During recent years, the European Union has increasingly been portrayed as a bicameral political system in which political parties build bridges across the European Parliament (EP) and the Council. From this perspective, national parties’ representation in the Council should affect their members’ voting behaviour in the EP. Survey evidence reveals that most members of the EP (MEPs) frequently receive voting instructions from ‘their’ ministers. Accordingly, these MEPs should have a higher likelihood of defecting from their European Political Group. The observed voting instructions imply that the voting preferences of MEPs and their ministers differ. This article argues that parliamentary scrutiny may be one way effectively to coordinate on a common position at an early stage and, consequently, reinforce party unity at the voting stage. However, effective scrutiny depends on national parliaments being strong enough. On the empirical side, this article studies the voting behaviour of MEPs from eight member states during the Sixth EP. We include four national parliaments which the literature conceives of as being strong (DK, DE, SF, SK) and four parliaments conceived of as being weak (FR, IE, IT, UK). Overall, the results support the theoretical argument, thereby demonstrating how domestic-level scrutiny affects EU-level voting behaviour.  相似文献

While there is no shortage of research on national parliaments and European integration, empirical studies on the impact of EU on domestic legislatures are lacking. This article contributes to the literature by discussing the challenges involved in measuring the Europeanisation of national parliaments and through suggesting several hypotheses and indicators – EU-related national laws, the use of control instruments (confidence votes and parliamentary questions) in EU matters, and the share of committee, plenary and party group meeting time spent on European matters – that can be used in subsequent comparative research. Evidence from Finland shows the differentiated impact of Europe: while the share of domestic laws related to EU is smaller than often argued, particularly committees are burdened to a much larger extent by European matters.  相似文献

The Treaty of Lisbon has been dubbed ‘the Treaty of Parliaments’, as it upgraded the position of both the European Parliament and of national parliaments within the institutional system of the EU. However, the implementation of the new Treaty also brought to the surface the uneasy relationship between the European and national parliamentary spheres in a number of domains. Drawing on the notion of ‘parliamentary field’, this article accounts for this growing divide by highlighting the competitive dynamics that may emerge from a mismatch between formal constitutional authority and the actual parliamentary capital that parliaments enjoy. The article examines this proposition within the domain of foreign and security policy, where the process of establishing a new inter-parliamentary mechanism for scrutinising policy has placed the European Parliament and the national parliaments visibly at odds.  相似文献

Despite extensive research on Eurosceptic challenger parties, our knowledge of their influence on political opposition has so far been sparse. In this article we make an in‐depth assessment of parliamentary EU opposition, based on 4,264 statements made by national parliamentarians in the European Affairs Committees (EACs) of Denmark and Sweden. Our analysis shows that the presence of Eurosceptic challenger parties in the national parliamentary arena impacts patterns and practices of EU opposition significantly. A greater presence of ‘hard’ Eurosceptic parties in parliament is associated with more opposition in EU politics. These parties deliver a vast majority of the polity‐oriented opposition towards the EU and present more policy alternatives than mainstream parties. The findings presented have implications for our understanding of national parliamentary EU opposition as well as for the assessment of the impact of Eurosceptic challenger parties on the process of European integration.  相似文献

For quite some time parliaments were seen as the losers of European integration. As a reaction, several parliaments have sought to exert more control over the executive branch in EU decision-making. An alternative venue for ‘clawing back’ these lost powers is by influencing the domestic transposition of EU policies. Surprisingly, this opportunity for greater parliamentary involvement has not received much scholarly attention. Under what conditions do the parties in parliament engage in ex post scrutiny over transposition? To shed light on this question, this article provides a detailed study of scrutiny by the Dutch parliament over the transposition of two social policy directives, investigating four hypotheses regarding vote-seeking, policy-seeking and office-seeking incentives for parliamentary oversight. The analysis shows that the ex post scrutiny that takes place can mostly be summarised as low-profile scrutiny aimed at information-gathering and position-taking, especially by opposition parties.  相似文献

