well known and deeply rooted, it is now commonly viewed as a barrier to greater understanding of the neo‐state structure of the EC. Using a case study of the implementation of EC coastal‐bathing water policy in Britain over the last 20 years, this article argues that closer investigation of the long‐term outcome of individual policies at the national and sub‐national level provides a sounder basis upon which to adjudicate between the two main theories of integration, namely inter‐governmentalism and neo‐functionalism, than studies of short‐term policy outputs emanating from the Council of Ministers or the grand ‘history‐making’ bargains hammered out in the European Council.  相似文献

International comparisons of new radical right‐wing parties usually focus on differences in electoral fortunes, party organisations and leadership. This article uses a different angle by focusing on public policy impact and the role these parties play in the parliamentary and executive arenas. The research is driven by the hypothesis that under the conditions of stable democracy, holding office produces a net result in a ‘taming effect’ on radical right‐wing actors rather than a sharp ‘right turn’. Evidence f rom four countries (Germany, France, Italy and Austria) shows that parliamentary presence alone does not result in policy effects. When the radical right holds executive office, a ‘right turn’ occurs primarily in cultural policies. Overall, real effects of radical right‐wing politics occur largely as a result of the interaction between the radical right and established actors ‐regardless of the radical right's assuming power.  相似文献

The end of the cold war has changed China's basic perception of world politics and its conception of national security. In the cold war era, Chinese leaders tended to view national security from the perspective of global balance of power and China's strategic relations with the two superpowers. It was in Beijing's security interests to maintain a comfortable position in a strategic triangular relationship with the Soviet Union and the United States. When the Soviet Empire and the East European communist regimes collapsed, the structure of the postwar international system dissolved, and the old parameters for Beijing's security strategy disappeared. The Chinese leadership suddenly found itself in a totally new world in which China needed to reorient and redefine its security strategy on a new strategic axis.

Beijing's security strategy after the cold war is redefined by its domestic priorities, growing foreign economic relations, the new security environment in Asia, and concerns over territorial disputes. In a sense, the myopic conception of security based on war and peace is fading away. Beijing's thinking on national security becomes more inclusive, diverse, and complicated. The nature and intensity of external threats has changed. China's growing economic ties with the outside world have redirected Beijing's attention to economic interests and security. The Chinese leadership realizes that its security is affected not only by the military forces of other countries, but also by political, economic, societal, and environmental factors in international relations Beijing needs to employ both traditional military defence and non‐military actions to safeguard its territorial integrity and to realize its full capacity in world affairs.

The purpose of this paper is to analyse China's security agendas after the cold war. It first examines the impact of the end of the cold war on China's thinking on national security, then discusses Beijing's threat perception and changing defence strategy. This is followed by an examination of domestic stability considerations and economic interests in Beijing's security strategy. Foreign and security policy were not areas in which Prime Minister Cameron was seeking to renegotiate the relationship between the UK and the European Union (EU), but security may be a key issue in the EU referendum. The untangling of Britain's foreign and security policy from the EU following a Brexit vote would be relatively uncomplicated. The EU's arrangements for collective foreign and security policy, the Common Foreign and Security Policy (CFSP) and Common Security and Defence Policy (CSDP), are conducted on an intergovernmental basis which allows the UK to preserve independence in its diplomacy while allowing for the coordination of policy where interests are held in common with other member states. The UK retains substantial diplomatic and military capabilities which would allow it to continue to pursue a separate national foreign, security and defence policy in the case of either a ‘Leave’ or ‘Remain’ outcome.  相似文献

The advent of ministerial advisers of the partisan variety – a third element interposing itself into Westminster's bilateral monopoly – has been acknowledged as a significant development in a number of jurisdictions. While there are commonalities across contexts, the New Zealand experience provides an opportunity to explore the extent to which the advent of ministerial advisers is consistent with rational choice accounts of relations between political and administrative actors in executive government. Public administration reform in New Zealand since the mid 1980s – and in particular machinery of government design – was quite explicitly informed by rational choice accounts, and normative Public Choice in particular. This article reflects on the role of ministerial advisers in the policy‐making process and, on the basis of assessments by a variety of political and policy actors, examines the extent to which the institutional and relational aspects of executive government are indeed consistent with rational choice accounts of the ‘politics of policy‐making’. The reader is offered a new perspective through which to view the advent, and the contribution of ministerial advisers to policy‐making in executive government.  相似文献

Gus O'Donnell's vision of ‘better government’ is presented as a critique of party politics, most specifically the short‐termism, selfishness and incompetence of elected politicians. There are few people better placed than O'Donnell to form such judgements. However, O'Donnell goes much further, by calling into question the legitimacy of the democratic system which gives rise to party politics. His article outlines several mechanisms by which the exercise of power by elected ministers could be constrained by a managerialist accountability framework, without addressing the question of who determines the appropriate framework for ministerial performance. The House of Commons is condemned as ‘too politicised’. O'Donnell also offers substantial praise for apparently ‘depoliticised’ policy‐making processes, overlooking the inherently political constitution of such processes. In doing so, O'Donnell claims to be challenging party politics on behalf of voters/taxpayers, but instead seeks to dismantle any possibility of the public expressing a collective will via the ballot box that might challenge the immutability of the market economy.  相似文献
