The United States has used unmanned, aerial vehicles—drones—to launch attacks on militants associated with Al Qaeda and other violent groups based in Pakistan. The goal is to degrade the target's capacity to undertake political and violent action. We assess the effectiveness of drone strikes in achieving this goal, measuring degradation as the capacity of Al Qaeda to generate and disseminate propaganda. Propaganda is a key output of many terrorist organizations and a long-standing priority for Al Qaeda. Unlike other potential measures of terrorist group activity and capacity, propaganda output can be observed and measured. If drone strikes have degraded Al Qaeda, their occurrence should be correlated with a reduction in the organization's propaganda output. The analysis presented here finds little evidence that this is the case. Drone strikes have not impaired Al Qaeda's ability to generate propaganda.  相似文献

This analysis surveys Al Qaeda's employment of denial and deception (D&D) and shows that it uses D&D on tactical and operational levels in order to achieve strategic results. It defines denial and deception and explains how they relate to Al Qaeda, overviews Al Qaeda's changing network structure and seeks to summarize how Al Qaeda employs D&D throughout its operations. This paper is structured to show that denial and deception are institutionalized factors that manifest themselves through all aspects of bin Laden's organization and that the traditional conception of D&D—that nonstate actors are incapable of employing deception as an element of grand strategy—is incorrect.  相似文献

The article explores ideological fault lines among Sunni Muslim militants (jihadists) in Europe since the mid-1990s. It argues there have been disputes among the militants about whether to prioritize local struggles or Al Qaeda's global war, and about the legitimacy of launching terrorist attacks in European states offering political asylum to Muslims. It concludes that Europe's militants have become more ideologically unified in conjunction with the invasions of Afghanistan, Iraq, and the Mohammed drawings, seeing European countries as legitimate and prioritized targets, and identifying with Al Qaeda.  相似文献

Al Qaeda's ideology is not new; their critique of the existing political and social order and vision for how to redeem the Muslim world builds on preexisting arguments of several 20th century predecessors who called for an Islamic revolution that would create a new order based on Islam. The persistence of revolutionary Islam suggests that these ideas need to be countered in order to strike at the root of the problem driving Islamically motivated terrorism and insurgency. U.S. efforts to defeat Al Qaeda, however, continue to focus primarily on killing or capturing the leadership, interdicting operations, and defensively bolstering the homeland and U.S. assets against various types of attacks. In order to confront Al Qaeda's ideology, U.S. efforts should focus on indirectly fostering “a market place of ideas”—the space and culture of questioning and debating—in order to challenge the grievances and solutions proposed by revolutionary Islam.  相似文献

Al Qaeda in the Arabian Peninsula has positioned itself at the vanguard of a media revolution in which terrorist groups both create and frame news events to an unprecedented extent. Through the publication of its e-magazine Sada al-Malahim (The Echo of Epic Battles), the organization has sought to mobilize both Yemeni and non-Yemeni Muslim, Arabic-speaking audiences to carry out violent jihad. This article utilizes the concept of collective action frames to analyze Al Qaeda in the Arabian Peninsula's media output, identifying the organization's grievance narratives, ideological justifications for violent actions, and means to strengthen its credibility among its intended audiences.  相似文献

This research note explores the events and circumstances surrounding Osama bin Laden's stay in Sudan from 1991 to 1996. In particular, it discusses the role that the Sudanese politician, Hassan al-Turabi may have played in the development of bin Laden and al Qaeda. It draws particular attention to the role of the Popular Arab and Islamic Congress (PAIC) in the emergence of a distinctive form of Radical Islam and offers a preliminary discussion of the emergence of particular qualities of al Qaeda ideology.  相似文献

This article shows how Hamas legitimized its policy choices during the Al-Aqsa intifada and the Gaza war. The organization's policy moved from violent during the initial stages of the uprising to more moderate during later years. While this entailed huge changes in the organization's course of action, Hamas nevertheless always managed to frame its choices in a way that seemed consistent with its long-held beliefs. The same occurred during the Gaza war, when Hamas moderated its discourse even further. This shows Hamas' flexibility and pragmatism but also that seemingly rigid ideological views can change quite dramatically when circumstances change too.  相似文献

Inspired by the conclusions of the United Nations Intellectual History Project, this article seeks to enrich the ongoing discussion on the role of ideas in UN activities. The focus here is on security, an issue often regarded as the organisation's raison d'être. The article argues that over the past two decades the ideology of human security has been the driving normative force behind the global policies advocated by the UN in the area of security. The first part analyses the UN's official discourse, and demonstrates the political importance that it ascribes to the concept of human security. The second section examines a set of global policies that illustrate how the world body has sought to put the principles of human security into practice. While recognising that these policies fall short of the ambitions articulated in UN rhetoric, the article suggests that they have opened a small but very real breach in the epistemic framework underlying the traditional conception of security.  相似文献

