In this study, we analyze a case of governance in natural resource management. Building on the limited body of literature on termination and using methods of problem orientation and social process mapping, we examine a stakeholder engagement process designed to address conflicts in grizzly bear management in Banff National Park, Alberta. Terminated in 2009 after several years of collaboration, this stakeholder engagement process explicitly used the policy sciences framework to cultivate dialogue, improve participants?? decision-making skills, and make consensus-based recommendations for grizzly bear management. Our analysis demonstrates the utility of undertaking social process mapping and problem orientation in order to understand a natural resource policy problem. We include recommendations to foster a social process that allows for clarification and advancement of the common interest in stakeholder groups, insights into how social process can contribute to policy termination, and reflections on the practical, collaborative use of the policy sciences to solve problems of governance. This analysis complements other articles on this case that examine stakeholder perspectives, initial outcomes, and decision process, collectively providing a thorough policy analysis.  相似文献

This article illuminates the contribution of stakeholder dialogues to environmental policy making. It makes a distinction between stakeholder dialogues as consensus building and stakeholder dialogues as deliberation. Although consensus building seems to be the dominant approach in participatory environmental policy making, this article questions the merits of consensus building and it uses the experience of the Dutch stakeholder dialogue project Climate OptiOns for the Long term (COOL) to explore, in a deliberative design, the shortcomings of a consensus-building approach and how they are possibly dealt with. The article presents the results of two deliberative methods that have been used in the COOL project – the repertory grid analysis and the dialectical approach – to demonstrate how a deliberative design can help policy makers to critically assess arguments in favor of and against a broad range of policy options, and deal with stakeholder conflict in an early phase of the policy process.  相似文献

Public agencies use surveys to solicit feedback from citizens and targeted customer groups, but many experts question whether the results of these surveys are valuable. This paper explores how a recent innovation in citizen surveys—asking public administrators to predict how citizens will respond to survey questions—may be used to increase that value and, at the same time, provide additional data of interest on its own account. The innovation is explored through two surveys: (1) a public opinion poll of Georgia residents conducted by the authors for the Georgia Department of Transportation in January 2004, and (2) a brief survey of that agency's administrators asking for their predictions of public opinion. The prediction process appeared to increase the agency's interest in the resident survey. The findings document the frequent superiority of groups—what Surowiecki terms "the wisdom of crowds"—over individuals in predicting public opinion.  相似文献

Framing and Deliberation: How Citizens' Conversations Limit Elite Influence   总被引:7,自引:0,他引:7  
Public opinion research demonstrates that citizens' opinions depend on elite rhetoric and interpersonal conversations. Yet, we continue to have little idea about how these two forces interact with one another. In this article, we address this issue by experimentally examining how interpersonal conversations affect (prior) elite framing effects. We find that conversations that include only common perspectives have no effect on elite framing, but conversations that include conflicting perspectives eliminate elite framing effects. We also introduce a new individual level moderator of framing effects—called "need to evaluate"—and we show that framing effects, in general, tend to be short-lived phenomena. In the end, we clarify when elites can and cannot use framing to influence public opinion and how interpersonal conversations affect this process .  相似文献

In recent years, there has been an expansion of efforts to include stakeholders in administrative policy making. Despite significant potential to improve policy decisions, empirical evidence suggests that not all participatory processes provide meaningful opportunities for stakeholders to shape policy and may even give the most powerful stakeholder groups disproportionate influence over policy decisions. This article argues that the institutional arrangements for stakeholder engagement—the rules and norms that determine which stakeholders can participate and how—affect stakeholders’ influence on policy decisions. This article uses state energy efficiency policy making as a context in which to compare how different institutional arrangements shape the ways in which stakeholders engage in and influence the policy process across two states, Connecticut and Maryland. Findings highlight that institutional arrangements can be used to increase participation, mitigate undue influence of industrial stakeholders, and increase the influence of public interest stakeholder organizations.  相似文献

The international community has advocated the adoption of climate‐smart agriculture (CSA) as lower‐income countries deal with the negative consequences of climate change. Scaling up such policies, practices, and programs successfully will require support from a variety of local stakeholders. Such support requires alignment between CSA solutions and the problem understandings of stakeholders. However, problem understandings can differ across individuals, stakeholder groups, and geographic areas. Consequently, we examine understandings of climate problems and socioeconomic and infrastructure problems related to agriculture among different stakeholder groups in Uganda and Senegal. We operationalized and measured these problem understandings following the detailed guidance of the political will and public will approach for analyzing social change. Semistructured interviews elicited stakeholder‐generated lists of problems for each group. Limited quantification of problem understandings and their relative importance or “ripeness” demonstrates how contexts might shape opportunities for CSA.  相似文献