The article examines the factors that determined the attitude of parliamentary parties towards eurozone anti-crisis measures. Using a statistical logit model, it demonstrates that, while all governing parties supported such measures, opposition parties were divided. The support of the former is explicable in terms of international obligations. The positions of opposition parties reflected their attitude towards European integration: Eurosceptic parties tended to oppose anti-crisis measures. Furthermore, whereas negative votes were less likely in countries marked by higher levels of popular trust in government and satisfaction with the problem-solving capacity of the EU, the likelihood of no votes increased as a function of the level of trust in national parliaments. The policy preferences of opposition parties, measured on the economic left–right scale, did not provide significant explanatory potential; nor did an additional test measuring the impact of extreme left?right positions.  相似文献

This article examines two claims made about the "Commission crisis" of 1999: first, that the accountability of the Commission to the European Parliament (EP) was significantly increased; and, second, that the model of parliamentary government in the European Union (EU) was advanced by events in 1999. In analyzing the crisis and its consequences, this article focuses upon the powers of dismissal and appointment, and what these powers reveal about the capacity of the EP both to hold the Commission responsible for its collective and individual actions and to influence its policy agenda. If a parliamentary model is to develop in the EU, the negative parliamentary powers of censure and dismissal have to be balanced by the positive powers of appointment and enhanced executive responsiveness. On both counts—dismissal and appointment—the 1999 "Commission crisis" did not point to the clear and unambiguous dawning of a "genuine European parliamentary democracy."  相似文献

According to the literature on parliamentary government, legislatures provide political parties with veto and amendment rights, which counterbalance executive power. This institutional feature is also said to help overcome ministerial “drift” within coalition governments. While this literature has focused on the situation of an unconstrained environment of parliamentary government, the European Union’s Member States continuously delegate policy competencies to Brussels, whose directives must in turn be transposed into national law to take effect. Because the minister in charge enjoys informational advantages and has the sole right to begin the process of implementing directives, he can completely control the agenda in this constrained environment. We evaluate the empirical implications of a ministerial gatekeeping model by investigating the (in)activities of 15 countries with respect to 2,756 EU directives adopted between December 1978 and November 2009. Our findings show that partisan ministerial approval is necessary to start the implementation process which conditions the counterbalancing response of parliaments. Accordingly, the delegation of policy competencies to the European Union changes the power relationship in parliamentary governments and increases the risk of partisan ministerial drift.  相似文献

This article examines different strategies of national governmental parties to influence ‘their’ Members of the European Parliament (MEPs), posing the following questions: Do national parties try to control voting behaviour of their MEPs? And do control mechanisms enhance the probability that an MEP toes a national party line rather than following his or her European party group? The analysis reveals differences between individual parties, indicating that at least some national parties actively attempt to control their MEPs. Furthermore, the article evaluates the success of the various approaches, taking compliance with the position of the minister in the Council as a benchmark. The results show that the overall effect of control mechanisms remains small. Instead of toeing the line of their national party's minister, MEPs tend to vote with their European group.  相似文献

Abstract

A legislature’s ability to engage in oversight of the executive is believed to derive largely from its committee system. For example, powerful parliamentary committees are considered a necessary condition for the legislature to help police policy compromises between parties in multiparty government. But can other parliamentary instruments perform this role? This article suggests parliamentary questions as an alternative parliamentary vehicle for coalition parties to monitor their partners. Questions force ministers to reveal information concerning their legislative and extra-legislative activities, providing coalition members unique insights into their partners’ behaviour. In order to test our argument, we build and analyse a new dataset of parliamentary questions in the British House of Commons covering the 2010?2015 coalition. As expected, government MPs ask more questions as the divisiveness of a policy area increases. Legislatures conventionally considered weak due to the lack of strong committees may nevertheless play an important oversight role through other parliamentary devices, including helping to police the implementation of coalition agreements.  相似文献