Drawing upon the idea of “constitutional antagonism” this article offers a critique of the liberal cosmopolitan framing global constitutionalism and its response to the rise of antidemocratic and “populist” authoritarian politics. Liberal cosmopolitan approaches to global constitutionalism generally pay inadequate attention to the ways in which neoliberal ideology and rationality have come to dominate the fragmented networks and structures of global constitutionalism and the connected emergence of an anti-cosmopolitan and authoritarian discourse of “nationalist neoliberalism”. Against the limits of liberal cosmopolitanism, and against the twin threats of neoliberal transnational governance and neoliberal nationalist, interstate conflict, it is argued that if an idea of transnational or global constitutionalism is to be held onto and retain any value then it must be based upon socially transformative ideas of egalitarian and ecological social justice and enacted through legal and political strategies and struggles that attempt to actively displace neoliberal ideology and rationality.  相似文献

Information has emerged as a critical—potentially the decisive—front in both the global war with violent radical Islam and the overlapping but so far largely unadmitted Cold War with nonviolent radical Islam. In fact, the information front is undoubtedly the closest thing that al Qaeda has to a strategic center of gravity. Unfortunately, America faces an extremely hostile information environment in the Middle East and al Qaeda has proven far more effective at getting its message across than has the United States. A more effective U.S. information strategy would be one that stresses three themes: a democratic critique of radical Islam; an Islamic critique of radical Islam; and a critique of the crisis in Middle Eastern civilization. While these will not necessarily make the U.S. or its policies more popular, they may drive a wedge between radical Islam and potential supporters.  相似文献

Drawing on organization theory, this article argues that al Qaeda seeks affiliates to expand the scope and scale of its operations, gain the benefits of greater local expertise, better spread innovations, and―most important―endow itself and its mission with greater legitimacy. The conventional wisdom on al Qaeda affiliates emphasizes these benefits and thus paints affiliation as a tremendous boon to al Qaeda that magnifies the danger of terrorism. However, al Qaeda faces a host of problems related to delegation and integration, and often affiliation is a net loss. Divergent preferences and priorities, branding problems, shirking at the local level, adverse selection, and costly control mechanisms all make affiliates of questionable value to the core organization. Although the danger al Qaeda poses may have morphed with the core declining and the affiliates rising in importance, the broader movement is probably less dangerous than it was when the al Qaeda core was at its height. US counterterrorism often magnifies these integration problems and, if done well, can further induce friction, discredit the brand, and otherwise throw sand in the gears. The broader study of al Qaeda and its affiliates also offers insight into the study of organizations in general.  相似文献

This paper analyses the significance and scope of globalisation, focusing on its implications for the autonomy of national actors, on the one hand, and on the new demands that global governance imposes upon multilateral action, on the other. It is argued that the current form of globalisation is in fact compatible with some degree of autonomous coordinated social action outside the realm of the market. This allows us both to differentiate between the realities and mystification (i.e. ideology) that underlie the concept of globalisation and to reject the standard discourse and economic therapy offered by certain international organisations to developing countries. If globalisation does not rule out the possibility of autonomous nationallevel action, it also establishes the basis for more solid and effective multilateral action. The factors that support the need for such action in the future are analysed; action that responds to demands for greater management of international public assets, and to calls for more effective global governance. The article ends by identifying the essential characteristics of such a multilateral system if it is to meet the needs arising from a new international reality.  相似文献

This article provides a new piece for two of the puzzles of institutionalized cooperation in Association of Southeast Asian Nations (ASEAN). First, with regard to the organization's four decades of existence, there has always been a marked gap between ASEAN's rhetorical goals of cooperation and its actual achievements. What explains these systematic failures of implementation? Second, from the outset, ASEAN was criticized for its light institutionalization, which failed to deliver the substantial cooperation goals. Despite selected institutional reforms, ASEAN's autonomy has not increased remarkably and it has not made any major institutional innovations. Why does ASEAN design institutions it does not use? Why does this transformation gap occur? The author suggests a sociological institutional explanation and argues that major impulses for cooperation have come from outside Southeast Asia, most importantly from Europe. By mimicking the European integration process, ASEAN member states have effectively created an isomorphic organization. The Association's institutional development reflects a concern for international legitimacy and less an objective functional demand arising from the specific interactions of member states. Network analysis has attracted significant attention when researching the phenomenon of transnational terrorism, particularly Al Qaeda. While many scholars have made valuable contributions to mapping Al Qaeda, several problems remain due to a lack of data and the omission of data provided by international organizations such as the UN. Thus, this article applies a social network analysis and subsequent mappings of the data gleaned from the Security Council's consolidated sanctions list, and asks what they can demonstrate about the structure and organizational characteristics of Al Qaeda. The study maps the Al Qaeda network on a large scale using a newly compiled data set. The analysis reveals that the Al Qaeda network consists of several hundred individual and group nodes connecting almost all over the globe. Several major nodes are crucial for the network structure, while simultaneously many other nodes only weakly and foremost regionally connect to the network. The article concludes that the findings tie in well to the latest research pointing to local and simultaneously global elements of Al Qaeda, and that the new data is a valuable source for further analyses, potentially in combination with other data.  相似文献