Much analysis has pointed to the impact of interest organisations on policy-making. This paper focuses on the importance of interest organisations at the mass level. The sympathies of citizens for parties and interest organisations are compared, and it is shown (a) that organisations more often than parties are 'neutral objects'; for the citizens and (b) that most citizens — even members of the organisations — rate parties higher than they do interest organisations. Finally, it is shown that organisational membership only has a small impact on political views in a policy field (labour market relations), which should be highly relevant for the organisations. In sum, interest organisations have hardly at the mass level replaced parties as main objects of affection and orientation.  相似文献

Decision-making is usually studied in the context of a particular choice or institution. This article proposes an alternative, cross-cutting approach. It argues that federal policy-making involves three forms of rationality — technical, economic and political. Standard operating procedures develop around each. Abstract. The article examines four recent studies, which represent the scholarly divisions in and the strengths and the weakness of current research on migration, citizenship and race in Europe and, to a lesser degree, the USA. Organising the review around three themes — the causes of post–war migration, integration and race, and the relationship between citizenship and state sovereignty, it reviews the studies in the context of broader debates about postnational citizenship, the decline of state sovereignty and the role of theory in the study of citizenship. It argues that the studies of postnationalism (Jacobson) and race and racism (Solomos & Back) suffer from faults common to macro–sociological approaches and unfocused attempts to blend normative theory and causal explanation, while the studies of integration (Favell) and citizenship, immigration and the state (Joppke) are exemplars of approaches that successfully pair an interest in theory with detailed causal analysis. The article concludes by suggesting that the debate between 'nationalists' and 'postnationalists' can now be transcended. Postnationalism, it concludes, contains two theses, not one: an empirical and a causal. The empirical thesis — that universal personhood has decoupled rights and identity – is incontrovertible; the causal — that this development resulted from the 'internationalisation' and 'universalisation' of human rights legislation and discourse — is, in the light of Joppke's and other's research, false. The sources of third–country nationals' social and economic status, the foundations of the distinction between rights and identity, are domestic.  相似文献

Abstract In recent years a lively debate has emerged concerning the empirical status of the traditional proximity spatial model versus a directional model of voter choice. The central reason for this scholarly interest concerns these models' contrasting implications for parties' policy positioning, with the directional model motivating parties to present extreme policies, but the proximity model promoting centrist positions. To this point, however, there exist no studies that compute parties' optimal strategies in historical elections, for these competing models. This article addresses this issue, by examining party policy strategies in a multiparty electorate for three different vote models: (a) the proximity model, (b) a directional model (c) a mixed model which combines proximity and directional components. Each model incorporates past voting history and the random effects of unmeasured variables. Using parameter estimates derived from analyses of survey data from the 1989 Norwegian Election Study we compute — for each of these vote models — the configuration of party policy positions that maximize each party's vote share in relation to those of the other parties. We find that for each model, such a vote–maximizing configuration exists, but — for the proximity model — represents an unrealistic, tightly clustered array. A mixed proximity–directional model, however, provides by far the most convincing account of parties' actual policy strategies with regard to dispersion and vote share.  相似文献

Abstract. This article examines if and why mechanisms exist at the individual citizen level that may contribute to public sector growth — and whether such mechanisms can be altered through provision of information about the costs of public services.We test and find empirical support for the theory of fiscal illusion according to which citizens underestimate the costs of public services and therefore demand more public spending than if they had been fully informed. We also develop and find empirical support for a theory of asymmetrical illusions. This theory claims that producers and users of public services are more spending–minded than ordinary taxpayers — and that limited rationality contributes to this difference. However, the provision of information about the unit costs of public services can weaken these mechanisms of fiscal illusion and asymmetrical illusions. The test is based on tabular, logit, and experimental analysis of survey data from Odense, a Danish city with 175,000 inhabitants.  相似文献

  • Corporate 'social responsibility [CSR] is neither a fad nor an optional extra. The interest in it is reflective of a deeper change in the relationship between companies and their stakeholders. Healthy business requires a healthy community, and should be contributing to its creation and maintenance. The public increasingly wants to know about companies that stand behind the brands and products presented to them. And use their power to reward ‘good’ companies and punish the ‘bad’ ones. (Lewis, S. 2001 ).
  • CSR is becoming ever more important in the modern business environment, as is evident by the fact that most leading public companies include a specific statement on their CSR policy within their annual reports. Indeed, changing societal expectations, increasingly intrusive media reporting, and ever more sophisticated and powerful pressure groups have caused all organizations to consider more carefully their wider social responsibilities not only out of altruistic reasons, but because of the need to consider the potential impact of their policies on their wider stakeholder relationships.
  • It is argued in academic and professional writing that CSR orientated organizations benefit from a series of tangible and intangible benefits, when stakeholders are informed of their orientation. Corporations have reacted to these calls and this belief in a business case and are implementing CSR programmes or corporate change to bring about new corporate mindsets, and are in‐turn communicating the results of these programmes. However, in order to be able to effectively communicate it is necessary that organizations clearly understand the concept of CSR, both from a managerial perspective and homogeneous and individual stakeholder perspective.
  • Aiming to help address this lack of understanding, the proposed paper provides a case examination of stakeholder and management perspectives of CSR in the North West of England in a retail setting. The study was conducted in 2003 around a Major UK retail centre using a mix method approach that drew out management cognate viewpoints on CSR and quantitatively tested these findings against stakeholder viewpoints on CSR. The study is served as a pilot for future studies into the area.
  • It found that within the context of the case that the managers and stakeholders (when taken as one homogeneous group) shared a similar view of the concept of CSR. Additionally, the weaknesses of the research pilot brought to the surface methodological improvements that could impact on future researches into the area.