Abstract. The vast majority of West European polities feature an agency relationship between members of parliaments and members of cabinets as the latter depend on the confidence of the majority of the former to remain in office. In this article, the terminology used by principalagent theory to characterise oversight activities – contract design, screening, monitoring and the use of institutional checks – and elements of transaction cost economics are applied to the agency relationship between members of parliaments and cabinet members in Western Europe. Traditional studies of parliamentary oversight have narrowly concentrated on monitoring, although parliaments (with considerable cross–national variations) use a broad range of oversight mechanisms including equivalents of contract design, screening and institutional checks. In addition, traditional studies have focused almost exclusively on one particular type of monitoring often referred to as 'police–patrol oversight', whilst neglecting or underestimating the effectiveness and low transaction costs associated with 'fire–alarm oversight'. Despite the valuable insights the principal–agent framework has already added to the study of executive–legislative relations in parliamentary democracies, future research will have to account more realistically for the role and organisation of political parties which structure the delegation process, help to solve a number of co–ordination problems in parliaments (for example, the co–ordination of committees and floor activities) and generate important internal agency relationships that are fundamental to an understanding of executive–legislative relations in Western Europe.  相似文献

European Parliament (EP) elections have traditionally been described as ‘second‐order national elections' in which campaigns are fought by national parties on national issues. We argue that the 2019 elections should instead be considered ‘first‐order polity' elections. It is not EU‐level party politics or policy issues that are debated, but rather the legitimacy of the EU itself. Firstly, the EP elections have transformed into an EU ‘blame game' in which national governments are punished or rewarded over their stance on European integration. Secondly, the 2019 election was about the EU's fundamental values, not only with respect to multiculturalism, but also gender equality and LGBTQ rights. Finally, these first‐order polity elections are driven in large part by traditional news and social media platforms. While this is a long way from the patterns of the early EP elections, they still fail in fulfilling the function of holding MEPs and European party groupings adequately to account.  相似文献

The eurozone crisis suggests a significant reinforcement of executive dominance in EU policy-making. Opaque emergency decisions taken at European summits as well as treaties established outside of the EU legal framework facilitate the side-lining of democratically elected chambers. This development entails the risk of a new wave of de-parliamentarisation in EU policy-making. An effective scrutiny of crisis management by national parliaments is, however, indispensable for taking national ownership of the reforms in the Economic and Monetary Union (EMU). This paper investigates national parliaments’ involvement in the development of instruments to combat the crisis. Based on a quantitative dataset of crisis-related parliamentary activities in 2010–2012, the article observes a very uneven engagement in the scrutiny of crisis management. Institutional prerogatives in EU affairs as well as macro-economic factors can partly explain the observed variation. Surprisingly, however, crisis-related parliamentary activity is not a reaction to Eurosceptic attitudes either in parliament or among the public.  相似文献

The article scrutinises the behaviour of the personal staff of MEPs, using newly collected survey data. The personal staff known as accredited parliamentary assistants (APAs) have long been in the shadow of staff in parliamentary groups and staff in the European Parliament’s (EP) central Secretariat. In the 2010s, MEPs’ allowance for personal staff increased and a statute for APAs was adopted. Against the background of these reforms, this article hypothesises that APAs are a frequent source of assistance for MEPs in comparison to the other EP staff. It assumes that the significance of APAs’ involvement depends on their characteristics as direct employees of MEPs. Results show that APAs frequently assist MEPs in activities relevant for the internal life of the EP, but that they are less frequently involved in inter-institutional relations. The article shows that MEPs seek support which is political, but also that is tailored towards them personally.  相似文献

Does European Union membership influence coalition patterns in national parliaments? For governments in the Scandinavian countries – with their relatively high share of minority governments requiring external parliamentary support to form parliamentary majorities – the question of ‘coalition management’ is highly relevant. This article provides an empirical test of three central arguments in the Europeanisation literature on the impact of EU membership on national parliaments when political parties pass legislation in the Danish Folketing. The effect of EU content in a law on coalition patterns is compared across policy areas and four electoral periods from 1998 to 2011 encompassing 2,894 laws. The data provide support for the argument that the loss of national agenda‐setting over the legislative process has an impact on coalition patterns in the Danish parliament. It is shown that the coalition patterns on Europeanised legislation are both broader and more stable compared to national, non‐EU‐related legislation. The focus on Europeanisation of legislative coalitions goes beyond previous analysis with an institutional focus, and demonstrates an example of how the EU systematically has an effect on legislative coalition formation in a national parliamentary system.  相似文献