The present article analyzes the discourse employed by the left-wing nationalist movement in Spain's Basque Country to legitimize the use of street violence for political ends. I distinguish four “faces” of legitimation (“ex ante” vs. “ex post,” “for us” vs. “for others”) and argue that in a situation of radicalization of politically inspired (terrorist) violence, the discourse developed to justify violent action is principally meant for the organization's own following, and less to communicate with the outside world. Basque militants claimed that their strategy of political and military radicalization in the 1990s had been responsible for recent political successes of their movement.  相似文献

This article focuses on the threat to Somalia by al Shabaab (The Youth), an extremist organization that controls most of southern and central Somalia. It learned its strategy and tactics from al Qaeda and the Taliban and relies heavily on a relatively small number of foreign fighters, most of whom are Somalis with foreign passports from the large Somali diaspora. The non-Somali contingent probably numbers only about 200 to 300, although it brings battlefield experience from Afghanistan and Iraq and provides al Shabaab with expertise in bomb making, remote-controlled explosions, suicide bombing and assassinations. Some of the foreigners occupy key positions in al Shabaab. The connection between al Shabaab and al Qaeda is growing stronger but has not yet reached the level of operational control by al Qaeda. Al Shabaab's draconian tactics, which are imported from outside and are anathema to most Somalis, and its foreign component may be its undoing.  相似文献

1992年,《生物多样性公约》与《联合国气候变化框架公约》《联合国防治荒漠化公约》一并成为全球环境治理与合作的重要制度性框架文件。目前,生物多样性的国际合作程度、社会认知深度、治理行动速度等都明显逊色。生物多样性治理的迫切程度不亚于其他的全球性环境议题,但其议题安全化的分散性却不利于建构整体性的安全认知。生物多样性议题安全建构的碎片化体现在生态、治理目标、谈判、国家及其他行为体四个层面。生态层面是指生物多样性的安全认知;治理目标层面是指全球生物多样性治理的"爱知目标"与安全的联系;谈判层面包括资金机制、资源动员、遗传资源获取和惠益分享、保护区以及主流化等议题;各缔约方及其他行为体层面不仅在各项议题上表达各自关切,同时也将生物多样性问题建构为粮食安全、水安全、公共卫生安全、经济安全等多元安全关注。生物多样性议题安全建构的碎片化导致了该问题虽然在话语上进入了安全领域,但是缺乏共同的安全认知,难以提供简明和清晰的治理目标和路径,不利于推动全球有效治理。  相似文献

Al Qaeda after the invasion of Afghanistan can now be understood as not only an international terror organisation but an ideology which inspires groups with similar goals of a supranational caliphate. The Al Qaeda ideology draws from long standing historical Islamic concepts that date to the time of Muhammad. The ideologues of the organisation, most notably Ayman al Zawahiri, have cleverly used these ideas and the works of other Islamists to create not just a terror organisation but an ideology designed to unite disparate groups of Islamic radicals around the world.  相似文献

This article explores “the political” of political economy through an analysis of neoliberalised care. Borrowing Glyn Daly's metaphor of the political economy as a disorganised household, where the “political” disrupts the neat order of the oikonomia, we argue that in neoliberalism care is a central site of the political. Through Foucauldian biopolitics we define commodification as a central logic in the governance of care, and situate it in the wider context of neoliberal governmentality. Conceptualising care as a corporeal relation, and following Annemarie Mol's logic of care, we show how, despite the constant attempts to domesticate it, the hegemonic discourse fails to fully subsume care within the “order of the household”. Examining the ruptures produced when care resists its governance, the article demonstrates how the corporeal relatedness of care continues to open up spaces for the political, hence ensuring that the economy remains political.  相似文献

Theresa May promised a new role for the United Kingdom in the world, dubbed “Global Britain.” But what challenges arise from supposedly being more open to the world while decoupling from the European Union? This article explores how much the UK can meet the expectations stemming from a new, unabashedly global posture. Examining the rhetoric of British foreign policy since 1945 is juxtaposed against the emerging language of global openness after Brexit to illustrate what the UK's partners might expect for trade, security, and global governance. In evaluating the strategic benefits of using the rhetoric of globalism after EU withdrawal, this article examines the British state's capacity to find the administrative resources, public expenditure, and elite consensus necessary to redefine the country's position in world affairs. While the political expediency of devising a new role cannot be faulted, the strategic value of “Global Britain” appears limited in light of this analysis.  相似文献