Medical governance should secure and apply appropriate expertise, accommodate stakeholder interests, and promote social values. The most common form of governance, public (agency) rulemaking by government agencies, usually involves supplementing in-house expertise through advisory committees. An alternative, private (stakeholder) rulemaking, involves delegating the authority for developing rules directly to stakeholders, who often command relevant expertise, including that arising out of tacit knowledge. The possible advantages and disadvantages of agency and stakeholder rulemaking in medical governance can be assessed both from what we know about these forms in general and from experience with a prominent example of stakeholder rulemaking; that is, governance of the US organ transplantation system. It appears that this governance has been exceptionally successful in promoting evidence-based medicine. The stakeholder role in the governance of transplantation could be replicated in other areas by creating meaningful stakes to engage stakeholders and by increasing isolation from legislative politics through an independent funding source and circumscribed oversight.  相似文献

This study uses board governance as an analytical lens for exploring the effects of government funding on the representational capacities of nonprofit organizations. A typology of governance patterns is first developed that captures the board's strength relative to the chief executive and its representation of community interests. Using this typology and employing multinomial logit analyses of survey data from a sample of urban charitable organizations, the study tests how nonprofit governance is mediated by levels of government funding. Controlling for other relevant environmental and institutional factors, reliance on government funding decreases the likelihood that nonprofit organizations will develop strong, representative boards.

In this article, public policy is put into a multi-stakeholder rather than adversarial perspective: we argue that there is a role for multi-stakeholder involvement in both the development and implementation of public policy; these are separate processes that can involve different patterns of stakeholder involvement (stakeholders have different skills and levels of interest in public policy) in either one or both the development and implementation phases. We need new models, approaches and examples of such multi-stakeholder public policy, and in this Special Issue, we focus on China, where such research is only slowly emerging. We present and analyse six papers that fall naturally into three categories: (1) corporate social responsiveness and societal relationships; (2) public affairs (particularly reputation management) and citizen involvement; and (3) public-management-oriented, data-based analyses. These articles, taken together, increase our understanding of multi-stakeholder research and practice, but equally as important, they give us insights into how Chinese public policy academics research and report public policy. This window into academic research and thinking offers us an opportunity to expand and deepen our understanding of public policy and its implications for public affairs in China. This paper focuses on problem frame differences among actors (members of an advisory body, senior administrators and clinical unit managers) who are concerned with the introduction of new health technology at the regional level in Sweden. It explores issues related to problem framing, puzzling, powering, participation and the various rationales articulated in the ambiguous search for an evidence-based strategy to handle the influx of new technologies. The Health Technology Advisory Committee (HTAC) was established in one Swedish county council in 2004 with the intention of controlling both the introduction of health technology and supporting policy decision and clinical practice by promoting the use of best evidence. The HTAC followed a scientific rationality dominated by one problem frame, although the problematic situation, as it was framed by all the actor groups, was highly complex and not solely a matter of evidence. This paper illustrates how problem frame differences shape the puzzling of a policy problem and how the different distinguishable policy styles are dependent on who is participating and who is not participating in the puzzling.  相似文献

This essay deals with the concept and problem of political rationality. Following the ancient conception that the absence or presence of rationality manifests itself in choice situations, we try to explore at first the specific characteristics of political choice, then turn to a discussion of the criteria for rationality, considering process, goal contents and structure criteria, point to the restrictions for rationality analytically inherent in any choice structure, and try in the end to make clear the difference between these analytical (i.e. principally unremovable) restrictions and the (principally removable) confining conditions (Kirchheimer) for rational political choices provided by the circumstances of present-day politics.  相似文献

This case study considers how a minority stakeholder group of Israeli settlers blocked Prime Minister Yitzhak Rabin's peace initiatives. Drawing on interviews with those who served in Rabin's administration and with the settlers' leaders, this article contends that the prime minister's use of adversarial public rhetoric against the settlers denied the legitimacy of an influential stakeholder group, triggering a backlash of intense militancy from the right-wing minority. This, coupled with Rabin's failure to deal with opposing coalitions, diminished his capacity to implement "land for peace" initiatives. The case illustrates a leader's failure to maintain adequate forms of engagement with key stakeholders. The accompanying analysis demonstrates that stakeholder theories, though incomplete in their existing forms, can still illuminate the high risk and ineffectiveness of denying the legitimacy of stakeholder groups and the strategic importance of maintaining channels of flexible negotiation and cooperation with seemingly marginal groups when high-stakes rivalries are likely to ensue.  相似文献