This article presents an original model of policy making by multiparty coalitions at the international level. Specifically, it analyses how domestic institutions serve parties in enforcing policy compromises onto national ministers negotiating legislation in the European Union (EU). In contrast to existing research on coalition politics, the model accounts for the benefits of not only legislative but also executive institutions and incorporates opposition parties as pivotal actors under minority governments. Ministers propose policy positions at the EU level that represent domestic coalition compromises when cabinet participation, executive coordination and parliamentary oversight of EU affairs make it cheap for coalition partners to challenge the minister's position and when ideological divisiveness increases the incentive to do so. Statistical analyses of 1,694 policy positions taken by ministers from 22 member states in the Council of the EU provide strong empirical evidence for the model. The results support the claim of executive dominance in EU policy making but also highlight that, where institutions are strong, ministers represent domestic coalition compromises rather than their own positions.  相似文献

Committees are the backbone of nearly every modern legislature. Yet there is relatively little knowledge about how committee assignment politics occur in the multiparty parliaments with minority coalition governments that so often are the case in many European countries. Is there a pattern to which MPs are assigned to which committees? In this article the Danish case is used to address this question. A dataset of all committee assignments in the Danish Folketing from the period 1994–2007 has been collected; added to this are data on each MP. The data are analysed using a quantitative approach, and drawing on the literature on committee assignments in the United States Congress and the European Parliament, complementing the vast qualitative studies, and updating the few quantitative studies, of the Danish parliamentary committees. The results show that which variables have an influence on committee assignments varies across parties and that no uniform pattern is found.  相似文献

Debates about the European Union's democratic legitimacy put national parliaments into the spotlight. Do they enhance democratic accountability by offering visible debates and electoral choice about multilevel governance? To support such accountability, saliency of EU affairs in the plenary ought to be responsive to developments in EU governance, has to be linked to decision‐making moments and should feature a balance between government and opposition. The recent literature discusses various partisan incentives that support or undermine these criteria, but analyses integrating these arguments are rare. This article provides a novel comparative perspective by studying the patterns of public EU emphasis in more than 2.5 million plenary speeches from the German Bundestag, the British House of Commons, the Dutch Tweede Kamer and the Spanish Congreso de los Diputados over a prolonged period from 1991 to 2015. It documents that parliamentary actors are by and large responsive to EU authority and its exercise where especially intergovernmental moments of decision making spark plenary EU salience. But the salience of EU issues is mainly driven by government parties, decreases in election time and is negatively related to public Euroscepticism. The article concludes that national parliaments have only partially succeeded in enhancing EU accountability and suffer from an opposition deficit in particular.  相似文献

Some European law proposals are subject to scrutiny by national parliaments while others go unchecked. The analysis in this article indicates that the opposition scrutinises European Union law to gather information on the proceedings inside the Council of Ministers and the European Parliament. Yet whereas strong opposition parties scrutinise highly politicised law proposals, weak opposition parties tend to scrutinise those proposals that are negotiated under the non‐transparent fast‐track procedure. In addition, there is ample evidence that the leading minister initiates scrutiny in order to strengthen his or her intergovernmental bargaining leverage. Yet, this Schelling Conjecture presumes that the party of the minister is located between the expected bargaining position in the Council and the coalition partner. Any other domestic interest constellation could lead to scrutiny motivated by whistle blowing. However, an issue's salience helps us to separate the whistle blowing from the Schelling Conjecture.  相似文献

Members of the European Parliament (MEPs) represent their citizens in European Union policy making, having the power to approve, amend or reject the near majority of legislation. The media inform EU citizens about their representatives and are able to hold them publicly accountable. However, we know little about whether, and to what extent, MEPs are visible in the news. This study investigates the visibility of MEPs in national broadsheets in Britain, France, the Netherlands, Germany and Italy. It seeks to explain individual‐level variation by employing an original dataset of news visibility of 302 MEPs over a period of 25 months (September 2009–September 2011) and tests the applicability of the news values and mirror theories in the context of supranational politics. The results show that political office, length of tenure and domestic party leadership have a positive effect. Legislative activities have a mixed effect on MEP news visibility. Attendance negatively affects news visibility, while non‐attached MEPs receive more news coverage. In short, despite the core supranational nature of EP legislative politics, MEP news visibility primarily depends on journalists’ domestic considerations. This informs both our understanding of MEP parliamentary behaviour and journalism studies in the context of the EU.  相似文献
